The application of STELLA, a commercially available, graphically based simulation language for the Macintosh computer, to solid waste facility planning is described. This paper discusses a STELLA model which was developed for the Commonwealth of Puerto Rico Solid Waste Management Authority (SWMA). The model simulates the existing solid waste management system in Puerto Rico and also the proposed system of regional landfills, transfer stations, and waste-to-energy plants. The model incorporates population projections for all 78 municipalities in Puerto Rico from 1990 to 2010, solid waste generation factors for all municipalities, data on remaining life for the existing landfills, and projected …

Management of solid wastes in a cost effective and environmentally sensitive manner has become one of the most challenging infrastructure issues facing municipalities today. The problem is exacerbated by a shortage of qualified engineers. In this paper, both undergraduate and graduate courses in solid waste management that have been taught by the authors at their respective universities for over 20 years are described and available textbooks and reference materials are discussed.

Water supply forecasting in the western United States is the prediction of the volume of water passing a given point on a stream during the primary snowmelt runoff season. Most water supply forecasts are produced from multiple linear regression models using snowpack, precipitation, and streamflow measurements as independent variables. In recent years, conceptual watershed simulation models, typically using a time step of one day, have also been used to produce these forecasts.

INTRODUCTION The purpose of this phase of the research project has been to investigate the behavior of a single web with web openings when subjected to either a constant shear force or a combined shear force and bending. The literature indicates that the main parameter that appears to effect the shear capacity is the ratio of web opening depth to web depth, a/h. The relative reduction in potential groundwater contamination due to pesticides at several sites in Utah was determined by comparing alternative irrigation system designs, water management practices, and pesticides. Alternative sprinkler irrigation distribution coefficients were used to estimate irrigation application depths. The movement of pesticides through soils following sprinkler irrigations was simulated with a one-dimensional model. Pesticide contamination of groundwater can be reduced by careful selection of pesticides, using properly designed irrigation systems, and improved water management techniques. Procedures for selecting an appropriate sprinkler system design and pesticide are presented. KEYWORDS. This paper contains the results of a computer analysis performed on a two-dimensional model structure, in which the structure response was found under dynamic loading conditions. A structural dynamics program (BASIC) was modified to perform its analysis on a two-dimensional structure with a control system modelled into it. The modified program was then used to determine whether a change in the stiffness of the structure would cause the control algorithm to be ineffective for the structure. Among the available all-quadrilateral mesh generation algorithms progressive-front offers the best quality and robustness. The paving algorithm is a progressive-front technique that generates a two dimensional mesh of all quadrilaterals on planar surfaces. The technique is particularly suited to meshing irregular boundaries with interior holes. This thesis presents an extension of the paving algorithm to generalized three dimensional surfaces. The major problems in three-dimensional surface mesh generation are projection of nodes, calculation of interior angles, and connection of mesh fronts. The solutions to these problems are presented. The overall approach is to employ the finite-element method along with specified material models to account for material nonlinearity. This study includes two different applications: truss structures and slabs-on-grade.

Procedures for materially nonlinear analysis of truss structures, which apply for both determinate and indeterminate cases are proposed. The proposed procedures are simple and can handle a variety of different stress-strain functions, and the applied load does not have to be incremental. Proposed procedures results are verified with the output of NASTRAN.

A comprehensive study of the inelastic stability of steel beam-columns and frames subjected to nonproportional loads is conducted. A set of materially nonlinear differential equations of equilibrium for planar and biaxially loaded beam-columns are first formulated including sidesway. The analysis includes the effect of flexible connections, and initial imperfections in the form of member crookedness and residual stresses. Also, hollow rectangular sections are adopted for the study. First, an iterative numerical solution procedure is formulated for sway beam-columns utilizing central finite-differences with second-order truncation errors. This report documents a preliminary investigation of Kentucky Rock Asphalt (Kyrock) - as a road surfacing material. The indigenous bituminous impregnated sandstone was widely used as a premium quality skid resistant surfacing material during the first half of this century. Redevelopment efforts gained momentum during the 1960's, but for the last twenty years interest has waned.

Laboratory tests were conducted on the Kyrock to determine its applicability in bituminous surface mixes by blending Kyrock with virgin materials in a similar manner as adding recycled asphalt pavement. The findings indicated it was feasible to blend Kyrock and a continuation proposal was …

The objectives of this study were to identify and list waste materials which should be recycled to reduce solid waste disposal; report current and past efforts of the Kentucky Department of Highways to utilize recycled and waste materials; determine through a thorough literature search and review, the efforts of other local, state, national and international transportation agencies to utilize recycled materials; and, present preliminary recommendations listing areas where additional recycling efforts appear promising, feasible and needed.

With intensification urban development and dwindling public resources, assessing the impacts of a new development (traffic impact analysis) is becoming an important planning tool for transportation engineers, so that the traffic impacts of new developments can be foreseen and effective mitigating measures can be planned using optimal allocation of the available funds. The study establishes a detailed and standardized methodology for traffic impact analysis. The corps of Engineers has received funding for the rehabilitation of the section 32 erosion control projects along the Missouri National Recreational River (MNRR). The project rehabilitation work is as outlined on the attached construction schedule.

Since the Fish & WIldlife's biological opinion on the section 32 program dated March 10, 1980, additional species that may occur in the program area have been listed, including the interior least tern, piping plover, the American burying beetle, and the pallid sturgeon.

We present a network water quality model that idealizes the distribution system as a network of ideal flow reactors, namely plug flow reactors. The plug flow reactors are linked together through an assumption of complete mixing at the network nodes. The resulting system of coupled 2-D (space - time) partial differential equations are discretized spatially using a finite difference scheme, and solved by numerical integration. The model will be evaluated with regard to its prediction capabilities, relative to previous modeling efforts.

This research addresses emissions of hexavalent chromium mist from hard chromium electroplating operations. Most of these emissions are typically captured by a ventilation stack and directed to a pollution control device; those which escape capture are called fugitive emissions. Releases of toxic materials such as hexavalent chromium must be reported annually to the Environmental Protection Agency (EPA) under provisions of the Superfund Amendments and Reauthorization Act (SARA) Title III of 1986 via the Toxic Release Inventory (TRI), Form R. In this study a procedure has been developed to evaluate the structural condition of pavements using Road Rater deflection measurements. These procedures compare actual field deflections with deflections calculated by the Chevron N-Layer linear elastic computer program. The results obtained from these procedures are the layer moduli of the pavement materials. Procedures have been developed for asphaltic concrete pavements and composite pavements, including broken and non-broken concrete layers. The workbook defines the problem by reviewing the national picture of growing numbers of suits and escalating financial losses from suits against highway agencies.

The workbook also sets out solutions, and reviews actions which can decrease the exposure of highway agencies to these suits. This risk management concept is emphasized throughout the workbook.
