This is the fourth annual report to FDER to satisfy the requirements set forth in specific condition #14 of FDER construction permit DO29-1845321B.

The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. Within the last decade, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

Management of the majority of public rangeland in the Great Basin and Columbia-Snake River Plateau falls under the authority of the Bureau of Land Management. The flora of this land ranges from highly diverse native plant communities to deteriorated lands dominated by exotic annuals. Approximately nine percent of the BLM’s 78 million acres of public land in this region is degraded to such a degree that changes in land management alone will not result in significant improvement. Salmon Lake has a history of algal blooms which have decreased the recreational and aesthetic value of the lake (Nichols et al. 1984). As early as the 1920’s, Salmon Lake was reported to have poor water quality. Algal blooms were reported throughout the 1970’s. Numerous complaints led to a study in 1975 by the Maine Department of Environmental Protection (MDEP) and another in 1984 by the U.S. Geological Survey to determine the cause of the accelerated algal growth in the ponds. Both studies concluded that the primary cause of these algal blooms was high concentrations of phosphorus in the water. …

Whether on foot, bicycle, horseback, or in vehicles, most visitors come to Canyonlands National Park (Canyonlands) to experience solitude or to "get away from people." Yet visitation to Canyonlands has risen exponentially over the past five years (Figures 1 and 2). Visitation is expected to continue to rise. As a function of this increase in number of visitors, adverse impacts to Canyonlands' resources have increased and the visitors' ability to find solitude has decreased. This study examines fragmentary information on ocean dumping of radioactive wastes conducted by the Soviet Union and the Russian Federation from 1959 to the present, then assays the impact of this activity in terms of the legal historical, oceanographic and political contexts. Lacking accurate and thorough data on many aspects of the activity, it has been necessary to infer and extrapolate from what is know about the impact of radioactive materials on analogous ocean sites and regimes where radionuclides have been introduced and monitored by other states. Agricultural nonpoint source pollution is the pollution coming from agricultural production, which has no clear origin. It comes from a diffuse source, such as a farm field or an animal holding area. While programs and studies probe every facet of point sources and extol the efforts of point source clean-up, the relatively more difficult task of identifying nonpoint sources and the process of proposing to do something about them has been largely ignored. The interaction of the herring (Clupea harengus) with the oil and gas industry in the North Sea is reviewed. The population crash of the herring in the early 1970's and the subsequent closing of that important fishery between 1977 and 1983 has drawn considerable attention to the influences, both biotic and abiotic, affecting the recruitment to the North Sea stock. This paper hypothesizes that there will be differences in perception between the users and managers of Narragansett Bay with respect to (1) the Bay's environmental quality; and (2) the effectiveness of the governance system established to manage and regulate the Bay. Any discrepancies in the perception of the quality of Narragansett Bay's shoreline and water resources among various user groups are likely to contribute to conflicts between users, and a less efficient approach to the management of Bay resources. Archeological excavations in Dinosaur National Monument (DINO) were conducted at 5MF2645 (the Pool Creek Site) in 1988 and 42UN1724 (Juniper Ledge Shelter) in 1989. The information from these two sites, along with archeological data obtained between 1988 and 1992, have expanded our knowledge of the past 3700 years of human occupation in the DINO area. Juniper Ledge Shelter is a south-southeast facing rockshelter in the Jones Hole Ely Creek area of the monument. Excavation of a two meter square unit produced evidence of three occupational components and a Fremont burial of an adult female with associated artifacts. The upper two …

The potential direct effects of possible global warming on summer season dairy production and re-production were evaluated for the United States and Europe. Algorithms used for milk production and conception rate were previously developed and validated. Three widely known global circulation models (GISS, GFDL, and UKMO) were used to represent possible scenarios of future climate. Milk production and conception rate declines were highest under the UKMO model scenario and lowest under the GISS model scenario. Predicted declines for the GCM scenarios are generally higher than either “l year in 10” probability-based declines or declines based on the abnormally hot summer …

