For a number of years, the United States Federal Government has been formulating the Next Generation Air Transportation System plans for National Airspace System improvement. These improvements attempt to address air transportation holistically, but often address individual improvements in one arena such as ground or in-flight equipment.

In fact, air transportation system designers have had only limited success using traditional Operations Research and parametric modeling approaches in their analyses of innovative operations. The purpose of this research is to explore the conceptual background of agility in knowledge management, re-conceptualize it and extend it to military applications with a special focus on Counterinsurgency (COIN).

An initial qualitative exploration of agility in knowledge management was performed. Three different concepts and their interrelationships were analyzed: (1) knowledge management, (2) agility in operations, and (3) military organizations in the COIN environment. Organizations have placed an overwhelming emphasis on extrinsic motivation of its workforce, normally in the form of financial incentives, in an attempt to assure individual and organizational high performance. While a significant level of financial resources is expended in this attempt to predict and influence employee behavior, no objective evidence exists of a favorable return of investment. In fact, the primary impact of most extrinsic motivation might actually be demotivation – the opposite of the intended use.

This dissertation investigates factors that influence effective use of Knowledge Management (KM) in Counter Improvised Explosive Device (C-IED) operations in the military.

The study suggests that effective KM program is determined by the interaction of three organizational capabilities: knowledge infrastructure, knowledge process, and leadership orientation.

A self-administrated survey was conducted on 300 NATO staff officers who have served in C-IED environments. A structural equation modeling technique was used to test a set of hypotheses using 118 completed responses collected from the survey.

The objective of this study is to understand the nature of primary and secondary traffic incidents, assess their impacts and explore the implications in traffic operations, safety, and planning. To achieve the objective, a queue-based secondary incident identification method was developed and applied based on detailed incident, traffic and geometric data sets from Hampton Roads, Virginia. Purpose. The Useful Field of View (UFOV®) test has been shown to be highly effective in predicting crash risk among older adults. An important question which we examined in this study is whether this association is due to the ability of the UFOV to predict difficulties in attention-demanding driving situations that involve either visual or auditory distracters.

One manner in which supply chains can be improved is via the use of kanbans in a pull production system. This one way repeated measures analysis with five levels of oxygen saturation used the Embry Riddle Aeronautical University Normobaric High Altitude Lab (HAL) to determine the cognitive reduction in spatial orientation and mental math ability experienced by individuals at progressively increasing levels of hypoxia, measured in blood oxygen saturation, when exposed to the FAA legal altitude of 15,000 feet. Research on expert chess players, radiologists and landmine detection personnel suggests a use of cognitive frameworks, alternatively referred to as schemas, templates, scripts, frames and models, to effectively perceive, interpret, understand, recall, and anticipate information. These experts may use cognitive frameworks to capture past experience in ways that support rapid pattern recognition, adaptive responses and proactivity. The proposed research approach assumes that experienced pilots will similarly rely on cognitive frameworks to handle information and make sense of complex, fast-moving situations experienced in their information-dense environments. The purpose of this study was to evaluate human color vision discriminability within individuals that have color normal vision and those that have color deficient vision. Combinations of 15 colors were used from a list of colors recommended for computer displays in Air Traffic Control settings, a population with some mildly color vision deficient individuals. After a match to sample test was designed to assess the limits of human color vision discrimination based on color saturation and hue, standard color diagnostic tests were used to categorize college students as having normal or deficient color vision. The purpose of this study was to evaluate different types of temporal guidance symbol sets in 4]Dimensional displays. Different displays were evaluated using situation awareness (SA) as a dependent measure. Participants were a mixture of non]pilots and pilots with an average flight time of 155 hours. All 24 participants were randomly assigned to their experimental condition. Objective SA data was collected during the experiment. After the experiment, each participant completed a subjective questionnaire. No significance was found between the pilots and non-pilots. No significance was found between types of displays. And, no interaction was found between groups.

The UConn vPC is a collaborative IT project among the UConn School of Business, the School of Engineering, and the University Libraries. The project delivered virtual desktops to UConn students beginning the fall semester of 2011. Students now have access to UConn-licensed applications from their PCs, Macs, and mobile devices from anywhere in the world where they have Internet access. This session discusses both the technology behind the service and the collaboration between the academic units that built a scalable, centralized service. MT Hard Water of Montana Tech of the University of Montana submits Task 3: Treatment Technology Validation for Water Softening Technology as an entry into the 2012 WERC Environmental Design Contest.

Currently, there are several commercially available technologies that treat water hardness. The objective of this project is to develop a strategy to evaluate and validate different water hardness treatment technologies. MT Hard Water (MTHW) has studied several technologies including: electromagnetic water treatment, ion exchange, and reverse osmosis. For validation purposes, an electromagnetic water treatment system (ScaleRID) was selected according to the WERC task description.

The digital forensic process as traditionally laid out begins with the collection, duplication, and authentication of every piece of digital media prior to examination. These first three phases of the digital forensic process are by far the most costly. However, complete forensic duplication is standard practice among digital forensic laboratories.

This report describes the preliminary work to develop the Oregon Traffic Safety Data Archive (OrTSDA). The mission of OrTSDA is to "build the knowledge base of traffic safety data in Oregon". The archive hopes to become a valuable traffic safety data resource with researchers, practitioners, and community supporters. As envisioned, the archive will provide current and historical versions of related data, encompass complete documentation, and contain an online interface to the variety of traffic safety related data.
