Urban areas are horne to a large portion of the population of the United States and also a significant portion ofthe nation's forest resource. This urban forest contributes to the richness of the urban lifestyle in many ways, including aesthetic improvements, cleaning and protecting air, land, and water resources, and reducing the urban heat island effect. This thesis studies the degree to which energy reduction attributable to the urban forest can be determined using remotely sensed data. Results showed a slight inverse relationship between urban forest density and energy usage, meaning that as the density of trees increases there is …

The Airline Quality Rating (AQR) was developed and first announced in early 1991 as an objective method of comparing airline quality on combined multiple performance criteria. This current report, the Airline Quality Rating 2003, reflects monthly Airline Quality Rating scores for 2002. AQR scores for the calendar year 2002 are based on 15 elements that focus on airline performance areas important to air travel consumers.

This study investigated whether differences existed between sex, male and female, for the preference of three different syllabi describing three different learning environments. Learning environments consisted of collaborative, and individual, with the individual sub-divided into competitive, and individual while co-varying participants for credit hours. 264 surveys were administered to students in freshman, sophomore, junior, and senior classes in order to collect preference, and demographic data. The surveys were presented as three fictional syllabi differing only in class grading format, and a paragraph on the instructional philosophy of the professor. Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This formulation is decomposed by variable type using Benders Partitioning and solved to optimality using a Benders Partitioning algorithm. Current infrastructure …

Although all aviation accidents are of interest to the Federal Aviation Administration (FAA), perhaps none is more disconcerting than those in which a fully functioning aircraft is inexplicably flown into the ground. Referred to as controlled flight into terrain (CFIT), these accidents continue to be a major safety concern within aviation, in particular general aviation (GA). A previous study as part of the FAA's Safer Skies agenda examined 165 CFIT accidents using root cause analysis and developed 55 interventions to address their causes. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. [Excerpt] "A variety of commodities, from chlorine to corn and petroleum to passengers, are transported on the lower Mississippi River regularly. Corn, wheat and coal are the most commonly carried commodities. From a human health and safety perspective, these are relatively benign products in that a vessel accident and spill of these are not directly hazardous to people, whatever other ecological disturbances may ensue. However, over eighty million tons of petroleum products are transported on the river annually. Over a million tons of liquid natural gas traverse the river through the center of New Orleans. This report contains the results from the final phase of a three-phase research effort. Phase 1 of this research effort surveyed the procedures used by five aircraft manufacturers to develop maintenance documentation. Several potential human factors issues were identified in the processes used by these manufacturers to develop their maintenance manuals. The issues included the reactive rather than proactive use of user evaluations, the limited use of user input and procedure validation, no systematic attempts to track errors, and the lack of standards for measuring document quality. ITRC interviewed irrigation district personnel from 17 agricultural districts throughout California. Data were analyzed to determine the degree of water delivery flexibility provided to farmers and the extent of existing and planned district modernization.
