Although cyberspace is considered the newest warfighting domain, military analysts and scholars have opined the United States remains woefully behind its peers in cyberspace and have called for the creation of a separate cyber service component. Yet a cohesive and robust discussion on this topic has yet to emerge. This article proposes a general framework that builds on the Joint doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) analysis to address questions of sufficiency and necessity. One of the fundamental problems of robotics and navigation is the estimation of the relative pose of an external object with respect to the observer. A common method for computing the relative pose is the iterative closest point (ICP) algorithm, where a reference point cloud of a known object is registered against a sensed point cloud to determine relative pose. To use this computed pose information in downstream processing algorithms, it is necessary to estimate the uncertainty of the ICP output, typically represented as a covariance matrix. Cadmium germanium diphosphide (CdGeP2) crystals, with versatile terahertz-generating properties, belong to the chalcopyrite family of nonlinear optical materials. Other widely investigated members of this family are ZnGeP2 and CdSiP2. The room-temperature absorption edge of CdGeP2 is near 1.72 eV (720 nm). Cadmium vacancies, phosphorous vacancies, and germanium-on-cadmium antisites are present in as-grown CdGeP2 crystals. These unintentional intrinsic point defects are best studied below room temperature with electron paramagnetic resonance (EPR) and optical absorption. GNSS-LEO radio links from Precise Orbital Determination (POD) and Radio Occultation (RO) antennas have been used increasingly in characterizing the global 3D distribution and variability of ionospheric electron density (Ne). In this study, we developed an optimal estimation (OE) method to retrieve Ne profiles from the slant total electron content (hTEC) measurements acquired by the GNSS-POD links at negative elevation angles (ε < 0°). Although both OE and onion-peeling (OP) methods use the Abel weighting function in the Ne inversion, they are significantly different in terms of performance in the lower ionosphere. The new OE results can overcome the large Ne oscillations, sometimes negative values, seen in the OP retrievals in the E-region ionosphere. In the companion paper in this Special Issue, the HmF2 and NmF2 from the OE retrieval are validated against ground-based ionosondes and radar observations, showing generally good agreements in NmF2 from all sites. Nighttime hmF2 measurements tend to agree better than the daytime when the ionosonde heights tend to be slightly lower. The OE algorithm has been applied to all GNSS-POD data acquired from the COSMIC-1 (2006–2019), COSMIC-2 (2019–present), and Spire (2019–present) constellations, showing a consistent ionospheric Ne morphology. The unprecedented spatiotemporal sampling of the ionosphere from these constellations now allows a detailed analysis of the frequency–wavenumber spectra for the Ne variability at different heights. In the lower ionosphere (~150 km), we found significant spectral power in DE1, DW6, DW4, SW5, and SE4 wave components, in addition to well-known DW1, SW2, and DE3 waves. In the upper ionosphere (~450 km), additional wave components are still present, including DE4, DW4, DW6, SE4, and SW4. The co-existence of eastward- and westward-propagating wave4 components implies the presence of a stationary wave4 (SPW4), as suggested by other earlier studies. Further improvements to the OE method are proposed, including a tomographic inversion technique that leverages the asymmetric sampling about the tangent point associated with GNSS-LEO links.

Interactive fiction games are some of the most popular in app stores and are also beginning to be heavily used in education to teach analysis and decision-making. Satellite constellation design must balance many factors that emerge from multiple sources, including environmental hazards and competing mission objectives. The dynamic nature of space systems makes the problem of ‘optimal’ satellite constellation design even more challenging. Restricting satellite constellation designs to predefined geometric frameworks can alleviate many challenges associated with the design problem; however, it raises an important question: which geometric framework performs best for each mission set? This research leverages simulations, metaheuristics, and mathematical programming techniques to address this question for missions focusing on Earth-observation of one or more regions.

This thesis explores the application of Value Focused Thinking (VFT) and multi-objective portfolio optimization to create a well-aligned portfolio for an organization faced with over 50 alternatives and limited funding. A novel technique is proposed to develop an optimized portfolio based on VFT scores, utilizing heuristic approaches like evolutionary algorithms. The research outcomes include an optimized portfolio, the total value evaluation of alternatives, and a sensitivity analysis. The new approach outperforms the organization’s previous method, resulting in a portfolio that better addresses the organization’s core values and objectives, scoring 21.21% higher.

Tropical cyclones have intensified and are expected to strengthen throughout the 21st century due to climate change impacts. Storm intensification poses a serious threat to coastal municipalities and infrastructure that are not designed to withstand future wind and storm surge potential. Per- and polyfluorinated alkyl substances (PFAS) are an environmentally persistent group of chemicals that can pose an imminent threat to human health through groundwater and surface water contamination. In this review, we evaluate the subsurface behavior of a variety of PFAS chemicals with a focus on aqueous film forming foam (AFFF) discharge sites. AFFF is the primary PFAS contamination risk at sites such as airports and military bases due to use as a fire extinguisher. The aforementioned evanescently coupling whispering gallery mode optical resonators having a liquid couplings provide increased tunability and sensing selectivity over current same. Applicants’ method of making evanescent-wave coupled optical resonators can be achieved while having coupling gap dimensions that can be fabricated using standard photolithography. Machine learning and computational processing have advanced such that automated driving systems (ADSs) are no longer a distant reality. Many automobile manufacturers have developed prototypes; however, there exist numerous decision support issues requiring resolution to ensure mass ADS adoption. In the coming decades, it is likely that production ADSs will only be partially autonomous. Such ADSs operate within predetermined conditions and require driver intervention when they are violated. Reliable detection of counterfeit electronic, electrical, and electromechanical devices within critical information and communications technology systems ensures that operational integrity and resiliency are maintained. Counterfeit detection extends the device’s service life that spans manufacture and pre-installation to removal and disposition activity. This is addressed here using Distinct Native Attribute (DNA) fingerprinting while considering the effects of sub-Nyquist sampling on DNA-based discrimination. The sub-Nyquist sampled signals were obtained using factor-of-205 decimation on Nyquist-compliant WirelessHART response signals. A filter-based air sampler, more specifically a filter-based air sampler capable of integration into small unmanned aerial systems is disclosed. The filter-based air sampler may include a filter assembly which has as its component parts: an open faced air intake component, a filter, and a filter support that has a central supporting grid. The filter assembly may joined to the housing of a fan, such as a centrifugal fan, with the supporting grid of the filter support being disposed over the air inlet of the fan.

