PREFACE The present Report No. 356 deals with the inelastic reserve strength of cold-formed beams with stiffened compression flanges. The usual elastic design criterion regards the initiation of yielding in the outer fibers as defining failure. This criterion is used in Part I of the A.I.S.C. Specification and in the A.I.S.I. Specification for the design of steel structures. On the other hand, for so-called compact sections, as defined in the A.I.S.C. INTRODUCTION This report interprets the results of three sets of test data (Ref. 1 through 3) on welded light-gage cold-formed steel specimens. The tests were conducted at Cornell for the American Iron and Steel Institute on 252 symmetric puddle and fillet welded connections tested under monotonically increasing static load. The tested connections consisted of 130 shop welded specimens and 122 field welded specimens. All test connections had the same basic configuration being made up of center plates, referred to as parent plates or connected plates in the references, butted together with one or, in the case of the double sheet …

Pedestrian accident data in Kentucky were analyzed for 1972 and 1973 on a rural, urban, and statewide basis. Results showed that about 1500 pedestrian accidents occur in Kentucky each year. About 30 percent of the pedestrian accidents in rural areas and four percent in urban areas are fatal. Although about 78 percent of Kentucky's pedestrian accidents occur in urban areas, over 62 percent of the pedestrian fatalities occur in rural areas. Specific characteristics of pedestrian accidents were identified and related to human, environmental, and time factors. The purpose of this study was to develop an effective method for identifying hazardous locations in Kentucky cities (over 2,500 population). Methods used in 45 other states were reviewed. Accident information for 69 of the 97 cities over 2,500 population was used to develop criteria for an identification method.

A Number Method was selected for initial identification of midblocks and intersections on arterial-collector streets and on urban freeways. Rate-Quality Control Methods were included in the form of a critical rate factor computed for each location. A brief state-of-the-art review of the effects of water on slope stability and the techniques for analysis is presented. The effective stress principle and basic considerations of slope stability, including design factors of safety, are discussed briefly. The derivations and effects of seepage forces and rapid drawdown on effective stress are also presented. Various conditions of external loading produce changes in effective stress. These changes are discussed and limiting conditions which should be analyzed are mentioned.

This research analyzes the Passenger Vehicle Interface of the street transit systems and presents applications for design optimization. The Passenger Vehicle Interface (PVI) is defined as the interaction between the passenger and vehicle elements of the street transit system.

Human observer and photographic studies were conducted in 17 cities in the United States and Canada to measure the time for queues of passengers to board various transit vehicles. The data were analyzed by considering seven factors that affect the Passenger Vehicle Interface: Human Factor, Modal Factor, Operating Practices, Operating Policies, Mobility, Climate and Weather, and Other System Elements. Transverse pavement markings were placed ahead of a sharp curve having a high-accident history. Speed and accident studies were conducted before and after. The markings were placed so that drivers otherwise failing to reduce speeds while approaching the curve would see transverse lines on the pavement at an increasing rate. The spacing of lines was intended to create an illusion of acceleration which would cause the driver to slow. The results indicated that pavement markings can be an effective speed-control measure and reduce accidents. Systematic sampling of waterways and irrigation runoff from agricultural lands in the North Platte Project of Nebraska in July and August of 1972–1974 demonstrated that phytopathogenic organisms were disseminated. The organisms monitored included the bean common blight bacterium Xanthomonas phaseoli, the bean white mold fungus Whetzelinia sclerotiorum and various nematodes. Although many types of nematodes often were recovered from irrigation water, Heterodera sp. cysts which cause significant disease problems in the valley were found infrequently. Patterns of movement of the bacterial and fungal organisms were correlated with previous or current season infection of bean plants. The short-term survival of X. …

This report describes the instrumentation and measurements of settlements and pressures on two box culverts in Clark County, Kentucky, designed without the imperfect trench -- one for yielding and one for unyielding foundation conditions. The structures were primarily instrumented for comparison with three structures previously constructed in McCreary County, which were designed using the imperfect trench method. Pressures on the two structures in Clark County generally exceed the product of the unit weight of the overlying material and its height. The pressures on the culverts in McCreary County appear to be lower than expected -- indicating that the imperfect trench …

The Arab oil embargo in mid-October 1973 curtailed availability of gasoline. Fuel conservation measures resulted in reduced travel and decreased traffic speeds. On March 1, 1974, posted speed was set at 55 mph (88 km/h) on rural highways in Kentucky. Traffic volumes, speeds, and accidents for the rural highway during the period known as the "energy crisis" and its after effects were compared to the corresponding period a year earlier.

