One of major problems of road management in developing countries is the lack of decision making tools for preparing road maintenance programmes. This results in poor resource allocation and poor utilisation of existing assets. Pavement management systems (PMS) have been developed around the world in order to assist with the pavement management process in a co-ordinated and systematic manner. Some developed countries have derived pavement performance models that are suited to local conditions by setting up long term pavement performance studies. The Oregon Department of Transportation and Portland State University evaluated the seismic vulnerability of state highway bridges in western Oregon. The study used a computer program called REDARS2 that simulated the damage to bridges within a transportation network. It predicted ground motions for a specific location and magnitude of earthquake, resulting bridge damage and the cost of the damage, as well as the cost to the public for traffic delays due to detours around damaged bridges. Estimated damage and delay costs were presented for major highways in the region.

Society pays a high cost for collisions in terms of property damage, injuries and loss of life. This paper has two objectives. One is to examine various factors associated with harm caused by highway collisions. Both global OLS and local GWR models are provided to identify specific variables influencing crash harm. Another objective is to demonstrate the use of a Geographically Weighted Regression (GWR) method in this complex safety problem, which can estimate models for each crash location and show spatial variation. This study examines the efficacy of the traffic signs and road markings in Dar es Salaam City. The study focuses on the availability and conditions of traffic signs and road markings in some selected roads in the city. Auditing of traffic signs and road markings is carried out as one of the means of promoting road safety and improving road capacity in the city. The New York State Department of Transportation (NYSDOT) mounts pedestrian “hand/man” signals to aluminum
poles and uses frangible transformer bases to allow the system to break away. However, engineers at NYSDOT believed that the material properties of the aluminum poles themselves would allow the pedestrian signal poles to break away without the use of transformer bases. Elimination of the frangible transformer base would result in significant savings.

Temporary concrete barrier (TCB) systems are utilized in many circumstances, including for placement adjacent to vertical dropoffs. Free-standing TCB systems are known to have relatively large deflections when impacted, which may be undesirable when dealing with limited space behind the barrier (as seen on a bridge deck) or limited lane width in front of the barrier system. In order to allow TCB systems to be used in space-restricted locations, a variety of TCB stiffening options have been tested, including beam stiffening and pinning the barriers to the pavement. This study reports the findings of a project that was done during the implementation of a problem-based learning (PBL) and cooperative learning (CL) elements into an undergraduate transportation engineering course. The study procedure used the student course evaluations, including a survey questionnaire, and university-wide standardized student evaluations. Additionally, student homework, tests, and exam grades were used as part of the evaluation process. Two methods of teaching formats were evaluated: the traditional teaching method of lecturing and using end-of-chapter book questions for homework assignments and the new currently used teaching method of student field data collection, preparation of a lab report …

The present study focuses on the limnogeological aspects of the lakes Sagara and Nyamagoma within the Malagarasi Wetland Ecosystem. Abiotic parameters from water and sediment samples were determined during the dry and wet seasons using appropriate gears and methods. The data show variation of the abiotic parameters in both lakes from the water surface to the bottom. Lake Nyamagoma is less turbid (0.7-24 NTU) than Lake Sagara (25 to 65 NTU). The water transparency was also high at Lake Nyamagoma (0.75-1.5 m) thus supporting the observed turbidity trend. The physical chemical changes may be attributed to processes such as cooling, …

Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

Dynamic impact testing was performed on 152-mm x 203-mm (6-in. x 8-in.) CRT wood posts placed in a rigid sleeve at various angles. A total of nine bogie tests were performed with three tests each at 0, 90, and 45 degree rotation angles relative to the strong axis of bending. For each bogie test, the raw acceleration data was obtained from accelerometers and was filtered. Then, force-displacement and energy-displacement graphs were plotted. The knowledge of drivers on who has the right-of-way between the one on mainline lanes of a freeway and the one entering the freeway through on-ramp junction lane was evaluated. In addition, drivers’ opinions on how to make the on-ramp junctions safer were collected. A survey instrument with 21 items requesting drivers’ information in regard with demographics, freeway driving experience, knowledge of right-of-way and merging practices was used for data collection. The characterization of the performance of freeways in real time and on a historical basis has been successfully achieved for many years. The ability to characterize arterial performance has been more elusive. Currently numerous applications of traffic management and traveler information systems include freeways but lack the ability to extend their operation to major arterials. This paper describes methods for quantifying arterial performance using data from signal system loop detectors. Included in the array of metrics are traffic density, total delay, predicted travel time, and signal coordination effectiveness. Dynamic impact testing of W152x13.4 (W6x9) steel posts at various embedment depths has been detailed, and the results stated. A total of 17 bogie tests have been performed on a 2:1 slope, with post lengths varying from 1,829 mm (6 ft) through 2,743 mm (9 ft). A total of four bogie tests were performed on level terrain using 1,829-mm (6-ft) long steel posts at two different impact speeds. A modified version of the Midwest Guardrail System (MGS), utilizing small-diameter round wood posts, was developed, tested, and evaluated. Three systems were developed using different species of timber, Douglas Fir, Ponderosa Pine, and Southern Yellow Pine. A combination of Barrier VII computer simulation modeling and several series of cantilever bogie tests, conducted in both a rigid sleeve and soil, were used to determine the required diameter of post for each species in order to serve as an equivalent substitute for the standard steel post used in the barrier system. Enforcement is a key component of any comprehensive traffic safety program, and through a unique effort the Portland Office of Transportation (PDOT) partners with schools, the court system, community groups and the Police Bureau to develop a coordinated citywide program to improve traffic safety. However, like many government agencies, the Police Bureau faces constraints that limit the resources it can devote to traffic safety. Decisions that may be based on misleading forecasts may lead to a misallocation of funds and to under-performing projects during construction and operation. Poor projections of demographic and socioeconomic data are usually cited as the major source of poor traffic assignment projections and hence, unfavorably conceived planning and construction of street and highway infrastructure facilities.

Often, temporary barriers are used in applications where it is desired that their deflection during vehicular impact be limited. One such application is in the installation of temporary barriers placed adjacent to the edge of a concrete bridge deck in order to maximize lane width. Acceptable tie-down systems for temporary barriers have previously been developed, but there are concerns when the barriers and tie-down systems are used on bridges that are reconstructed in stages and where very little tolerance in barrier deflection is allowable. A wide variety of traffic controlling devices are used in work zones, some of which are not normally found on the roadside or in the traveled way outside of the work zones. The Midwest Roadside Safety Facility was contracted by Will Stein of the Iowa Department of Transportation to conduct dynamic bogie testing of a recyclable rubber guardrail spacer block manufactured by Welch Products, Inc. The scope of the work included the setup of both a standard, wood guardrail post blockout and the Welch Products recycled rubber blockout on a standard W150x13.5 steel post, as well as two component tests using a bogie vehicle. The bogie tests were conducted in accordance with previously accepted procedures to evaluate the performance of guardrail post blockouts made of non-standard materials.

A steel post W-beam guardrail system was developed for installation in rock-soil foundations. The guardrail system was constructed with a 2.66-mm (12-gauge) thick W-beam rail, 53.34 m in length. The W-beam guardrail was supported by twenty-seven W152x13.4 by 1,346-mm long steel posts, spaced at 1,905 mm on center. The posts were installed in drilled holes in concrete, constructed by drilling three 203-mm diameter holes on 165- mm centers to a depth of 610 mm. The drilled holes were backfilled with compacted ASTM C33 coarse aggregate, size no. 57.

Highway agencies are often presented with the need to add attachments of various configurations to the top or backside of crashworthy traffic barriers. Although, the National Cooperative Highway Research Program (NCHRP) Report No. 350 offers guidance for the safety performance evaluation of traffic barriers, it offers no guidance toward the evaluation of attachments on or near these barriers. A low-profile bridge rail was developed for installations where pedestrians and/or site restrictions prevent the use of conventional bridge rails with transitions. The bridge rail design was constructed using a 22.86-m long reinforced concrete parapet. The entire system measured 508-mm high by 356-mm and 279-mm wide at the top and bottom surfaces, respectively.
The research study included one full-scale vehicle crash test, using a 3⁄4-ton pickup truck. It is desirable to protect pedestrians on bridges from motor vehicles. However, transition problems arise at the ends of bridges where the bridge rail, bridge rail end treatment, and pedestrian walkway compete for the limited available space. The objective of this study was to identify the most common scenarios in which the protection of pedestrians on bridges is desirable, and then to develop bridge rail and bridge rail end treatment configurations to accommodate those situations. This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …
