Earthquake damage to bridges can have serious effects on a transportation network. When a bridge is out, the damage can go well beyond what is immediately visible: in addition to the cost of repairing it, the state must deal with short-term and long-term interruptions to traffic. These interruptions can delay repair and construction, as well as impacting post earthquake emergency response and causing the loss of valuable time for commuters and freight. To prevent this situation, older bridges (ones that are past an average construction life of about 50 years) should be retrofitted with stronger materials, especially in earthquake- prone …

The increase of worldwide terrorist attacks on public transportation has heightened our concerns of protecting the nation’s transportation infrastructure. Highway bridges are an attractive target for terrorist attacks due to ease of accessibility and their overall importance to society. The primary objective of this research is to investigate multi-hazard seismic-blast correlations of blast-induced bridge components through numerical simulations of a high-precision finite element model of a typical highway bridge in New York. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible. The collapse of the I-35W Bridge in Minneapolis, Minnesota has raised questions regarding the performance and possibly safety of steel truss bridges. The failure investigation indicated that the collapse was due to a design error in the gusset plates used to connect the truss members. The findings also recommend that evaluation of truss connections will be needed, which is a deviation from past practice where only members were considered. Gusset plates connect individual steel truss bridge members together at a node. In 10% of the 200,000 steel bridges in US in 2008, failure of a single truss or connection could …

Reliability used in the Mechanistic Empirical Pavement Design Guide (MEPDG) is a congregated indicator defined as the probability that each of the key distress types and smoothness will be less than a selected critical level over the design period. For such a complex system as the MEPDG which does not have closed-form design equations, classic reliability methods are not applicable. A robust reliability analysis can rely on Monte Carlo Simulation (MCS). The ultimate goal of this study was to improve the reliability model of the MEPDG using surrogate modeling techniques and Monte Carlo simulation.

The position and width of wheel path on a pavement lane is an important consideration in conducting pavement distress survey, especially for distinguishing longitudinal cracking from fatigue cracking. Currently, the widely used wheel path definition is derived from the LTPP distress manual with fixed width and position, in which the influence of traffic wander on wheel path was overlooked. Queuing occurs at intersections mostly due to overflow or inadequacy of turn bays. The ODOT L&D Manual Volume 1 has storage requirements for both signalized and unsignalized intersections. Figures 401-9E and 401-10E of the L&D Manual provide the required turn lane storage lengths which should be compared with the real world conditions to check for adequacy of these lengths as a measure of ensuring that accesses to the left turn lanes are not blocked. The research consisted of two phases: 1) a synthesis of practice and 2) and analysis of cyclist performance characteristics. The synthesis of current practice reviewed the literature, current engineering design and operational guidance documents, and surveyed the jurisdictions about their current deployments of bicyclespecific signals. This report summarizes research of cyclist behavior at signalized intersections in Portland, Eugene, Corvallis, Beaverton and Clackamas County, OR. These signals had both bicycle-specific indications and vehicle-only signals. A total of 4,673cyclists were observed. Most of the existing vehicle detection systems, namely inductive loops, video cameras etc. are incapable of measuring the queue lengths at signalized intersections. This research project developed a seismic risk assessment model along the major truck routes in Oregon. The study had adopted federally developed software tools called Risk for Earthquake Damage to Roadway Systems (REDARS2) and HAZUS-MH. The model was the first time REDARS2 has been adopted and used in research outside of the original development team, presenting a number of unique challenges. The development of the model was a complex, intensive process that required a significant research effort, manipulation and adjustment of data. The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips. Common deicing chemicals include sodium chloride, magnesium chloride, calcium chloride, calcium magnesium acetate, potassium acetate, potassium formate, and corn or beet-based deicer solution. Liquid deicers are commonly used for pre-wetting road salt, sand or other solid deicers, or mixed with salt brine as liquid deicer. Although manufacturers provide performance data under specific conditions, a standardized test is very much needed. Samples of sodium chloride, magnesium chloride, calcium chloride, potassium acetate, and beet juice-based chemical deicers were selected for performance evaluation. Very high traffic volumes may lead to extensive congestion during hurricane evacuations. Evacuation planners reduce this congestion by careful planning for multiple hurricane scenarios and assignment of evacuation routes and timing. This report describes analysis undertaken to establish a method for incorporating traffic operations and ITS strategies into the GreenSTEP model. We first discuss operations impacts on fuel economy and delay from the literature. Then, an investigation of delay adjustments in GreenSTEP shows that different methods of representing delay changes lead to similar (and small) impacts on fuel economy. From this result we establish average speed adjustment by congestion level as the preferred method for incorporating delay effects from operations improvements. An investigation of aggregate traffic operations impacts produces estimates of base speeds without operations improvements, maximum speeds with full operational …

