The objective of the Remnant Vegetation Protection Scheme is to encourage land owners to fence and protect areas of remnant vegetation for the purposes of flora and fauna conservation, land conservation and aesthetics. The means by which land owners are encouraged to protect remnant vegetation is the provision of a grant equal to half the cost of labour and materials to erect a stock-proof fence around the vegetation concerned. The RVPS is jointly administered by the Departments of Conservation and Land Management (CALM) and Agriculture (DAWA), with the latter as the lead agency. This paper examines the subject of the international regulation of the maritime transport of hazardous cargo. For the scope of this paper, hazardous cargo includes all that material which is carried by vessels for market and as waste with the exception of oil. The study examines the trend of the regulatory process by reviewing the development of concern, international agreements, codes and the International Maritime Organization. It also provides a broad overview of international regulations governing the marine transportation of hazardous cargo and the prevention of pollution by hazardous cargo of the marine environment.

Global temperatures are expected to increase as a result of the so-called "greenhouse" effect, causing concern among scientists who fear that the sea level may rise as much as three meters by 2100. Using mid-range seal-level-rise scenarios of 1.5 and 2 meters potential socioeconomic impacts on coastal Bangladesh are discussed. The impact of privately owned sewage treatment plants, a viable alternative to on-site septic systems, is examined in regards to future land-use patterns. It was hypothesized that the use of these facilities would lead to a greater loss of open space, in the coastal City of Gloucester, Massachusetts, than if only conventional on-site septic systems were to be permitted. Constraints to development such as zoning, wetlands, soil characteristics, parcel size, and economic viability were applied to undeveloped property in Gloucester. The Rhode Island Marine Debris Pilot Project was initiated in Newport, R.I. during the summer of 1991. The objective of the project was to decrease recreational boaters' contribution to marine debris. Two methods were used to achieve this goal. First, trash and recycling disposal facilities were increased around the harbor. Secondly, educational literature on the environmental consequences of marine debris, and the law that applies to overboard disposal, were distributed throughout the local marine community. The study was divided into two major portions: 1) an assessment of land use practices that influence the water quality of the pond, and 2) an assessment of actual water quality of the pond and its tributaries. The report area is in north-central Utah and southeast Idaho, within the Basin and Range physiographic province described by Fenneman (1931), and includes about 660 square miles. Most of the data in this report were collected by the U.S. Geological Survey in cooperation with the Utah Department of Natural Resources, Divisions or Water Resources and Water Rights. Hillsborough Bay, the eastern uppermost section of the Tampa Bay system, is surrounded by a large metropolitan complex, supports extensive industrial activity, and serves as a major shipping port of fertilizer products. The Bay was determined to be highly eutrophic during the late 1960s. The City of Tampa's primary sewage treatment plant and runoff from fertilizer industry activities were considered as the major sources of excessive nutrient loading. The western gray squirrel (Sciurus griseus griseus Ord) occur only in the Pacific states and in a small corner of extreme western Nevada. Field studies of aspects of the ecology of the most widely distributed subspecies of western gray squirrel (S. griseus) were conducted at three sites in the ponderosa pine-Oregon white oak zone on the eastern slopes of Mt. Hood, Wasco County, Oregon, between 1981 and 1989. From 1981 through 1987, a Hunter Cooperation Program provided remains of squirrels shot during the annual late summer-early autumn hunting season. The Bureau of Reclamation conducted a feasibility study of seeding winter mountain clouds as a possible means of enhancing the water supplies of the Sevier River Basin of Utah. A considerable body of pertinent meteorological observations from in or near the basin is examined. The evidence indicates that Utah winter mountain clouds often have more supercooled liquid water available than is naturally converted to snowfall. Thus, the needed "raw material" for cloud seeding to be effective is frequently available. Radiocesium (¹³⁴ Cs and ¹³⁷ Cs) concentrations were measured in soil, plant and wildlife samples from subarctic to arctic Alaska. Concentrations of ¹³⁷ Cs ranged from below detectable or low levels in whale and fish samples to as high as 242 Bq/kg in lichen. For all potential human food items, the radiocesium concentrations measured in this study were below accepted permissible levels for human consumption. Chernobyl-derived radiocesium concentrations ranged from below detectable or low levels in all arctic samples (soil, sediment, lichen, whale, fish and caribou) to 32 Bq/kg in subarctic moss. A study of the subtidal macrobenthos in Back Bay, Virginia was conducted to examine community structure in relation to sedimentary and water quality characteristics. Samples were collected in August and November of 1987 and February and May of 1988 at ten stations.

Three site groups and three temporal groups were identified by cluster analyses of species abundance. Species composition between site groups was relatively homogeneous and eight species accounted for most of the variation between site groups. Southeastern shrews (Sorex longirostris) were trapped throughout southeastern Virginia and northeastern North Carolina to determine if any morphological characters could

be identified that would aid in the identification and distribution of the threatened subspecies Sorex l._ fisheri, endemic to the Great Dismal Swamp, the more upland nominate subspecies Sorex l. longirostris, and possible intergrades between the two subspecies. Animals were classified a priori into three groups, based on their location of capture. Animals collected from the Great Dismal Swamp National Wildlife Refuge (GDSNWR) and associated bottomland habitats were designated as "fisheri", animals collected farthest from the Swamp as "longirostris", and …

Hillsborough Bay is the northeast lobe of Tampa Bay, the largest open water estuary on Florida's west coast. For a complete description of the setting and previous works, the reader is referred to Doyle, et al. (1989). The Phase I study of fine-grained sediments in Hillsborough Bay (Brooks and Doyle, 1989) established distribution patterns and average accumulation rates of mud-dominated sediments at selected sites within the Bay over the past several thousand years. The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. Within the last decade, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

The Bay . study Group of the City of Tampa has conducted an extensive monitoring program of water quality and various biological indicator organisms in Hillsborough Bay and Middle Tampa Bay since 1978 (Figure 1). The Belgrade Lakes in central Maine are important local ecological and recreational resources. The belgrade chain includes the following lakes: East Pond, North Pond, Great Pond, Long Pond, Salmon Lake and Messalonskee Lake. These lakes are all interconnected within the system driving into the Kennebec River through the Messalonskee Stream (Garrity and Putnam, 1971). East Pond is the first lake in the lake chain and it plays a pivotal role in influencing subsequent lakes. New Jersey has been plagued in recent years by beach closures resulting from elevated bacteria levels after rainfall events. The Sewage Infrastructure Improvement Act (SIIA) was adopted to correct these problems by addressing both point and nonpoint sources of pollution found in discharges of stormwater. However, there are problems with the SIIA such as overly burdensome requirements, limited resources and lack of future funding and direction. This research identifies these problems and examines existing State and federal legislation to find the necessary components to correct these concerns.
