2008 Safety Belt Usage Survey In Kentucky, Kenneth R. Agent, Eric R. Green
Kentucky Transportation Center Research Report
The objective of this study was to establish 2008 safety belt and child safety seat usage rates in Kentucky. The 2008 survey continues to document the results after enactment of the initial “secondary enforcement” statewide mandatory safety belt law in 1994 and the subsequent change to “primary enforcement” which was enacted in 2006. Data were collected at 200 randomly selected sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, geographic region, and vehicle miles traveled.
The data show that the usage rate in 2008 (73.3 percent) increased compared to 2007 …

Electrical resistivity imaging has been proved to be well suited to produce images of subsurface conditionsbecause of the ability of the technique for detecting resistive features and discriminating subtle resistivity variations in the soil media. Electrical resistivity imaging survey was performed at E. Center Development in Duncanville, Texas. The survey was conducted using SuperSting R8/IP Multi-channel Resistivity Imaging System to image the subsurface structure. Both 2-D and 3-D electrical resistivity imaging tests were conducted using dipole-dipole array at 2 feet, 5 feet and 20 feet electrode spacing. The construction and improvement of roads on peat lands has always been a challenging task in geotechnical engineering. Rampart roads, which are a particular feature of the bog roads in Ireland, are caused by the excavation of peat from the roadsides over many years for use as a domestic fuel. The historical development of rampart roads and current performance under the added traffic loading is discussed. Various road improvement methods have been applied to improve the road ability to carry traffic and the technical aspects and performance of the methods are discussed. Distribution coefficients, Kd, were measured for a suite of gamma-emitting radionuclides in uncontaminated soils from the E-Area burial grounds at the Savannah River Site. The objectives of the study were to (1) characterize the spatial variability of Kd, (2) evaluate the effect of spatial variability on vadose zone transport, and (3) develop statistical models for predicting Kd from physical or chemical characteristics.
Equilibrium batch sorption tests were performed on 27 soil samples collected from depths ranging from 11 ft to 100 ft from the BGO-3A core with 241Am, 109Cd, 139Ce, 137Cs, 57Co, 60Co, 203Hg, 85Sr, and 88Y. Distribution coefficients were …

Pavement cracking is one of the major maintenance works that requires millions of dollars in repair costs annually. Pavement cracks are formed due to moisture and temperature fluctuations in the soil. Stabilization of pavement shoulder subsoil with the addition of compost material was studied for preventing pavement cracks. Geofoam and the “Imperfect Ditch” method can be used effectively on embankment projects to reduce pressures on underground structures when sufficient fill height is available to create an arching effect. When the fill height is too shallow the arching effect cannot be created. However, the pressure acting on the underground structure can still be reduced by making use of the very small unit weight of lightweight geofoam material. In this study, stresses acting on a three-sided culvert were reduced using lightweight geofoam. Initially, the culvert had been designed to carry a 6-foot loading. This report documents an analysis of traffic crash data in Kentucky for the years of 2003 through 2007. A primary objective of this study was to determine average crash statistics for Kentucky highways. Average and critical numbers and rates of crashes were calculated for various types of highways in rural and urban areas. These data can be used in Kentucky’s procedure to identify locations that have abnormal rates or numbers of crashes.

This project focused on the characterization of materials used to construct the Hot Mix Asphalt (HMA) perpetual pavement within the Marquette Interchange and on the analysis of collected pavement response data to investigate the interactions between materials, environment, and traffic loadings. While these pavements are designed for a service life in excess of 50 years, to date there is insufficient field data to confirm this performance expectation. U.S. is one of hundreds across the country that is contaminated with polycyclic
aromatic hydrocarbons (PAHs). The 2007
CERCLA Priority List of Hazardous Substances ranks PAHs as the eighth most
prominent hazardous substance at National Priority List sites. However, benzo(a)pyrene
is the only PAH that is regulated under the Safe Drinking Water Act, with a maximum
contaminant level of 0.2 µg/l. As with most sites, monitored natural

The primary objective of this study was to design, test, and model the electrostatic field in a gas-filled radiation detector constructed with either a carbon nanotube (CNT) or a CNT array as the anode. Tungsten anodes of 500 to 4μm diameters were used to observe the gradual decrease in operating voltage with a decreasing anode diameter and estimate efficiencies of CNT anodes in a coaxial design. This study reports the findings of a project that was done during the implementation of a problem-based learning (PBL) and cooperative learning (CL) elements into an undergraduate transportation engineering course. The study procedure used the student course evaluations, including a survey questionnaire, and university-wide standardized student evaluations. Additionally, student homework, tests, and exam grades were used as part of the evaluation process. Expressions describing the resonant frequency and quality factor of a dynamically driven, polymer-coated microcantilever in a viscous liquid medium have been obtained. These generalized formulas are used to describe the effects the operational medium and the viscoelastic coating have on the device sensitivity when used in liquid-phase chemical sensing applications. Shifts in the resonant frequency are normally assumed proportional to the mass of sorbed analyte in the sensing layer. Increasing demand for highway system capacity compels transportation agencies to extract as much capacity as possible from existing systems. Traffic signals represent a major component of highway systems. Improvement of traffic signal operation requires accurate performance measures. Despite recent improvements in computing technology, traffic signal controllers are currently not able to capture useful performance measures on a cycle-by-cycle basis. This report presents a set of performance measures that could be collected on a cycle-by-cycle basis by a traffic signal controller given the capability to log phase indications and detector actuations. Bioaugmentation has become an increasingly popular remediation strategy for groundwater sites contaminated with chlorinated solvents. When biostimulation is not an option due to the lack of necessary microorganisms required for dechlorination of the contaminants, bioaugmentation is an attractive option for remediation. The P-Area groundwater plumes at the Savannah River Site (SRS) are just such a case. The P-Area site is contaminated with tetrachloroethene (PCE), trichloroethene (TCE), and cis-dichloroethene (cDCE), and no dechlorination past cDCE is occurring. A similar site, the C-Area site, is near one of the P-Area site's source zones but displays complete reduction of TCE to ethene. …