In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. Out of the 7,138,476 motorcycles operating on U.S. roads, 346,925 were registered in the state of Ohio in the year 2007. Although motorcycles represent only 2.8% of all registered vehicles in the state of Ohio, motorcycling accounts for more than 13% of Ohio highway traffic fatalities. Since 2005, Ohio has had a distressing distinction of being among the fifteen states that have sustained more than half of all motorcycle fatalities recorded in the USA (NHTSA 2007; NHTSA 2008a). This report summarizes the results of an analysis of the safety performance of Oregon’s intersections. Following a pilot study, a database of 500 intersections randomly sampled from around the state of Oregon in both urban and rural environments was assembled. These intersections were categorized into eight types based on number of legs (3 and 4), land use (urban or rural) and traffic control (signalized or minor stop-control). These categories were chosen to align with the intersection types in AASHTO’s recently released Highway Safety Manual (HSM). Provisions for the design of roadside foreslopes are not readily available. As a result, engineering judgment is often employed. Unfortunately, this can lead to inconsistent designs, where, inevitably, some designs will be too costly and other designs will be too dangerous. Therefore guidance has been compiled to lend consistency to the design of these foreslopes while maintaining the most economical and safe design.

The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. The pedestrian facilities at intersections must be usable by pedestrians of all ages and capabilities. Intersections in particular must be designed to safely accommodate pedestrians of all ages and physical and mental abilities. Often, however, intersection designs fail to accommodate people with visual and mobility disabilities. In this regard, for pedestrians with disabilities, intersections can prove to be a challenge. In 2002, there were 1,299,000 crashes at signalized intersections in the United States. These crashes account for approximately 21 percent of total crashes and about 24 percent of all fatal and injury collisions. The social and financial impact of this number of collisions is substantial. The Federal Highway Administration (FHWA) and other agencies have recognized the detrimental effects of intersection crashes on our society and continue to fund research that will lead to a decrease in crash frequency. This study compares the age and gender of at-fault drivers who were involved in fatal crashes and the corresponding driving errors that contributed to these crashes. This comparison provides insights that may help traffic engineers devise countermeasures to lessen the number of these unnecessary deaths. Data from the Fatality Analysis Reporting System (FARS) for the years 2001 through 2003 were used in this study. The analysis included passenger vehicles (automobiles, utility vehicles, minivans, and pickup trucks) involved in either single or two vehicle crashes. The present invention directly measures localized electrochemical processes on a planar electrode using differential interferometry. The ionic charge accumulation at the electrode-electrolyte interface may be directly measured by using differential interferometry as a function of magnitude and frequency (for example, 2-50 kHz) of an external potential applied on an electrode. Methods in accordance with the present invention probe the ion dynamics confined to the electrical double layer. An electric field is applied using a pure AC potential and a superposition of AC and DC-ramp potential to measure ion concentration and detect redox processes.

Successful evacuations of metropolitan areas require overcoming unexpected congestion that reduces traffic flows. Congestion may result from accidents, incidents, or other events that reduce road capacity. Traffic professionals and emergency managers may promote deviations from planned routes to bypass an area of congestion and speed mass exit. However, some route changes may actually reduce traffic flow rates, and in these cases decision makers may want to discourage use of alternate routes. By using results of a behavioral survey of potential hurricane evacuees, this study identifies variables associated with the decision to alter routes and also identifies frequently used information sources. …
