The conventional linear relationship between production and consumption is no longer sustainable. A key component of the transition towards a more sustainable society is the continuation in use of products for longer and the development of a repair and reuse culture. Reuse social enterprises contribute to addressing a range of environmental, economic and social issues facing urban areas. This paper is concerned with, firstly, the motivations for citizens to establish reuse social enterprises in Ireland. Secondly, the paper examines the factors that contribute to reuse social enterprises in Ireland becoming sustainable.

As a result of advances in weather forecasting and technology, today’s General Aviation (GA) pilots have access to a wealth of aviation weather information. During pre-flight planning, GA pilots may access weather radar images, satellite pictures, winds, and forecast maps. During flight, pilots can access in-cockpit weather displays, as well as, handheld portable weather devices. Despite the increasing advancement and accessibility of weather displays, there is limited research addressing the interpretability of both in-cockpit and preflight weather displays. This paper proposes a framework to study the adoption of collaborative robots (co-robots or cobots) as an innovation and their diffusion into the larger population. Collaborative robots are only starting to appear in our society, yet challenges such as fear and distrust may impede their further adoption. This paper discusses the foundational work necessary to understand collaborative robot adoption and the core elements to achieve ubiquitous diffusion, with a focus on human users and the communication processes.

There is a growing need to understand and identify overarching organizational requirements for cybersecurity defense in large organizations. Applying proper cybersecurity defense will ensure that the right capabilities are fielded at the right locations to safeguard critical assets while minimizing duplication of effort and taking advantage of efficiencies. Exercising cybersecurity defense without an understanding of comprehensive foundational requirements instills an ad hoc and in many cases conservative approach to network security. Organizations must be synchronized across federal and civil agencies to achieve adequate cybersecurity defense. An increasing number of Earth-observing satellite sensors are being launched to meet the insatiable demand for timely and accurate data to help the understanding of the Earth’s complex systems and to monitor significant changes to them. Speed limit increases, particularly on interstates have been studied and researched many times over the course of the last 50 years in the United States. These research efforts began after the implementation of the National Maximum Speed Law (NMSL), which reduced all speed limits to a maximum of 55-mph. In the years that followed, this restriction was relaxed to 65-mph with the Surface Transportation and Uniform Relocation Assistance Act (STURAA) and ultimately repealed later by the National Highway System Designation Act (NHSDA). Since the repeal, states reacted in myriad of ways and many studies documented the changes of those reactions. …

In this study an initial validation of the Landsat 8 (L8) Operational Land Imager (OLI) Surface Reflectance (SR) product was performed. The OLI SR product is derived from the L8 Top-of-Atmosphere product via the Landsat Surface Reflectance Code (LaSRC) software and generated by the U.S. Geological Survey (USGS) Earth Resources Observation and Science (EROS) Center. The goal of this study is to develop and evaluate proper validation methodology for the OLI L2 SR product. Pseudo-Invariant Calibration Sites (PICS) are one of the most popular methods for in-flight vicarious radiometric calibration of Earth remote sensing satellites. The fundamental question of PICS temporal stability has not been adequately addressed. However, the main purpose of this work is to evaluate the temporal stability of a few PICS using a new approach. This work extends an empirical absolute calibration model initially developed for the Libya 4 Pseudo-Invariant Calibration Site (PICS) to five additional Saharan Desert PICS (Egypt 1, Libya 1, Niger 1, Niger 2, and Sudan 1), and demonstrates the efficacy of the resulting models at predicting sensor top-of-atmosphere (TOA) reflectance. It attempts to generate absolute calibration models for these PICS that have an accuracy and precision comparable to or better than the current Libya 4 model, with the intent of providing additional opportunities for sensor calibration. Pseudo Invariant Calibration Sites (PICS) have been increasingly used as an independent data source for on-orbit radiometric calibration and stability monitoring of optical satellite sensors. Generally, this would be a small region of land that is extremely stable in time and space, predominantly found in North Africa. Emotion forecasting is the task of predicting the future emotion of a speaker, i.e., the emotion label of the future speaking turn–based on the speaker’s past and current audio-visual cues. Emotion forecasting systems require new problem formulations that differ from traditional emotion recognition systems. In this thesis, we first explore two types of forecasting windows(i.e., analysis windows for which the speaker’s emotion is being forecasted): utterance forecasting and time forecasting. Under the Department of Energy’s STTR funding, BEM Controls LLC performed research from July 2, 2018 to April 1, 2019. The purpose of this research was to design, develop and demonstrate the technical feasibility of the blockchain enabled energy trading platform for managing complex exchange of kilowatt hours and negawatts. The energy trading platform was developed in the open-source HyperLedger Fabric blockchain framework and the performance of the blockchain network was evaluated. Pawnee Dam is one of the ten Salt Creek Dams designed and built in the 1960s to mitigate flooding in Lincoln, Nebraska. This short paper illustrates the update of the Pawnee Dam inflow design flood (IDF) through calibration to recent high flow events and the development of its stage-frequency or hydrologic loading curve with the U.S. Army Corps of Engineers’ Risk Management Center Reservoir Frequency Analysis (RMC-RFA) model. However, spacecraft costs are typically not taken into consideration until after the preliminary vehicle and mission concepts have been designed. "Multiple recurrent reinforcement learners were implemented to make trading decisions based on real and freely available macro-economic data. The learning algorithm and different reinforcement functions (the Differential Sharpe Ratio, Differential Downside Deviation Ratio and Returns) were revised and the performances were compared while transaction costs were taken into account. (This is important for practical implementations even though many publications ignore this consideration.) It was assumed that the traders make long-short decisions in the S&P500 with complementary 3-month treasury bill investments. Leveraged positions in the S&P500 were disallowed. This study used in-depth interviews of permanent residents on Grand Isle, Louisiana, a remote barrier island, to better understand their perceptions of structural flood measures, non-structural responses to flooding and hurricanes, and perceptions of vulnerability to flooding, hurricanes, and climate change on a remote barrier island-Grand Isle, Louisiana. Residents' perceptions regarding the various structural measures implemented by the federal, state, and local government appeared mixed. Non-structural responses to flooding risks implemented at the household, community, state, and federal level continue to strengthen resiliency on Grand Isle. This research investigated the influence of the opening of the Bonnet Carre Spillway and other fresh water inputs on the Mississippi Sound. The Bonnet Carre Spillway was completed in 1931 and was constructed to protect New Orleans whenever the Mississippi River is at flood stage. The spillway drains into Lake Pontchartrain a brackish-water lagoon north of New Orleans which then drains into Lake Borgne and subsequently into the Mississippi Sound. The inflow of water from the spillway changes the water chemistry of all receiving water bodies and impacts the waters of the Mississippi Gulf Coast. We collected in-situ temperature specific …

We present a network agent-based model of ethnocentrism and intergroup cooperation in which agents from two groups (majority and minority) change their communality (feeling of group solidarity), cooperation strategy and social ties, depending on a barrier of “likeness” (affinity). Our purpose was to study the model’s capability for describing how the mechanisms of preexisting markers (or “tags”) that can work as cues for inducing in-group bias, imitation, and reaction to non-cooperating agents, lead to ethnocentrism or intergroup cooperation and influence the formation of the network of mixed ties between agents of different groups.
