This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. An analysis of perfect intelligence, perfect defensive, and perfect offensive systems reveal that a perfect intelligence system provides the greatest potential to meet the United States' counterproliferation …

This study explores an information-theoretic/log-linear approach to multivariate time series analysis. The method is applied to daily rainfall data(4 sites, 9 years), originally quantitative but here treated as dichotomous. The analysis ascertains which lagged variables are most predictive of future rainfall and how season can be optimally defined as an auxiliary predicting parameter. Call the rainfall variables at the four sites A...D, and collectively, Z, the lagged site variables at t-1, E,,,H, at t-2, I...L, etc. and the seasonal parameter, S. A building thermal model was used to compute hourly values of temperature humidity index (THI) for a broiler house with and without an evaporative misting system. Hourly summer time weather data for 238 U.S.A. locations covering 30 years were used to develop extreme occurrences of THI. Results were incorporated into a Geographical Information System (GIS) database to create isolines of THI and percentage of hours exceeding a heat stress threshold. Regional variations in misting as a suitable cooling technique are presented in terms of hours reduction in annual heat stress. The technique may be used for assisting in management decisions …

Obligations And Penalties Under Lemon Laws: Automobiles Versus Tractors, Terence J. Centner, Michael E. Wetzstein

Distinctive new provisions of tractor lemon laws which create obligations and provide penalties for defective self-propelled agricultural equipment are contrasted with provisions of automobile lemon laws. Lemon-law obligations involve both producers' guarantees to provide consumers with a serviceable vehicle and producers' promises to remedy defects. Due to fewer manufacturer obligations under the tractor lemon laws as opposed to automobile lemon laws, tractors may be expected to have more defects than automobiles. Yet the tractor lemon laws contain fewer penalties in the form of restitution remedies. The inconsistences of these obligations and penalties suggest tractor laws may be inefficient.

In developing countries such as Guatemala, firewood is increasingly being used for cooking in most rural areas. Consequently, there is a shortage of firewood in these areas beca use trees do not grow at the same rate as they are consumed. Some authors report that 90% of the heat from firewood is lost during combustion. Several alternatives to open pit fires exist to reduce the amount of firewood used. However, these alternatives need to be evaluated to determine their efficiency. Statistics and neural networks are analytical methods used to learn about observed experience. Both the statistician and neural network researcher develop and analyze data sets, draw relevant conclusions, and validate the conclusions. They also share in the challenge of creating accurate predictions of future events with noisy data.

Both analytical methods are investigated. This is accomplished by examining the veridicality of both with real system data. The real system used in this project is a database of 400 years of historical military combat. The relationships among the variables represented in this database are recognized as being hypercomplex and nonlinear.

This research is based on and departs from the Organizational Learning Process as developed by Keating, Robinson, and Clemson (1994). That process, which is based on a verbal representation of mental models, does not call forth the kind of change that is desired in Organizational Learning. This information is central to the evaluation of hazards related to repetitive motion, excessive stress, and fatigue. The purpose of this study was to investigate the requirements necessary for data and voice communication via satellite, linking Embry-Riddle Aeronautical University (ERAU) and other flight training facilities. The proposed research was conducted following a descriptive method of collecting information, generating and analyzing data, and listing the results for the proposed link requirements. The current fiber-optic communications link at ERAU in Daytona Beach was presented to establish a general foundation of communications. The U.S. Navy/Marine Corps Class A flight/flight-related mishap rate has declined markedly since 1953. However, analysis of all Class A, B, and C naval aviation mishaps between January 1977 and December 1992 reveals that mishaps attributable to human factors have declined at a slower rate than those attributable to mechanical/environmental factors. Upon closer inspection of the data, marked differences were evident between single-piloted and dual-piloted aircraft. Global trends were primarily a function of single-piloted aircraft, particularly when phase of flight and time of day that a mishap occurred are considered. The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. Slightly more than half the engineers reported spending at least 50 of an average workday performing management functions. Over 53 of engineers responding to …

Challenging the "de minimis risk" concept, Dr. Fischhoff argues that risks ought not to be considered apart from a particular technology's benefits. He argues, too, that the acceptability of particular kinds of risks should not be determined without considering the views of all persons who may be exposed. Finally, building upon the "reasonable person" construct, he suggests ways those goals might be achieved.

Total Quality Management (TQM) is a powerful force today in the industrial world, and the formation of teams to solve short-term problems is one of its fundamental techniques.