Recent mounting nuclear threats and postures from adversary nation-states, such as Russia, China, North Korea, and Iran, represent a clear danger to the interests and security of the United States of America and its Allies. To meet these threats, the 2022 Nuclear Posture Review requires the Department of Defense (DoD) to design, develop, and manage a combat-credible U.S. military which, among other prioritizations, is survivable. Compared to microbiomes on other skin sites, the bacterial microbiome of the human hand has been found to have greater variability across time. To increase understanding regarding the longitudinal transfer of the hand microbiome to objects in the built environment, and vice versa, 22 participants provided skin microbiome samples from their dominant hands, as well as from frequently and infrequently touched objects in their office environments. Additional longitudinal samples from home environments were obtained from a subset of 11 participants. The US Air Force has gone through many aeromedical patient isolation transport system designs. The first designs were developed in response to the Ebola outbreak in 2014 and, more recently, the COVID-19 pandemic. The trade study analysis part of the system engineering design method was used to analyze the historic and current aeromedical patient contamination control transport systems. Additive manufacturing techniques enable a wide range of possibilities for novel radiation detectors spanning simple to highly complex geometries, multi-material composites, and metamaterials that are either impossible or cost prohibitive to produce using conventional methods. The present work identifies a set of promising formulations of photocurable scintillator resins capable of neutron-gamma pulse shape discrimination (PSD) to support the additive manufacturing of fast neutron detectors. The 2022 Russia-Ukraine War marks the first time in modern history of conventional military forces targeting and seizing control of an operational nuclear power plant. Power supply and operational cooling systems are critical to avert reactor loss-of-coolant accidents (LOCA) in the event of emergency shutdown, or SCRAM. A wartime non-design based reactor accident causing loss of reactor power and coolant supply would require an emergency heat exchange via coolant to mitigate reactor core heat. This document presents an investigation of the effect of deuterated polyethylene accelerator targets on the neutron fluence from a local mass injection dense plasma focus driven by the United States Naval Research Laboratory’s Hawk pulsed-power generator. After successful production of thin targets, the acquisition of thicker targets, and testing inside Hawk, it was found that the presence of a deuterated polyethylene target increased the neutron fluence. Results suggested that fluence can significantly increase with the presence of a deuterated target vs a nondeuterated target. GCR and SPE comprise the majority of the ionizing radiation experienced in the upper atmosphere within flight-altitude environments. Although previous studies have analyzed radiation doses from single sources on civilian flight operations, there is a lack of research focused on dose received by military personnel during flight from both sources simultaneously. In-flight radiation environments are modeled through the MCNP6 for two separate aircraft, an Air Force A-10 and a Boeing 737. Particle fluence values for galactic cosmic rays and solar particle events for four separate flight paths are determined using the CARI-7A software and the SIRE2 toolkit, respectively. MCNP6 code …

The motivation for this research was the Grissom-P CubeSat mission planned by AFIT. The TT&C antenna selected for the mission exceeded the allotted size by over a factor of two. The studies performed included analyses of simply reducing aperture size, altering substrate permittivity, and layered approaches to antenna miniaturization. An end-to-end LADAR system is modeled at the waveform level to perform material classification at a per-pixel basis. A K-Nearest Neighbors machine learning algorithm is chosen to make predictions using polarimetric material characteristics as features. A variable receiver design is modeled to allow for the use of multiple configurations of Polarization State Analyzers. This research investigates the inclusion of multiple wavelengths in the transmitted laser pulse to improve classification accuracy. Additionally, the effects of lowering the receiver’s detector bandwidth are investigated. The quiet zone of a radar range is the region over which a transmitted EM field approximates a uniform plane wave to within some finite error tolerance. Any target to be measured must physically fit within this quiet zone to prevent excess measurement error. Compact radar ranges offer significant operational advantages for performing RCS measurements but their quiet zone sizes are constrained by space limitations. As the use of MEMS becomes more prolific in air, space, defense, and power applications, they will be exposed to more extreme radiation environments. This dissertation explores the effects of ionizing and nonionizing radiation on MEMS. AlN-on-Si based piezoelectric bulk acoustic wave resonators were irradiated by gamma-rays and silicon ions while measuring S-parameters in situ. Changes to the resonator and equivalent circuit parameters are extracted. The resonators demonstrated resilience against the effects of radiation-induced charge trapping. However, radiation-induced atomic displacements caused shifts to resonant frequency. From these data, an atomistic model is derived to describe the relationship between radiation type …

Cargo load planning involves efficiently packing objects into aircraft subject to constraints such as space and weight distribution. Currently, this is performed manually by loadmasters. The United States Air Force is investigating ways to automate this process in order to improve airlift operational readiness while saving money. The first step in such a process would be generating 3D reconstructions of cargo objects to be used by a load planning algorithm.
