This survey provides data on 2147 U.S. and 82 Canadian stormwater utilities. The data is intended to provide useful data to communities that wish to enact stormwater utilities. Different fee systems are examined with the goal of avoiding legal exposure. Recently, the major source of pre-disaster mitigation funds was eliminated. States should consider state-wide stormwater utilities to make up for this loss.

This dissertation addresses large-scale optimization problems in transportation emerging from hierarchical decision-making, equitable workload allocation, and innovative routing logistics. It presents three sets of contributions, each detailed in a separate chapter, and offers computational tools and insights to advance both the theory and practice of transportation systems.
The first work introduces a deep learning-enhanced genetic algorithm framework for solving the Hierarchical Vehicle Routing Problems (HVRPs). Traditional optimization approaches to such problems require extensive evaluation of multiple lower-level routing solutions and are computationally intensive. The Tiwanaku civilization (AD 500-1100) of the Andean highlands exhibited occupational specialization in communities, with archeological evidence suggesting the existence of labor- and residential-communities, or “taskscapes”, based on an individual’s livelihood. Prior bioarcheological studies have examined Tiwanaku skeletal remains for musculoskeletal stress markers, osteoarthritis, and cross-sectional geometry to infer activity patterns. Their descendants, the Aymara Indigenous people, currently live in the same highlands and until recently lived a lifestyle like their ancestors. Graduate students in STEM fields are often expected to communicate – both in writing and orally – at a professional level by the time they submit their theses and dissertations. Unfortunately, many graduate students lack opportunities to learn how to do that in a STEM setting. An informal review of US programs revealed that many offer writing courses modeled on traditional composition courses, which are not necessarily directed to the needs of STEM students. We propose that precisely timed neural activity cycles can serve as structural primitives for memory and computation in a system that exhibits associative learning like the brain. Inspired by biologically grounded mechanisms such as calcium-dependent plasticity, spike-timing-dependent learning, and phase-sensitive excitability, we construct a spiking neural network model in which repeated temporal coincidences drive the formation of self-sustaining activity loops. These cycles, once formed, persist as dynamic memory traces: not stored as static weights, but as reverberating patterns that replay in time when these loops are restarted. We show that noise alone fails to induce stable structure, but even sparse, …

The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This study integrates ChatGPT and complex network (CN) techniques into an accident analysis framework designed to reduce manual effort in accident causation analysis. The proposed framework supports construction stakeholders in extracting causal factors (CFs) from accident reports and identifying both critical CFs and key causal paths. A multistep research design was adopted to develop and validate this novel framework for analyzing crane-related construction accident reports using ChatGPT and CN techniques. First, ChatGPT was prompted to extract CFs from a database of crane-related accident reports. As artificial intelligence (AI) reshapes educational practices, particularly in technical fields such as uncrewed systems, robotics, and aviation/ aerospace, its integration raises promise and complexity. This exploratory study features an investigation of the impact AI tools adoption has on instruction, curriculum support, and workforce preparation, with a focus on online learning environments. This research paper explores the hidden drivers of financial success among Eritrean migrants navigating uncertainty, displacement, and limited institutional access. Drawing on original survey data collected from diaspora communities across East African host countries, I apply a mixed-methods framework combining ordinal and binary logistic regression, random forest classification, bootstrapping, and Bayesian causal mediation; to identify the structural and cultural variables most predictive of financial stability. The findings reveal that participation in Ekub, a traditional rotating savings association, and engagement in communal support systems are the strongest predictors of financial success, outperforming conventional factors such as age, education, or employment status. …

Accurate trajectory prediction is a key component for ensuring safe and efficient navigation of autonomous vehicles in complex traffic scenarios. While traditional methods rely heavily on high-definition (HD) maps, these approaches face significant challenges, including high costs, limited availability, and susceptibility to rapid obsolescence. Globally, offshore wind (OSW) has been identified as a key technology for decarbonization. While OSW’s development timeline remains uncertain in the United States, New Jersey has set the ambitious goal of 11 GW by 2040. OSW produces zero carbon emissions; however, it relies heavily on resource-intensive materials like steel, rare earth elements, and copper, and manufacturing those materials have numerous environmental impacts, including carbon emissions. Supply chain disruptions—from COVID-19, rising material costs, and geopolitical challenges—add further complexity. This thesis tackles the challenges of designing effective, scalable digital mental health care solutions by integrating psychological research with human-computer interaction (HCI) principles. An exploration of self-care technologies (SCTs) for mental health is conducted to highlight challenges to comparative analysis, like fragmented research outcomes. Two research questions are posed to investigate how mental health interventions can be designed to be effective and overcome practical challenges to implementation. Black female college students have experienced a marginalized history in STEM higher education. Although students associated with this identity are enrolling and earning college degrees at historic rates, there is a gap in the resources available, especially at predominantly white institutions (PWIs), for these students once they reach collegiate level. This study uses fixed and variable video game types to measure pretest sensitization as a proxy for repeated and varied threat test scenarios in system performance testing of air and missile defense systems. The pretest sensitization phenomenon exists when repeated exposure to a test condition influences the participant's response. Research shows air and missile defense development correlates with video games, resulting in similar interfaces and computer operating environments. Department of Defense acquisition test and evaluation results must reflect system performance without prior knowledge of the threat scenarios confounding the results.
