Employers commonly use open-ended questions in hiring, but usually responses aren’t recorded, and knowledge about the usefulness of such responses is limited. This study investigates properties of written responses to open-ended questions collected over many years via an application tracking platform that school districts use to hire teachers. We develop a scalable process to discover topics within the corpus of responses to each question and then to classify each response with respect to the topics while preserving interpretability and transparency. The Columbus Promise is a place-based, tuition-free college program designed to expand postsecondary access and economic mobility for graduates of Columbus City Schools. Launched with the high school class of 2022, the three-year pilot provides tuition support at Columbus State Community College (CSCC), a $500-per-semester stipend, and dedicated coaching and academic services. This evaluation, conducted by the Upjohn Institute for Employment Research, examines outcomes for all three cohorts (2022, 2023, and 2024), using administrative data, a comparison group of Columbus City Schools graduates from 2017–2021, regression-adjusted estimates of academic outcomes, and a synthetic difference-in-differences analysis of overall college enrollment. This paper explores the origins of the student loan debt crisis and proposes tying university incentives to graduates' repayment plans and disclosing median earnings for degrees before students apply. Specifically, while there are numerous factors explaining why the price of education has increased dramatically since the 1970s, this paper proposes solutions that will specifically target university moral hazards by requiring universities fund: (1) the current subsidies to federal student loan repayments under income-driven plans as the House of Representatives intended before the Senate removed "risk-sharing," and (2) bankruptcy law discharge amounts. We estimate the causal effect of attending elite schools in England, Scotland, and Wales on human capital and labor market outcomes for cohorts of children from the 1958 National Child Development Study and the 1970 British Cohort Study. For identification, we employ a nonparametric partial-identification approach that provides bounds on the causal effect by assuming that, on average, there is positive selection into elite school attendance, and that attending an elite school does not worsen average potential human capital or labor market outcomes. Tax Increment Financing (TIF) has become a widely utilized economic development tool, allowing municipalities to capture future increases in property tax revenue within designated redevelopment areas.

The study’s purpose was to examine how TIF districts in Illinois affect the proportional distribution of property tax burdens and the allocation of property tax revenues to public school districts. Guided by Resource Allocation Theory, Public Choice Theory, and Fiscal Illusion, the study investigated how the exclusion of incremental EAV alters tax rate calculations and redistributes tax responsibility among taxpayers both within and outside of TIF boundaries. The question of whether education promotes economic growth has long been a central topic in development research, and education has been linked to economic outcomes through macro-level pathways such as human capital accumulation, productivity growth, and technological diffusion. More recently, this discussion has expanded beyond economic growth to consider whether education contributes to environmentally sustainable development, particularly green growth. The first chapter investigates the labor market impacts of the Clean Slate Law, a policy designed to reduce barriers to entry by automating the sealing of criminal records. Using IPUMS CPS data from six states, I employ a difference-in-differences framework with individual fixed effects and an event study design to identify changes in employment outcomes. I find that the Clean Slate policy increases employment by 0.33 percentage points and weekly hours worked by 0.44 hours (approximately 24 minutes). Full-time employment rises, while self-employment declines by 0.12 percentage points, suggesting a shift from informal to more stable, formal jobs. These employment …

This paper uses math and reading assessment data for students from the Standard Education Data Archive (SEDA) and temperature data from the PRISM Climate Group at Oregon State.
