United states Environmental Protection Agency (EPA) promulgated regulations in November 16, 1991 pursuant to the Clean Water Act in the issuance of National Pollution Discharge Elimination System (NPDES) permit application regulations for storm water discharge. These regulations concern certain municipal and industrial activities. Air transportation facilities are included in the industrial activity category. The EPA storm water regulations specifically target airport deicing operations as an industrial activity. These regulations may increase Airport Improvement Program (AlP) trust fund expenditures for storm water control improvements. The collapse of the Schoharie Creek Bridge on April 5, 1987 was a catastrophic instantaneous failure caused by scour of the bridge foundation. This particular collapse received wide media attention due to a home video of part of the collapse, the location on the New York State Thruway and the tragic loss of life. This particular collapse was not the first major interstate highway bridge failure attributed to scour of foundations. Tens of millions of dollars have been spent over the years on Federal-aid highway system bridges damaged by floods. Nearly 500,000 of the 577,000 existing bridges within the National Bridge Inventory are over waterways. The screening of these bridges over waterways for scour susceptibility will be completed, for the most part, by October 1992. The Federal Highway Administration has established January 1997 as the completion date for the scour evaluations of all existing bridges identified as scour susceptible. Federal, state, and local agencies have set up emergency assistance programs to help pay these unusually heavy expenses. Improved understanding of scour and sedimentation processes near and at highway bridges is dependant on collecting reliable field data. Field data collection programs, however, have been hindered by inadequacies in instrumentation and measurement technologies. Through a coordinated program of research, the Federal Highway Administration (FHWA), State Highway Agencies (SHAs), National Cooperative Highway Research Program (NCHRP), and other agencies are working on scour instrumentation. A risk method sets priorities for bridge foundation information gathering. Scour failure risk is the product of failure cost and the probability of failure. The method is based on data (much of which is subjective) in the National Bridge Inventory, NBI. Risk determines the ranking of bridges for foundation data gathering in support of scour evaluation; high risks could vanish if substantial foundations are discovered.

This widely publicized study by Marquette University was the first of its kind in North America to document, with statistical validity, the direct benefits of deicing operations. It was patterned after a German study of the Technical University at Darmstadt during the late 1980s.

The Marquette study was conducted during the winter of 1990-1991 in four states: New York, Illinois, Minnesota and Wisconsin. It covered a network of 520 miles of randomly selected twolane undivided highways and 50 miles of multi-lane divided freeways in the four states. The sections included were primarily rural or sub-urban.

The demolition of buildings and highway pavements in the State of Indiana generates a considerable amount of waste materials. The disposal of these materials causes strain on the existing landfills which are rapidly approaching their full capacity. This study is a synthesis of the information on the use of concrete recycled from pavements and building rubble for use in the Indiana highway system. Test results have shown that recycled pavement concrete made chiefly from broken-up and crushed old concrete aggregate is as good as concrete made from virgin aggregate, and sometimes better. This study evaluated prefabricated highway edge drains to improve the existing practice and to set guidelines for their proper selection. Two primary evaluations received attention: the first was the effect of installation and in service loading on the hydraulic and strength capacities of a prefabricated highway edge drain; and the second was the performance of the geotextile filter.

A limited field evaluation of prefabricated highway drains indicated structural failure of the core and an inefficient geotextile. Based on, the field study, laboratory testing and theoretical modeling, guidelines were given for the strength and hydraulic requirements of the drain. A retention …

This report is a two-volume final report presenting the findings of the research work that was undertaken to evaluate the fatigue behavior of sign structures and, based on that evaluation, to recommend an inspection plan that can be effectively used to detect and minimize possible deterioration due to wind induced loadings of sign structures. The interior least tern (Sterna antillarum) and the piping plover (Charadrius melodus) are federally endangered and threatened species, respectively, which nest on sandbars in the Missouri River. This nesting habitat has been decreasing in past years, at least in part due to vegetative encroachment. Vegetation is no longer regularly scoured from sandbars by heavy spring flows and/or ice, primarily because flows are regulated by the main stem dams. Rigorous models for maximizing sustainable groundwater withdrawals may require more computer memory for their constraint set than is available. In some situations, alternative constraint formulations yield similar or identical answers resulting in great saving in computer memory requirements. In order to evaluate the efficiency of using alternative constraints1 maximum ground-water withdrawal pumping strategies were computed by three digital models for a hypothetical area for a five-decade period. Model A maximized steady ground-water withdrawal. Model B maximized unsteady ground-water mining. The embedding optimization modelling approach is adapted to aid long-term groundwater quality and quantity management of complex nonlinear multilayer aquifers. Implicit block-centered finite-difference approximations of the quasi-three-dimensional unsteady flow equation, and Galerkin finite-element approximations of the twodimensional advection-dispersion transport equation are embedded as constraints in the model. Other hydrological processes are also included as constraints. Cyclical linear differencing permits representation of nonlinear transport, even when contaminant is extracted by unsteady pumping (a decision variable). Also used are nonlinear (discontinuous derivative) constraints describing drainage, stream-aquifer interflow and evapotranspiration.
