The purpose of this study was to provide insight into the challenges and limitations of the capital outlay fund across the range of the 286 school districts in the state of Kansas. The data and conclusions gleaned from the study conducted here are of importance for local governing bodies and state policymakers alike, as they look to provide for the long-term sustainability of the pupils of Kansas.

For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). Due to several contributing factors, including entitlement programs, healthcare costs, the great recession, and other competing demands at the state level, this is a nationwide trend and is not predicted to reverse any time soon. Facts And Trends Regarding Performance And Funding Of K-12 In Kentucky, John Garen

Kentucky’s K-12 experienced an 80% in increase in per pupil funds, after inflation, from 1990 to 2019. However, there have been only modest changes in its nationally-administered test scores, and no increases in the past decade. Moreover, per pupil funding seems to exceed that of all but the most exclusive private school tuition. Just over one-half of public funds goes directly to instruction and most funds to local schools come from Frankfort. Scoring on Kentucky’s own student assessment tests, the K-PREP, are higher than that of the comparable nationally-administered tests. Also, K-PREP shows improvement, while the other tests do not. …

The purpose of this study was to examine the relationship among selected school funding variables, percentage of low socioeconomic status students, and student achievement. Funding variables included percentage of funds a school district received from the three primary sources: local, state, and federal. Additional funding variables included per pupil expenditures, as well as teacher salaries and administrative salaries. Student achievement variables included ACT composite, ACT math, ACT reading, and the percentage of students that met or exceeded state standards. Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. The Every Student Succeeds Act (ESSA) provides states and districts with a renewed opportunity to strengthen the quality of teaching and learning in schools by explicitly incorporating well-designed year-long pre-service co-teaching placements (“residencies”) into state ESSA applications as an allowable and encouraged use of funds. While “preservice” teacher preparation is not frequently conceptualized as an allowable use of these federal funds, when well designed preparation programs include funded, year-long co-teaching residencies, they address many of the goals contained within ESSA and contribute to the systemic educational improvements sought by states and districts.

The current research, Citizen Support for Northern Ohio Community College Funding Initiatives during an Economic Recession Recovery, asks the question: Do the citizens of Northern Ohio support community college funding during difficult economic times? Based on the theory of Stakeholder Analysis, the purpose of this concurrent, mixed-methods study was to investigate stakeholder support of community college funding initiatives, particularly for levy-funded community colleges that rely on the voting public to voluntarily contribute property taxes to support their institutions.

[Excerpt] In public higher education, tuition increases in recent decades have barely offset a long-run decline in state appropriations per full-time equivalent student. State appropriations per full-time equivalent student at public higher educational institutions averaged $6,454 in fiscal year 2010; at its peak in fiscal year 1987, the comparable number (in constant dollars) was $7,993 (State Higher Education Executive Officers 2011, figure 3), translating into a decline of 19 percent over the period. [Excerpt] This paper has demonstrated that doctorate-producing universities respond to changes in the number of FTSEG students supported on external funds by altering the number of FTSEG students that they support on institutional funds. While institutional adjustment to changes in external support levels appears to be quite rapid, in the aggregate the magnitude of these responses is quite small. A increase of 100 in the number of FTSEG students supported by external funds is estimated to reduce the number supported on institutional funds by 22 to 23. This paper uses institutionally based data to estimate how universities would respond to increased federal support for graduate students. It demonstrates that doctorate-producing universities do respond to changes in the number of full-time science and engineering students supported on external funds by altering the number of students that they support on institutional funds. Institutional adjustment to changes in external support levels appears to be quite rapid. However, in the aggregate, the magnitude of these responses is quite small.

This study sought to determine teacher perceptions about the factors that influence support for an adequacy model of school funding and what relationships exist between specific demographic variables and those perceptions.

Using the instrument created for the study, one hundred thirty-nine teachers from the Montrose RE-1J School District where surveyed. Data was tabulated using standard descriptive statistics (mean, standard deviations, frequencies, and percentages). As a general data analysis approach, bivariate comparisons were performed using Pearson correlations and t-tests for independent means. Prior empirical research has taken many varying approaches to determine if differences in funding significantly impacts student academic achievement. However, much of these studies exhibit weak generalizability due to their limited scope, timeframe and dissimilar achievement measures. To expand upon the already robust literature in education finance this study measures interstate funding disparities via state fiscal effort and determines its impact on several measures of student academic achievement. In the ongoing effort to address the mandates of the Lake View III decision, made by the Arkansas Supreme Court in November 2002, the legislature’s Joint Committee on Educational Facilities commissioned a task force to conduct a comprehensive survey of facilities, equipment, and technology.