The vast majority of hazardous waste sites in the US have groundwater contaminated with halogenated organic solvents, primarily tetrachloroethene (PCE) and trichloroethene (TCE). Because the cost to remediate these sites is projected to exceed hundreds of billions of dollars, there is considerable interest in utilizing bioremediation as a low-cost remedy. Under anaerobic conditions, the best characterized biodegradation pathway for chlorinated ethenes is reductive dechlorination, whereby an electron donor such as hydrogen provides the reducing equivalents needed to replace chlorine atoms with hydrogen atoms. When a prestressed concrete structure is subjected to a severe fire, significant damage is created to the extent that a visual analysis is sufficient in rendering the structure unusable. Although moderate fires also create structural damage, the effects can often not be visually assessed. Therefore, a need exists for a method that allows structures to be evaluated after a fire has occurred and visual observations present no conclusive evidence for making decisions regarding the structural impact of the fire on the structure.

State Departments of Transportation are becoming more involved in providing Aquatic Organism Passage (AOP) at road-stream crossings. Department of Transportation (DOT) emphasis on AOP has been driven largely in response to endangered species listings, other agencies' initiatives, and the desire to restore ecosystem connectivity to watercourses. UDOT is currently responsible for approximately 47,000 culverts, but AOP is currently addressed only on an as-needed basis. Currently UDOT has no prioritization or assessment strategy procedure for AOP at UDOT road-stream crossings. Finite element mesh adaptation methods can be used to improve the efficiency and accuracy of solutions to computational modeling problems. For many finite element modeling applications, a conforming all-hexahedral mesh is preferred. When adapting a hexahedral mesh, localized modifications that preserve topologic conformity are often desired. Effective hexahedral refinement methods that satisfy these criteria have recently become available. However, due to hexahedral mesh topology constraints, little progress has been made in the area of hexahedral coarsening. Fecal sterols and fluorinated whitening agents (FWA) were used as chemical tracers for fecal coliform source tracking in Cane and Little Cane creeks in Walhalla, SC. Fecal sterols were quantifiable in both stream sediments and suspended particulates using an extraction, clean-up, and analytical method modified from Isobe et al. (2002) with a N,O-Bis(trimethylsilyl)trifluoroacetamide (BSTFA) derivatization scheme. Only human sterol source identification ratios were able to be calculated using the chosen sterol suite. Human fecal signatures were seen in both the sediment and the water column at various points along both creeks, indicating human fecal pollution is contributing to the fecal …

Low wind speed conditions should be studied because these conditions can present risk, particularly for areas immediately surrounding the release point, where high concentrations can occur and not dissipate. The following research attempts to clarify the processes governing both the general and low wind speed cases by determining the accuracy and uncertainty of standard prediction methods for contaminant plume transport in low wind speed plume modeling. A set of laboratory experiments was carried out to distinguish flow characteristics(bed origin, shear velocity, turbulence intensity, turbulent kinetic energy) between beds of differing gravel angularity. Ten vertical profiles of velocity measurements were taken from angular and rounded fixed gravel beds with a 16 MHz micro acoustic Doppler velocimeter (ADV) sampling at 50 Hz. Both gravel beds had a bottom slope of 0.2% and were in the intermediate - roughness scale. Shear velocities were calculated using three common methods: St Venant, Reynolds stress, and Clauser. Understanding and improving the state of the nation's levees has become a national priority following the devastating events surrounding Hurricanes Katrina and Rita. Federal legislation passed in 2007 created a new national Committee on Levee Safety and spurred the development of the National Levee Database, a central repository of information relating to the location and state of levees across the United States (Water Resources Development Act, 2007). One of the major goals in developing such a database is to improve the safety of America's levees. The Utah Department of Transportation commissioned a study to determine whether or not shallow-flow rock structures could reliably be used at bridge abutments in place of riprap. Research was conducted in a two-phase effort beginning with numerical modeling and ending with field verification of model findings. As part of phase one, two finite element meshes were created in Surface-water Modeling Software (SMS) and analyzed with FESWMS-2DH. Second, field studies were conducted and a preliminary database was developed to track field studies conducted on 98 shallow-flow rock structures in Utah. Although the use of pervious concrete is expanding, only a limited number of scholarly papers have been published on the resistance of pervious concrete to deterioration under frost action. Based on this need for additional research on the durability of pervious concrete in cold regions, the objective of this research was to evaluate the resistance of pervious concrete to degradation during freeze-thaw cycling under different soil clogging and water saturation conditions. The laboratory research associated with this project involved three primary measures of pervious concrete performance, including freeze-thaw durability, compressive strength, and permeability.
