Current existing international law and treaties on outer space do not address or regulate private actors’ property claims or human settlements in outer space. American companies such as SpaceX and Blue Origin, as well as countries like the United States, Russia, and China, are seeking to create colonies on the Moon and Mars. However, there is no international legal authority to allow or regulate this. In order to legitimize and control this impending outgrowth of human settlements, this paper proposes that the U.N. Trusteeship Council be repurposed to govern non-state actors’ claims of outer space property.

In the field of aviation, safety is a critical cornerstone, and the operation of Unmanned Aerial Vehicle (UAV) systems is deeply connected with this principle. A thorough analysis and rigorous simulation and testing of aircraft systems are essential to avoid severe safety hazards. This paper delves into the safety issue in UAV operations, specifically regarding maintaining minimum safety distances under fluctuating wind conditions. The study introduces a novel solution based on a Deep Deterministic Policy Gradient (DDPG) model, a reinforcement learning method. Numerous investigations have shown that non-equilibrium discharges at atmospheric pressure, also known as "cold atmospheric plasma" (CAP) are efficient to remove biological contaminants from surfaces of a variety of materials. Recently, CAP has quickly advanced as a technique for microbial cleaning, wound healing, and cancer therapy due to the chemical and biologically active radicals it produces, known collectively as reactive oxygen and nitrogen species (RONS). The development of high order numerical schemes has been instrumental in advancing computational fluid dynamics (CFD), particularly for applications requiring high resolution of discontinuities and complex flow phenomena prevalent in high-speed flows. This thesis introduces the Pade-ENO scheme, a high-order method that integrates Essentially Non-Oscillatory (ENO) techniques with compact Pade stencils to achieve superior accuracy, up to 7th order, while maintaining stability in harsh environments. The scheme’s performance is evaluated through benchmark tests, including the advection equation, Burgers’ equation, and the Euler equations. This paper presents a concept of producing aluminum in-situ on the lunar surface, namely, the Lunar In-Situ Aluminum Production through Molten Salt Electrolysis (LISAP-MSE) method developed at Missouri University of Science and Technology. This paper aims to demonstrate the use of electro-deoxidation to reduce aluminum oxide (i.e., alumina) into aluminum and oxygen gas via electrolysis in a molten salt bath for the production of aluminum on the Moon. It is shown that with a steady supply of hydrogen chloride, this in-situ resource utilization (ISRU) method could supply several necessary materials consumed in the electro-deoxidation process except hydrogen chloride to produce …

The development of in situ resource utilization (ISRU) for metal extraction is imperative as a steppingstone for habitation construction in lunar and non-terrestrial environments. Separation of minerals by chemical composition is important to optimize metal and oxygen liberation from lunar ore. To this effect, devices capable of separating aluminum bearing minerals from iron-bearing minerals from the lunar regolith simulants have been developed. Twenty-eight different simulants have been used in this study. A dual-belt separator was designed to reduce middling. Carbon–carbon composites are carbon fibers reinforced with carbon matrix and are classified as advanced materials well suited for high-temperature structural applications. Carbon–carbon composites are characterized by maintaining excellent mechanical properties and structural stability at high temperatures and have been used in aerospace application as nozzles, heatshields, and leading edge. This paper explores a novel approach to model strategies for flattening wrinkled cloth learning from humans. A human participant study was conducted where the participants were presented with various wrinkle types and tasked with flattening the cloth using the fewest actions possible. A camera and Aruco marker were used to capture images of the cloth and finger movements, respectively. The human strategies for flattening the cloth were modeled using a supervised regression neural network, where the cloth images served as input and the human actions as output. The development of non-intrusive, laser-based diagnostic techniques has significantly enhanced supersonic experimental aerodynamics, enabling the measurement of many parameters in complex flow fields. Among these techniques, Tomographic Particle Image Velocimetry, capable of measuring 3 components of velocity in 3-dimensional volumes, is now available at the Aerodynamics Research Laboratory of the Missouri University of Science and Technology. This paper revisits the problem of large transient growth in Iterative Learning Control (ILC) and Repetitive Process Control (RPC) systems. In ILC and RPC problems a process is repeated iteratively, with new control calculations occurring in between each iteration. Large transient growth refers to the propensity of some control algorithms to grow error exponentially before eventually converging. While robust monotonic convergence algorithms (in which monotonic convergence is guaranteed usually in exchange for a small loss in performance) have largely eliminated the concern for large transient growth in ILC, similar results cannot always be obtained in RPC. In pursuit of sustainable resource utilization on the Moon, this paper delves into modeling and characterization of particle size distribution (PSD) of lunar regolith simulants in an electrostatic system. A prototype electrostatic sieve was built and tested with four sample simulants mirroring properties of lunar mare and highland regolith. An alternating four-phase (90 degrees, 180 degrees, 270 degrees, 360 degrees) traveling square-wave was utilized for particle-directed transport to model the diverse trajectories of the particles. The use of lateral divert thrusters on hypersonic vehicles would allow for fine-tuned attitude control at high Mach numbers. However, the jet interaction effects of lateral thrusters on the hypersonic flow field have not been investigated thoroughly. The Habitable Worlds Telescope Starshade is an occulting disk that orbits in tandem with a telescope that occludes and diffuses the light from stars to observe the relatively dim exoplanets in orbit around them. It achieves this in part with tailored petals that diffuse light to soften the light from the star. The Entry Systems Modeling (ESM) Program at NASA has actively participated in the re-development of the Magnetic Suspension Balance System (MSBS) at the six-inch subsonic wind tunnel at NASA Langley Research Center. This initiative aims to enhance the MSBS system's capabilities, enabling the testing of stingless entry vehicle models at supersonic speeds. Thermoplastic composite organosheets (OSs) are increasingly recognized as a viable solution for automotive and aerospace structures, offering a range of benefits including cost-effectiveness through high-rate production, lightweight design, impact resistance, formability, and recyclability. This study examines the impact response, post-impact strength evaluation, and hot-pressing repair effectiveness of woven glass fiber nylon composite OSs across varying impact energy levels. Experimental investigations involved subjecting composite specimens to impact at varying energy levels using a drop-tower test rig, followed by compression-after-impact (CAI) tests. This study examined how diesel fuel and waste-cooked oil (WCO) biodiesel blends added by various concentrations of graphene oxide (GO) nanoparticles can effect on the performance and emission characteristics of constant-speed, four-stroke, single-cylinder, water-cooled diesel engines. The GO nanoparticles concentrations are 50,100 and 150 ppm dispersed in different diesel-WCO biodiesel blends are pure diesel fuel (B0), 20% WCO biodiesel and 76% diesel fuel (B20), and 40% WCO biodiesel and 56% diesel fuel (B40). A new kinetic particle modeling framework was developed to investigate electrostatic transport of lunar regolith particles with applications to the concept of electrostatic sieving. the new approach is based on kinetic particle dynamics and includes major modules of sampling the particle size distribution, solving electric fields, and tracking motion of charged dust grains. Case studies for a concept of electrostatic sieving were chosen to validate the new model. the simulation achieved similar yields reported in previous works, which served as validation of the model. the new model is computationally efficient and could serve as a design, analysis, and optimization tool.

This paper presents a concept of producing aluminum in-situ on the lunar surface, namely, the Lunar In-Situ Aluminum Production through Molten Salt Electrolysis (LISAP-MSE) method developed at Missouri University of Science and Technology. This paper aims to demonstrate the use of electro-deoxidation to reduce aluminum oxide (i.e., alumina) into aluminum and oxygen gas via electrolysis in a molten salt bath for the production of aluminum on the Moon. It is shown that with a steady supply of hydrogen chloride, this in-situ resource utilization (ISRU) method could supply several necessary materials consumed in the electro-deoxidation process except hydrogen chloride to produce …

This research determines the relationship between the High-Pressure Compressor (HPC) rotor blade design variables and compressor pressure ratio of a high bypass turbofan engine. Alterations in the HPC blades span, chord, taper, twist, number, and angle of incidence are performed and their effect on the HPC pressure ratio is observed. The objective is to determine key parameters that could maximize the performance of a high-pressure compressor for a given mission. Physics-based modeling, Computational Fluid Dynamics (CFD), and wind-tunnel testing are performed to compare and validate findings. The objective of this research is to determine the effect on aerodynamic performance due to changes of winglet design variables of the Boeing 737-700 aircraft. The various winglet types studied in this research include the blended, canted, wingtip fence and split scimitar. The variables include height, sweep angle, taper ratio, and inclination angle. These variables are altered in 5% increments from -15% to +15% of their original baseline values. Each altered winglet design only changes one variable at a time while keeping all other variables constant. Phenol–formaldehyde (phenolic) thermosets are known for excellent heat and chemical resistance, high flame retardance, and good mechanical performance. However, phenolics are also known for their high brittleness, and tendency to form voids, due to a condensation reaction forming water during curing. These voids can decrease the mechanical performance of the resultant phenolic composite and introduce undesirable performance characteristics. This work aims to develop a technique that uses high-pressure infiltration to obtain dense phenolic matrix composites, with commercially available resin and fiber reinforcement. This paper presents fully kinetic numerical investigations of the charging of spherical and irregular shaped dust grains in multiple configurations utilizing the Parallel Immersed-Finite-Element Particle-in-Cell Dusty (PIFE-PIC-D) framework. The simulations account for both surface charging and in-depth charging of the dust grains immersed in various ambient plasma conditions near a floating or biased surface. PIFE-PIC-D explicitly resolves the geometrical and material properties (permittivity and photoelectron emissions) of each individual dust grain. PIFE-PIC-D will model self-consistently the unsteady and stochastic charging of grains directly from the deposition of electrons and ions onto them. A magnetic filter-type plasma source has been installed and characterized in a 10 ft long x 6ft diameter vacuum chamber. The plasma source was characterized with a fleet of diagnostic probes including an in-house cylindrical Langmuir probe. This resulted in the measurement of key plasma parameters such as electron number density, electron temperature, plasma potential, Debye length, ion current density, streaming ion energy, ion number density, and streaming ion velocity. The dynamics of an oscillator, which exhibits a stable equilibrium and a stable limit cycle, is investigated. We refer to it as a bistable oscillator unit (BOU) and show that two coupled BOUs (CBOUs) exhibit dynamics analogous to neural activity patterns in epilepsy, including healthy, localized, and fully spread epileptic states. By treating each CBOU as an independent system influenced by the state of the other, we establish local input-to-state stability near the equilibrium and the limit cycle and estimate the ultimate bounds of the trajectories. Renewed interest in manned spaceflight, mostly spurred by the advancement of commercial spacecraft, has led to growing interest in improving the efficiency of rocket engines. Aerospike nozzles have the potential to provide this boost in efficiency to spacecraft and thus lower costs and increase payload capacity. This type of nozzle is what is known as altitude adjusting and can significantly increase efficiency. When paired with propellants such as methane/oxygen, which can be manufactured in-situ on some planetary bodies and has a higher density than traditional propellants like liquid hydrogen/liquid oxygen, even more efficiency gain can be achieved.
