Symposiums and peer exchanges are critical venues in which researchers meet and exchange new ideas and share the results of projects with colleagues. These gatherings are particularly important for multidisciplinary research areas. Despite knowledge rapidly developing in these fields, too often conversations do not take place between individuals who occupy different research niches. This delays efforts to implement new solutions to critical, everyday problems. Several agencies in the Kentucky Transportation Cabinet make use of data collected by weigh-in-motion (WIM) scales throughout the state. These scales are used to collect traffic counts, weigh vehicles, weigh individual axles, determine vehicle length, classify vehicles, and determine speed. The data is primarily used for planning, law enforcement related to commercial vehicles, and pavement design. This study details the applications of WIM data, and reviews existing literature on how WIM data is used and shared. The study provides survey feedback from other states, specifically about how they use WIM data. It details competing WIM technologies currently on the market, …

The transportation industry has increasingly recognized the vital role sustainability serves in promoting and protecting the transportation infrastructure of the nation. This project evaluated the ability of concrete sealants to impede the ingress of chloride ions into concrete bridge decks. Laboratory testing evaluated 24 concrete-penetrating sealants and four film-forming products. The products were selected based on survey results from adjacent state transportation agencies. KTC assisted the KYTC in developing Special Notes for applying four experimental sealants to two bridges (B00056L & B00056R) located on Interstate 471, over 6th Street in New Port, Kentucky. The current contractor evaluation system in use within the Kentucky Transportation Cabinet is based on the contractor evaluation system developed as part of SPR 212-00 “Quality Based Prequalification of Contractors.” This system relies on average performance ratings from the completion of the Contractor’s Performance Report at the conclusion of every project or annually for multi-year projects. The contractor’s average performance rating is weighted based on the dollar value of work performed across all projects for the year. The average performance rating is used in the computation of the Contractor’s Maximum Eligibility Amount in accordance with 603 KAR 2:015, Section 5. …

Kentucky Transportation Center Research Report
This report reviews the current state of available public transportation services in central Kentucky, with a focus on the Lexington-Fayette County commutershed. Within the region, this report identifies the major public transportation providers, describes the transit services available through them, and examines the potential opportunities of intercounty commuter public transportation services. Using intercounty commuting data obtained from the 2006-2008 Census Transportation Planning Products (CTPP), this report estimates the potential need and opportunity for additional transit services. Lastly, this report argues for the viability of vanpools as an efficient and cost-effective strategy for addressing the shortage of intercounty commuter transit services.

Ordinary Portland cement (OPC) and calcium sulfoaluminate cement (CSAC) are well-known and commonly used construction materials. The clinker phases mainly responsible for their strength development are C3S (alite) in OPC, which hydrates to form a calcium silicate gel phase; and C4A3S ´ (calcium sulfoaluminate) in CSAC, which hydrates to rapidly form ettringite. The purpose of this work was to produce high-iron alite-calcium sulfoaluminate-ferrite cements, by combining C4AF (ferrite), from 5% to 50% by weight, to the C3S and C4A3S ´ clinker phases. Producing this alite-calcium sulfoaluminate-ferrite cement would decrease the requirement of bauxite in the raw materials, which would consequently …

The behaviour of mineral matter is important for the characterisation of coal for use in entrained-flow gasification technologies. We investigated four behavioural characteristics—ash fusion temperatures (AFT), slag viscosity versus temperature profiles, temperatures of critical viscosity (TCV), and slag phase compositions—of Rhenish lignite coal ash using laboratory and modelling tools. Our modelling of AFT using coal ash composition provided a wide range of data, with only one (modified) model demonstrating agreement with experimental data. Experimental slag viscosity data were obtained over a temperature range from 1200uC to 1500uC. Where relevant, TCV was also measured. Comparison of these data to the calculated …

