Teacher Effectiveness In Urban High Schools, Richard Buddin, Gema Zamarro

This research examines whether teacher licensure test scores and other teacher qualifications affect high school student achievement. The results are based on longitudinal student-level data from Los Angeles. The achievement analysis uses a value-added approach that adjusts for both student and teacher fixed effects. The results show little relationship between traditional measures of teacher quality (e.g., experience and education level) and student achievement in English Language Arts (ELA) or math. Similarly, teacher aptitude and subject-matter knowledge, as measured on state licensure tests, have no significant effects on student achievement. It explores the affordance of academic reading to invoke ‘criticality’ (Cope, 2002; Burns and Hood, 1998 and Brown 1999) amongst postgraduate students within traditional university classrooms. A mixed method study is reported examining teacher efficacy regarding professional development in mathematics instruction for two groups of teachers: in building with peers (N=17) and MAT student co-learners in the classroom (N=14). An end-of-course survey, focus group interviews and pre-post data for the Teacher Self Efficacy Scale were used to investigate:1. Teacher shortages are a nationwide concern, attributable primarily to high attrition rates among new teachers (Ingersoll, 2003; Ingersoll & Kralik, 2004; Ingersol & Smith, 2004). Ingersoll and Kralik (2004) claimed that an estimated 50% of new teachers left the profession within their first 5 years. Reasons for leaving include: isolating and non-supportive teaching environments, poor working conditions and overwhelming teaching assignments (Alliance for Excellent Education, 2005). To support beginning teachers, Rhode Island passed legislation requiring districts to develop a mentoring process (Law 16-7.1-2 Accountability for Student Performance). The preparation of superintendents is a critical component and essential element of systemic education reform. However, Cooper, Fusarelli, Jackson, and Poster (2002) remind us that, ―the process is rife with difficulties‖ (p. 242), including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base.

The viability and acceptability of consolidation— combining two or more school buildings or districts into a single entity—have ebbed and flowed over the years. In the early 1900s, the main targets of school consolidation were the rural schools. The education leaders and policy makers of the time believed that a centralized model in which all schools looked alike would prove to be the best approach for educating youth to be productive citizens (Kay, Hargood, and Russell 1982).

Relationship Among Essential Leadership Preparation Practices And Leader, School, And Student Outcomes In K-8 Schools, Donna Braun, Robert K. Gable, Stacey L. Kite

A questionnaire was administered to school principals (N=88). The questionnaire data, along with student data, were analyzed using hierarchical multiple regression to investigate the relationships among leadership preparation practices, self rated leader behavior, the school learning environment, and student achievement. After controlling for demographic variables, the amount of variance explained was incremented a statistically significant degree between: preparation practices and leader behaviors ( R2 = 5%); preparation practices and student achievement ( R2 = 5%); preparation practices and leaders’ instructional knowledge ( R2 = 6%); and leaders’ instructional knowledge and instructional practices in schools ( R2 = 5%).

The quality of child care centers and school readiness outcomes continue to be important topics in the State of Florida since policymakers, school districts, and child care centers, in August 2005, began to implement the Voluntary Prekindergarten Program. The problem area of child care is whether various characteristics of child care center programs result in different outcomes for children's development.

Qualities of child care centers can be attributed to structure and process variables. A theoretical framework that is grounded in Bronfenbrenner's ecological theory is discussed. Restoration or new construction? That is a dilemma that educational leaders, particularly superintendents and school business officials, have had to wrestle with for years. In the past, state regulations often dictated whether school buildings should be renovated or torn down to make way for new construction. State reimbursement guidelines favored new construction over restoration for public school development by either withholding funds or denying the full state support for restoration projects. In fact, some states established complex formulas that mandated new construction if the cost of restoration exceeded approximately two-thirds of the new construction costs.
