Charter schools can have their charters rescinded if they fail to meet performance metrics, which are often specified in the charter. In some states, however, charters must meet inflexible, standardized performance standards to survive. Through the lens of public choice theory, we hypothesize that charters that were established by African Americans and those which serve more African American students are more likely to close, and that state-imposed standardized closure rules exacerbate these inequities. Analyses using charter petitions (n=925) and National Center for Education Statistics data since 2010 (n=5,548), tend to confirm hypotheses: The percentage of African American students and having …

This study reviews factors that prior studies have identified or failed to consider as barriers to post-secondary success. The three main areas include academic success for Latinx students after high school, organizational systems and their impact on African-American students’ postsecondary readiness, and what workers think of their high school education with regards to career preparedness.

Five factors are identified as major barriers for Latinx students to continue in a higher education system. A survey of former students from Saint Louis, Missouri, and Dallas, Texas, metroplex area identified 56 Latinx students that participated in an initial survey. This led to a …

Jackson, Wigger, and Xiong (2020a, JWX) provide evidence that education spending reductions following the Great Recession had widespread negative impacts on student achievement and attainment. This paper describes our process of duplicating JWX and highlights a variety of tests we employ to investigate the nature and robustness of the relationship between school spending reductions and student outcomes. Though per-pupil expenditures undoubtedly shifted downward due to the Great Recession, contrary to JWX, our findings indicate there is not a clear and compelling story about the impact of those reductions on student achievement. The purpose of this holistic, multiple case study was to examine rural principals’ perceptions and experiences with conflict and conflict management. Cases had to meet the criteria of the formal rural definition, and participants had to be the sole leader of their campuses. We see evidence of this whenever concerns about intolerance or anti-Semitism become more salient. Proposed solutions frequently feature improved Holocaust education or expanded diversity, equity, and inclusion training. As two religious leaders recently urged, “The only thing that will truly halt the rise of anti-Semitism in America is education” (Stanton & Marcus, 2019). The Effect Of School District Consolidation On Student Achievement: Evidence From Arkansas, Josh B. Mcgee, Jonathan N. Mills, Jessica S. Goldstein

School district consolidation is one of the most widespread education reforms of the last century, but surprisingly little research has directly investigated its effectiveness. To examine the impact of consolidation on student achievement, this study takes advantage of a policy that requires the consolidation of all Arkansas school districts with enrollment of fewer than 350 students for two consecutive school years. Using a regression discontinuity model, we find that consolidation has either null or small positive impacts on student achievement in math and English Language Arts (ELA). We do not find evidence that consolidation in Arkansas results in positive economies …

A case study was conducted to establish baseline data in determining the efficacy of the safety and security program at two rural high schools. Using a publicly available Likert scale survey provided by the Centers for Disease Control (CDC), district and school leaders were surveyed to determine their perceptions of safety and security on the two campuses. The intent of this qualitative critical incident study was to explore the interpretation of equity by White equity-trained suburban educators (WETSE) and minoritized parents (MP) in a Midwestern suburban school district to address and change inequitable student outcomes. WETSE and MP participated independently in focus groups. The research design used critical incident technique (CIT) as the methodology; focus groups as the data collection tool; and thematic analysis (TA) as the analytical tool. This article describes a self-directed autoethnographic research study of how the author moved from a deficit to an asset perspective in working with non-native speakers of English. Reframing this perspective took place by investigating how the author’s lived experiences as an ESL instructor intersected with the learning theories of language learner autonomy, plurilingualism, and internationalization at home to create positive flashpoints. These flashpoints included offering choices, marking learner success, and embedding cultural information into domestic settings. With changing demographics in the United States, educator preparations programs (EPPs) must consider incorporating more experiential learning opportunities for preservice teachers to grow in their self-efficacy when working in diverse classrooms. At a rural university in the southern United States, researchers designed an instructional unit that transcended three educator preparation courses to provide an opportunity for students to design and deliver a 5E science lesson to English learners from a rural school district. Throughout the twentieth century, the Gay Rights Movement has gained momentum as LGBTQ (Lesbian, Gay, Bisexual, Transgender, Queer) individuals have fought for civil equality and social acceptance. However, Historically Black Colleges and Universities (HBCUs) have been slow to adapt, implement, and effect change that improves the quality of education for LGBTQ students. Strong religious beliefs derived from the church; especially in the South, may be the connection to understanding why homosexuality isn’t vastly accepted or celebrated in the Black Community and at HBCUs; particularly, in the Bible Belt.

This qualitative survey investigated how much authority high school athletic directors have when monitoring student-athletes’ social media accounts while also determining whether athletic directors believe it is necessary to implement social media policies for student-athletes. An in-depth literature review supports evidence of the legality of athletic code of conducts based on previous court cases and a theoretical framework. Twenty-five athletic directors from the state of North Dakota participated in the study via an online survey. A phenomenological study was conducted to identify the factors associated with job retention among teachers in secure residential treatment centers in Tennessee. Central to this investigation was the exploration of how residential teachers perceive they are supported in their position, how teachers in residential settings perceive the culture of the facility, and what factors are associated with teacher retention in secure residential settings. Through a series of fifteen interviews, common themes emerged from the coding that provided insight into these questions.

Methodology: This qualitative phenomenological study explored and described human resource administrators’ perceived impact of Patterson’s (2003) servant leadership constructs on establishing a culture of high performance in public school districts in Northern California. This dissertation explores the alignment between local school principals’ values and ideas about what should be taught in their public schools and the values of the local Yup’ik communities in which those principals serve. A review of scholarly literature served as a basis for identifying Yup’ik values and a survey which measured principals’ beliefs about the importance and priority of those values was used to collect a variety of data.