Fly ash (FA) is produced in Israeli utilities via bituminous coal combustion. It is used as a cement additive or in concrete production, and its economic value is low. The FA produced in Israel is very basic (defined as class F) owing to ambient air quality standards that impose low sulfur content in the imported coals. Because the lime content is high (in the South African coal, ,10 wt%), it is a good potential chemical scrubber to acidic wastes. The phosphate industry in Israel produces mainly phosphate fertilizers and water-treatment products as well as phosphoric acid. The production methods rely …

The fuel, bed ash, and fly ash were sampled from a circulating fluidized bed combustion (CFBC) unit at two times. The first sampling was a high-sulfur (S) coal-only run, and the second sampling coincided with an experimental burn of up to 10% switchgrass (Panicum virgatum) pressed pellets mixed with a high-S coal. The latter blend had a higher moisture content and a lower heating value than the coal-only fuel. Given the time between the samplings and the special needs for the experimental run, unavoidable changes in the coal and limestone complicate comparisons of the bed ash and fly ash chemistry …

The purpose of this report is to document the activities of the research effort and present the findings of the work accomplished. Transition zone is the area in which it is communicated to drivers that the roadway environment is changing (i.e., from rural to built-up) and that their speed should change as well. This study evaluated treatments that could advise drivers to this. Based on the study findings, it is recommended to add additional speed warning sites to such transition zones.

The University of Kentucky Center for Applied Energy Research has conducted a survey of Kentucky’s utility coal-fired power plants every 5 years since 1992. The survey includes a collection of the feed coal and the coal combustion products (CCPs). The latest collection was in 2012, with the accompanying information survey covering trends in 2011. Overall coal-fired energy production decreased, and the nature of the CCPs changed for a number of reasons, including but not limited to, increased gas production in the Appalachians, a series of warm winters, energy conservation, depletion of Appalachian coal reserves, and utility responses to regulations. In the past decade, the grouting industry has made significant technological advancements in real-time monitoring of flow rate and pressure of pumped grout, stable grout mix design, and with grout curtain concepts dealing with placement and orientation. This dissertation investigated the impact of the Surficial Fine-Grained Laminae (SFGL) upon stream biogeochemical cycles to constrain stream C and N budgets. Collection and analysis of 8 years of transported sediment elemental and isotopic signatures, weekly, from a SFGL dominated stream, a novel dissolved C and N dataset, statistical and time-series analysis of sediment and dissolved data, and development of a comprehensive modeling framework that couples hydrodynamics, sediment, C and N biogeochemistry, and stable isotope sub-models to simulate fluvial C and N budgets was used. As an abundant sedimentary rock, shale is widely used as construction material around the world. Low temperature cracking is a major distress in asphalt pavements. Several test configurations have been introduced to characterize the fracture properties of hot mix (HMA); however, most are considered to be research tools due to the complexity of the test methods or equipment. Inadequate compaction of a soil subgrade can lead to detrimental outcomes that are not only costly but dangerous to the general public. To avoid this, quality control (QC) devices such as the nuclear density gauge (NDG) are currently being used to monitor the compaction and moisture content of soil subgrades. However, regulatory concerns associated with the NDG have encouraged federal and state agencies, as well as the heavy civil construction industry to consider non-nuclear devices for QC testing of compacted soils. The objective of this research was to develop high performing polymer modified calcium sulfoaluminate (CSA) cement materials for use in applications requiring superior adhesion characteristics. Little information is available describing interactions of CSA cement containing minor phase tri-calcium aluminate (C3A) with commonly used admixtures. Given the scarcity of information, a basic approach for developing cementitious materials was followed. The basic approach consisted of four tasks: cement design, admixture design, polymer design and testing developed materials. An understanding of the clogging of fine sediments within gravel substrates is advanced through the use of dimensional analysis and macro-analysis of clogging experiments in hydraulic flumes. Dimensional analysis is used to suggest that the dimensionless clogging depth can be collapsed using the original and adjusted bed-to-grain ratios, substrate porosity, roughness Reynolds number, and Peclet number. Macro-analysis followed by statistical analysis of 146 experimental test results of fine sediment deposition in gravel substrates suggests that the dimensionless clogging depth can be collapsed using the substrate porosity and roughness Reynolds number reflecting the processes of gravity settling and turbulence induced fluid …

