The Every Student Succeeds Act (ESSA) provides states and districts with a renewed opportunity to strengthen the quality of teaching and learning in schools by explicitly incorporating well-designed year-long pre-service co-teaching placements (“residencies”) into state ESSA applications as an allowable and encouraged use of funds. While “preservice” teacher preparation is not frequently conceptualized as an allowable use of these federal funds, when well designed preparation programs include funded, year-long co-teaching residencies, they address many of the goals contained within ESSA and contribute to the systemic educational improvements sought by states and districts.

A primary goal of universities is to maximize student enrollment by improving course curriculum and enhancing specific programs. This is especially a challenge for smaller universities who want to offer specialized and highly diverse electives. This study aims to increase the quality and relevance of electives offered by understanding specifically what attributes students prefer more or less when choosing among alternatives. The results are used to explore how to use limited marketing and student-outreach financial resources to target students that are most likely to enter and complete courses and programs, based in part on their socioeconomic or demographic characteristics. This article provides the first comprehensive analysis in the legal literature of the federal government’s new income-driven student loan repayment programs, known as Income-Based Repayment and Pay As You Earn. In a set of gradual and little-noticed statutory and regulatory moves, the federal government, through these programs, has dramatically reshaped higher education finance in ways that schools, students, and even the government itself are only beginning to understand.

The Elementary and Secondary Education Act (ESEA) was first passed in 1965 and has since been reauthorized several times, including as No Child Left Behind in 2001 and the Every Student Succeeds Act of 2015. The ESEA seeks to address the needs of low-income students; however, decades of reform efforts and government reports documenting inequality have done little to close gaps in educational resources or outcomes for marginalized groups. Peer Misbehavior Effects In The Classroom, Alex Hwung

This paper seeks to evaluate the effects of peer misbehavior in the classroom on student learning outcomes--namely, if there is any truth behind the old saying that “one bad apple ruins the bunch”. Using experimental data, I show that there is a strong initial relationship between the level of misbehavior in a given classroom and performance on a mathematics evaluation; however, the inclusion of lagged peer achievement in the model causes most of that relationship to be absorbed away, suggesting that the bulk of peer effects stem more from the academic performance of other students than from their behavior.

The United States has increasingly designed certain public spending programs not as traditional tax-financed programs, but rather as mixtures of private expenditures, subsidies, and limited taxes. Thus part of what could have gone to the government as a tax is instead used to purchase the good or service directly, with only incremental taxes and subsidies to manage distributional goals. This Article terms this “quasi-public spending,” and argues that it is descriptive of our evolving approaches to both health care and higher education. Closing postsecondary opportunity gaps has become a national, state and local educational priority. To help eliminate these gaps, the US Department of Education initiated a project that provided real time student level Free Application for Federal Student Aid (FAFSA) completion status to large urban school districts. Leveraging this information, school counselors identified and supported students and families as they navigated the financial aid process, resulting in statistically significant impacts on FAFSA completion and college attendance.

With the passing of the No Child Left Behind Act (NCLB) has come a wave of economic analyses of education production functions attempting to explain what community and school characteristics affect achievement gaps and yearly growth in pass rates. Using standardized test data from the Illinois State Board of Education over the period of NCLB, I argue that there are ways to empirically re-define growth and student success that more effectively capture NCLB’s goals. The results in this paper show inherent differences between the three growth definitions employed and the educational experiences in the grades analyzed.

In some educational settings, the cost of textbooks approaches or even exceeds the cost of tuition. Given limited resources, it is important to better understand the impacts of free open educational resources (OER) on student outcomes. Utilizing digital resources such as OER can substantially reduce costs for students. The purpose of this study was to analyze whether the adoption of no-cost open digital textbooks significantly predicted students’ completion of courses, class achievement, and enrollment intensity during and after semesters in which OER were used. The purpose of this study was to investigate the relationships between special education spending by districts in the state of Tennessee and standardized achievement for students with disabilities.

The purpose of this study was to explore the factors that affect retention of adult basic education teachers in Kentucky. This qualitative study utilized data from interviews conducted with former or retired adult basic education teachers in Kentucky. Vrooms expectancy theory was examined as the theoretical framework to review the outcomes and their relationship to this theory. Results from this investigation determined several significant findings, with low salary being the main determining factor that affects retention of adult basic education teachers in Kentucky.
