In 2022, the U.S. Space Command (USSPACECOM) and the National Guard's State Partnership Program (SPP) began pursuing security cooperation objectives while integrating the space domain into greater deterrence efforts. As the newest combatant command (CCMD) with space as its Area of Responsibility (AOR), USSPACECOM has global strategic partnership interests and recognizes the value of the enduring relationships inherent in SPP. This cooperation allows the National Guard to offer its strong relationships, space expertise, and industry knowledge to USSPACECOM. In its unjust war, Russia rakes at Ukrainian civilian targets using dual-capable missiles. China meanwhile tightens the screws on Taiwan as it cements its friendship with Russia and continues its buildup of strategic nuclear warheads.1 Conventional wisdom and U.S. policy under such tense conditions unduly discount expectations for arms control.2 Arms control, in the popular mind, centers on bans in testing or deployment, and is therefore terminally associated with disarmament. North Korea currently has an adversarial relationship with the United States and has successfully tested both nuclear weapons and intercontinental-range ballistic missiles (ICBMs) capable of striking the continental United States.1 There are several ways the United States could attempt to address the threat posed by North Korea’s nuclear-armed ICBMs. Historically, the United States has relied on a policy of projecting military strength, fostering strong alliances, and maintaining a credible threat of retaliation to deter adversaries, including those with nuclear weapons, from initiating hostilities. As the United States (US) continues to shift its weight of effort towards great power competition, some scholars and practitioners have questioned the relevance of conventional forces and their ability to deter. Chief among them is Sean McFate, who asserts that “conventional war is unicorn hunting” and that “no one fights that way anymore.”1 Jim Sciutto echoes McFate’s claims in his book The Shadow War and states that the US is losing to Russia and China in a new way of warfare that is conducted below the threshold of conventional warfare.2 Leading Russian General Valery Gerasimov furthered this claim when …

The modern nuclear operations practitioner is facing a more complex future than at any point since the height of the Cold War. Understanding the past, present, and possible future of nuclear force structure and doctrine offers the policy maker a useful way to make sense of unfolding events and place them within a broader context. With China, Russia, and North Korea all posing a growing nuclear risk to the United States, a strong grasp on the available options for countering these threats is certainly important.

South Sudan, a young nation grappling with the legacy of protracted conflict, faces significant challenges in fostering sustainable rural development. While the immense potential of its vast agricultural lands remains largely untapped, the persistent triple threat of insecurity, deficient infrastructure, and the absence of robust government policy actively hinders progress. Discussions of HBCU students’ content knowledge have centered around developing high impact, asset-based approaches to learning (Williams et al, 2022). So, HBCU teacher preparation providers (TPPs) can also focus efforts on culturally sustaining approaches to developing candidates’ content knowledge and researching how high impact practices, like teaching simulations, can help prepare candidates for classrooms. This exploratory case study uses critical cases (n=2); findings suggest candidates have a developing understanding of content, which forms a solid basis for increasing their knowledge. Forecasting Nigerian Stock Market Volatilities Using Bagging And Ensemble Averaging, Godknows Isenah
CBN Journal of Applied Statistics (JAS)
This paper using bagged GARCH-type model, with ensemble averaging estimators models and compares the forecast performances to those of some classical GARCH type models. Using Mean Absolute Forecast Error (MAFE) and Root Mean Squared Forecast Error (RMSFE) as forecast-error measures, the results shows bagging ensemble based methods to out-perform the alternative volatility models. The study recommended that volatility estimates obtained via bagged ensemble methods should be used as inputs to facilitate financial operations such as derivatives pricing, risk hedging, computations of Value-at-Risk (VaR) estimates, and for financial decision making.

This thesis examines the effects of extreme market shocks on supply chain dynamics within the automotive industry. Through an analysis of demand data from an automotive manufacturer to its component suppliers (January 2018 to May 2024), the study investigates the relationship between market shocks and supply chain responses, providing insights into how auto components inventory management handles downstream responses to market shocks. The incidence rate of autism spectrum condition (ASC) has increased significantly in recent decades, as awareness of the condition and its impacts increases amongst clinicians, parents, and the general population. Medical literature has proposed that there may be a relationship between ASC and participation in the computing field. This study tests for the prevalence of autism spectrum condition traits measured by delivering the Autism Spectrum Quotient (AQ) to a population of undergraduate computer science students. With technologies changing faster than ever before, engineering faculty must continuously update the technologies they use and teach to students to meet accreditation requirements and keep up with industry standards. Many do not, however. Additionally, existing models of technology adoption do not account for all variability within intention to use a technology, nor its actual use. Since drones cannot fly in any kind of weather, they are not safe for time-sensitive activities. The study examines how the passage of weather systems in Iraq leads to the ban on drone flights, and how these weather conditions impact the aerodynamic forces of the drone. Hourly climate data for the study area were obtained from ECMWF ERA5 and CAMS in NetCDF format for four climate stations (Erbil, Baghdad, Rutbah, and Basrah). This study provides a comprehensive evaluation of data security within the Apple ecosystem, focusing on the company’s privacy policies, user perceptions, and the effectiveness of its App Store review processes. Employing an interdisciplinary methodology, the research examines Apple’s commitment to data protection, emphasizing transparency and user trust. A survey of user experiences revealed varying levels of engagement and understanding of Apple’s privacy practices, with only 32.8% of respondents having read the Privacy Policy and mixed opinions on its clarity. Additionally, concerns persist about third-party app security, with 39.7% of users expressing apprehension and skepticism about Apple’s App Store review process. …

In the contemporary construction industry, the shortage of skilled labor has prompted the exploration of automation as a remedy and machine autonomy as a potential solution to the environmental conditions at the site. This research explores the balance between human oversight and the independent decision-making capabilities of robots for material delivery on construction sites. Using a scenario-based approach, autonomy in construction robotics is evaluated across four human-machine interaction cases with spatial and temporal dimensions.
