This study developed a new defensive model for global voice communications. It uses a n-person, zero-sum, cooperative and non-cooperative game to optimize the coalitions revenue after the possibility of a network service provider being tampered by an adversary. This research optimized two measures of effectiveness (coalition revenue and network provider revenue) of international telecommunications coalitions by hardening network service providers and improving their respective revenue with incentives. A multi-criteria optimization problem was developed to establish the strategic competition between the coalition defender and attacker. Based on previous research findings in the expert/novice area, this thesis suggests that how people approach and solve problems largely depend on their experience level. The literature supports that experts tend to prioritize their actions differently than their novice counterparts as they negotiate their way through various critical flight scenarios. In this study we assume this difference is, in part, related to the fact that experts have a more complete understanding/perception of the overall situation than do novices. Psychologists often refer to this understanding as a more complete mental model.

Human error has been implicated in 70 to 80% of all civil and military aviation accidents. Yet, most accident reporting systems are not designed around any theoretical framework of human error. As a result, most accident databases are not conducive to a traditional human error analysis, making the identification of intervention strategies onerous. What is required is a general human error framework around which new investigative methods can be designed and existing accident databases restructured. Two- and three-dimensional coordinate systems are fundamental to most quantitative mapping applications. The Geodetic, Universal Transverse Mercator (UTM),and State Plane systems have traditional roles in various science, surveying, and government agency engineering applications. The coordinates of three-dimensional Geodetic system are latitude, longitude, and height above ellipsoid (HAE).Because of its ability to cope with the intrinsically three dimensional character of the earth's surface, the Geodetic system is capable of supporting precise relative positioning and very high accuracy computations of distance between any two positions on or near the earth's surface. This paper describes the development of parametric models for estimating operational reliability and maintainability characteristics for reusable launch vehicle concepts, based on vehicle size and technology support level. A reliability and maintainability analysis tool (RMAT) and response surface methods are utilized to build parametric approximation models for rapidly estimating operational reliability and maintainability characteristics such as mission completion reliability. These models that approximate RMAT, can then be utilized for fast analysis of operational requirements, for lifecycle cost estimating and for multidisciplinary design optimization.
