Human Factors Survey Of Aviation Maintenance Technical Manuals, Alex Chaparro, Loren S. Groff

The reported work is part of a 3 phased effort to identify human factors issues in the development of aviation technical manuals, and make recommendations for the improvement of those documents. Phase 1 of this research effort surveyed the procedures used by five manufacturers to develop maintenance documentation. Several human factors issues were identified in the development process employed by these manufacturers. They included the reactive rather than proactive use of user evaluations, the limited use of user input and procedure validation, no systematic attempts to track error, and the lack of standards for measuring document quality. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.

Much land protection in New England and elsewhere, however, has occurred without substantial attention to such land use needs as fostering the best locations for where people will live, businesses will locate, and infrastructure will be built to avoid degrading resources. …

In this work goal programming is used to solve a minimum cost multicommodity network flow problem with multiple goals. A single telecommunication network with multiple commodities (e.g., voice, video, data, etc.) flowing over it is analyzed. This network consists of: linear objective function, linear cost arcs, fixed capacities, specific origin-destination pairs for each commodity. A multicommodity network flow problem with goals can be successfully modeled using linear goal programming techniques. When properly modeled, network flow techniques may be employed to exploit the pure network structure of a multicommodity network flow problem with goals. The Adaptive Architectures for Command and Control (A2C2) program is a multidisciplinary program that employs a scientific basis for designing and analyzing adaptive and reconfigurable organizational structures at the Joint Task Force level. As part of its unique model-driven experimentation method, a pre-experimental model is created to support the formulation of hypotheses, the determination of key variables and parameter values, and the prediction of organizational performance. A 5-year, pooled fund study with the Iowa, Minnesota, and Wisconsin departments of transportation assessed the public's perceptions of pavement improvement strategies and developed thresholds of satisfaction using the departments' physical indices, such as pavement ride and condition on rural, two-lane highways in the states. Approximately 3,600 drivers in the three states were involved in the three phases of the project, which included 18 focus groups, 400 statewide surveys in each state, and 2,300 targeted surveys across the three states. This study assesses the impact of land use changes on annual energy production of the hydro stations of Cameron Highlands Hydroelectric Scheme. Land use affects sediment load and streamflow of Sungai Telom and Sungai Bertam, which influences power generation and energy production of the several hydro stations in Cameron Highlands. Data of rainfall, streamflow, suspended sediment load, land use and energy output for the period 1964 to 1998 were collected, processed and analysed. In response to Governor Patton's challenges to create Programs of Distinction and enhance the state's capacity for economic development, we, at Western, have created a series of applied science centers. These centers are directing faculty talent toward creating a relevant curriculum in the sciences, toward solving environmental and material problems which limit economic development, and toward creating practice-based experiences for students. This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. All California irrigation districts that receive either federal or state water are now required to prepare Water Conservation Plans. For the first time in the history of most districts, they are developing an elementary water balance. The term "elementary" should be emphasized, because there are significant weaknesses in our knowledge of subsurface flows and some components of Evapotranspiration (ET). Irrigation districts generally use published "typical" values of ET for their water balance computations.

This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.