Traffic volumes began to decline in December 1973 and continued through September 1974. Total travel in the 12 months through November 1974 decreased by 2.3 percent; traffic increased by five …

A detailed study of signs with flashers in school zones was conducted to determine their effectiveness in reducing the speeds of vehicles during times of pedestrian activity. Field investigations were conducted at all of the 120 flasher locations in Highway Districts 6, 7, and 9. About 14 percent of the flashers were inoperative. Such problems as non-uniform signing, hidden flashers, deteriorating signs and pavement markings, and poor sight distances were also found.

Speed studies were conducted at 48 locations. Average speed reductions were only 3.6 mph (1.6 m/s) during flashing periods. Signs and flashers at high-speed (55-mph (25-m/s)) locations increased …

Most of the artificial destratification efforts are being conducted by public water supply utilities in efforts to improve reservoir water quality for culinary purposes. At present, artificial destratification is being conducted without a complete understanding of the process or its effects on the reservoir. Whether or not artificial destratification can control algal growth and other microbial processes is a controversial question. The South Fork of the Ogden River, one of several heavily used mountain watersheds along Utah's Wasatch Front, was studied between February 1 and November 1, 1974, to determine the effects of recreation on water quality.

Although the greatest impacts on water quality occurred during spring runoff, it was found that recreational use had a definite effect on water quality. Bacteriological parameters were found to be the most sensitive indicators of contamination.

Differences between heavy weekend and light weekday recreational use were reflected by differences in bacteriological counts. Also, it appears that changes in bacterial water quality were more closely …

A literature search dating back to the beginning of this century turned up no previous work similar to ours. We discuss several methods and experiments involving the scrubbing of air streams.

The objective of this work was the determination of surfactant affects on the solubility of certain organic compounds of varying solubility in water. A means of simulating a packed tower was devised to allow for bench scale evaluation and thus enabled a greater number of organic compounds to be examined with a greater variety of surfactants.

The objective of this study was to identify those principal features of bridges which may be related to accident frequency and severity and to provide some further insights toward highway safety. Accident data from interstate and parkway (toll) routes and from primary and secondary systems were compiled and summarized. The major findings were:

  1. Bridge-related accidents, particularly involving severe accidents, were significant percentages of the total accident experience on interstates and parkways.
  2. There were fewer bridges per mile on the primary and secondary highway system and a lower percentage of bridge related accidents than on interstates and parkways.

A computerized mathematical model has been developed to simulate the system hydrology and water-salinity (as indicated by seven major ions constituting the salt) of a river basin, in which irrigation is the major beneficial water user. The overall system simulation model consists of three submodels: (1) a general hydrologic submodel programmed on a hybrid computer; (2) a chemical submodel to predict the quality of percolated water through the soil profile; and (3) a biological transformation submodel in respect of microbial nitrogen transformations, which is utilized by the chemical submodel. The purpose of this paper is to investigate the effectiveness of four Utah Great Basin soil types in removing particular chemical constituents and select enteric organisms from a sewage lagoon effluent. Sewage taken from the secondary oxidation pond in Logan, Utah was applied daily to lysimeters which allowed samples to be recovered at 7.6 and 38.1 centimeter soil depths. The texture of the soils was the most important physical property affecting their removal capacity. During 1974 and 1975 a diffuse source salinity study was conducted in east-central Utah. The specific objectives of this study were (a) to determine the role of overland flow on salt movement for selected land types, (b) to determine the relative magnitude of surface erosion associated with overland flow and its role in the salt release process, and (c) develop a non-point source loading function to predict salt production from diffuse sources.