Concerns have been raised over the potential impacts of the Animas/LaPlata project and the regulation of Navajo Dam. Flow depletions in the San Juan River may adversely affect the remnant population of the native fish, particularly the endangered Colorado squawfish and the razorback sucker. A multiyear research program is currently being conducted on the San Juan River as a result of a Jeopardy Opinion delivered by the U.S. Fish and Wildlife Service on Animas/LaPlata and the subsequent Reasonable and Prudent Alternative that was accepted. Y. Peter Sheng, the Principal Investigator of the proposed study, has developed and applied three-dimensional hydrodynamic models since 1972. These models were developed for a variety of water bodies (including estuaries, lakes, and coastal waters) for a variety of government agencies (e.g., USEPA, USGS, SBNEP, USAE, SFWMD, and SJRWMD) and petroleum companies (Standard Oil and Mobil) to solve a variety of problems. Basically, the nature of the problem and the water body determines the purpose of the modeling study and hence the features and capabilities of the model.

The information supplied in this report presents monitoring results of water quality, phytoplankton biomass, phytoplankton abundance and taxonomic composition, and bacteriological parameters measured by the City of Tampa Bay Study Group at three stations in the TBC and two stations in the Hillsborough river, upstream of the City of Tampa dam (Figure 1). The time period discussed in this report is from the start of the program in the 1984 through 1991. Results of the measured parameters are presented as annual means, climatological means and summary statistics for the study period.

The proposed study will examine effects of nutrient limitation on phytoplankton growth rates in Tampa Bay. The response of growth rate to changes in nutrient additions will be indicated through changes in algal biomass (chlorophyll-a) and fixation of CO2 (C‑14­ uptake). The selected method is similar to methods currently used by the states of Maryland and Virginia for determination of nutrient limitation in Chesapeake Bay waters (Fisher et al. 1992a and b). Ambient HO measurements by low-pressure laser-excited fluorescence with chemical modulation, and supporting ozone and water-vapor data, are presented for periods in May and August 1987. The observed peak daytime ambient HO concentrations in Oregon are in the range (2.5 to 8) times106 molecules cm⁻³ and show small negative offsets due to photochemical interference. Direct measurements of the interference at fixed [O₃] give the dependence on ambient [H₂O] and on the modulating reagent [isobutane]. At ambient [O₃]=30 p.p.b. and 10 torr H₂O, with excitation and detection at a total pressure of 4 torr, the net interference is equal to [HO]=-1.3times10⁶ molecule …

HO₂ concentrations have been determined at two Oregon sites for continuous periods of 36 to 48 hours, using fluorescence assay with gas expansion. At the sea level coastal site (45degN 124degW), NNW winds prevailed during daytime, and a point measurement of very low total nonmethane hydrocarbon concentration indicated the presence of remote tropospheric air of oceanic origin. At the urban site, HO₂ was determined during moderately low ozone pollution levels. At both sites, maximum daily [HO₂] was in the range of 1-2times10⁸ cm⁻³ under clear-sky conditions, with an estimated overall uncertainty of 40%.

A computational procedure (RIPS, Relative Index for Pesticides and Soils) was developed as a conservative estimator of pesticide leaching and groundwater contamination based on soil and pesticide properties, and water table depth. RIPS values offer guidance in pesticide selection and identify situations where a detailed site-specific evaluation should be conducted.

In Apri11989, Tampa Electric Company established a Corporate Stewardship Program to review and make recommendations concerning environmentally sensitive lands owned by Tampa Electric Company lying outside of the then EPFG-designated area At the request of Mr. Rick Hager, Corporate Stewardship Program Director, Lewis Environmental Services, Inc. has prepared this master plan to assist the volunteer members of the Corporate Stewardship Citizens Committee with directing Tampa Electric Company's management of the environmentally sensitive lands that the company owns at this site.