This dissertation describes investigations of fully turbulent decelerating hydraulically roughbed flow over gravel and the development of technology to measure turbulence and associated sediment transport in streams. Theory is developed for predicting velocity distributions in simple uniform flow using the asymptotic invariance principle and tested using laboratory and field collected data. A mixed scale is developed that accounts for bed derived turbulent structures throughout the flows depth and is used to parameterize the external boundary’s effect on the flow for the logarithmic and outer layers. A 1500 Mhz. ground coupled, ground penetrating radar antenna was used to identify both the horizontal alignment and the vertical displacement of the concrete tie-bars and the transverse joint dowel bar assembles on a Portland-Cement-Concrete-Pavement (PCCP) on US 60 in McCracken County, KY. Approximately 5 lanes miles of PCCP were evaluated using the 1500 Mhz. ground coupled antenna. Results indicate that only one transverse dowel basket out of an approximate total of 1,760 were within 4.17 inches of the pavement surface. Seven transverse dowel baskets were misaligned four inches or greater from the location of the sawed joint. These areas …

The Federal Highway Administration requires State Transportation Agencies to have a formal method to estimate contract time for highway construction projects. To meet this requirement many states use an integrated scheduling system to estimate project durations based on assumed productivity rates and generic job logic. The current work investigated the accuracy of two of these systems found that both systems accuracy in predicting the duration of Kentucky Transportation Cabinet projects was greater than +200%. This report describes the findings of a preliminary review of the workforce needs of the inland waterways industry, which currently confronts a human resources crisis and must recruit more people who can work their way up to the skilled positions on towboats. The looming surge in retirements will present a significant hurdle—especially as its large cohort of baby boom river pilots and captains reach retirement age. This report documents the repair of five locations along the I-65 Expressway in Jefferson County, KY. The repair involved: (1) the precast prestressed concrete girder spans between Jacob Street and Gray Street, (2) the reinforced concrete bearing pads of Bridge Pier 4 at the intersection of Jefferson Street and Preston Street, (3) the reinforced concrete bearing pads of Bridge Pier 6 near the intersection of Main Street and Hancock Street, (4) the precast prestressed concrete girder spans between Chestnut Street and Gray Street and (5) the reinforced concrete pier column on East Muhammad Ali Blvd.

In 2010, Kentucky implemented a Performance Registration Information Systems and Management (PRISM) based automated ramp screening system (PARSS) at the Boone County inspection station on southbound I-71. The purpose of the PARSS is to identify and screen every vehicle that enters the Boone County inspection station. The system provides automated screening of trucks based on the license plate number and the USDOT number displayed on the vehicle. The purpose of this report is to document the activities of Phases I and II of the research effort and present the findings of the work accomplished. Phase I developed the Constructability Review Database for the Kentucky Transportation Cabinet and Phase II conducted a benefit analysis of the constructability review process. The database provides the basis for entry and collection of constructability reviews and allows for the identification of trends leading to potential improvements of the process. The database can be used to summarize activities, generate reports for a project, and be capable of quantifying the benefits from the process. …

The report details the pre-construction monitoring, planning and design, and construction of the retrofit measures on the US150 bridge over Beech Fork River in Nelson County, KY and Cartwright Creek bridge on the border of Washington-Nelson County, KY. All reinforced concrete girders of the five-span Beech Fork River bridge and three-span Cartwright Creek bridge of deck-girder construction had developed diagonal cracks near or at the transition of the variable-and-constant depth regions.

A basic set of questions was developed that could be used in periodic surveys that track drivers attitudes and awareness concerning impaired driving, seat belt use, and speeding issues. The objective of the survey was to learn the knowledge, views, and behaviors of drivers in these areas. This report documents the results of the 2013 survey with a comparison to the 2011 and 2012 surveys as well as the 2010 baseline survey.
