This dissertation evaluates the effects of three development interventions on female education in Afghanistan: 1) effects of foreign military withdrawal on females’ demand for higher education; 2) impacts of PEZAK, a community-driven university entrance preparation, on student enrollment and performance in tertiary education; and 3) long-term effects of National Solidarity Program (NSP), that established gender-balanced local development councils, on female enrollment. Foreign military withdrawal increased female participation in higher education by 0.3 percentage points from a base value of 0.05 percent participation per capita. The PEZAK increased test scores by 0.17 standard deviations and had a positiveeffect on enrollment in …

Among the top challenges is the quest for adequate funding of their institutions, including adequate levels of support from state resources. For Oklahoma’s public comprehensive universities and their leaders, the low levels of public support by the state have become a pattern, rather than an anomaly. The statewide reductions in appropriations for higher education funding have had a disproportionate effect on Oklahoma’s public comprehensive universities because they have fewer diversified revenue sources. This research paper aims to investigate associations between education investments and economic growth on the state level. These relationships are measured in terms of two dependent variables: state gross domestic product output and cumulative personal incomes by state. These dependent variables, or indicators of economic growth were selected from previous supportive literature. The present study analyzes publicly available aggregate school finance data reports and aggregate GDP output reports for the year of 2018. Two hypotheses were tested to assess these associations. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. In 2008, Arkansas citizens overwhelmingly supported a referendum to legalize a state-run lottery to support college scholarships. The Arkansas General Assembly passed a law in 2009 that detailed administration and procedures of the lottery, and students first received scholarships (branded as the Academic Challenge Scholarship) in fall 2010. The program was largely modeled after other state-run scholarships with two major exceptions: policy makers intentionally established lower eligibility requirements and included adult students. This study measured the impact of the state lottery funded Academic Challenge Scholarship on adult college choice and completion. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.

The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. Results from an experimental study indicate that students assigned to participate in campus visits demonstrate higher levels of knowledge about college, are more likely to have conversations with school personnel about college, put forth higher levels of effort while completing a college-related survey, and express a …

When deciding whether to participate in a private school choice program, private school leaders weigh additional financial benefits against additional regulatory costs. In theory, raising the costs associated with entering private school choice programs should reduce the likelihood that individual schools participate in those programs. However, very little empirical evidence exists evaluating this idea. While a few studies suggest that more highly regulated programs are correlated with lower levels of school participation, none have established causal relationships between these factors, and none have determined which program regulations are the most costly. We examine the differences in cost-effectiveness and return-on-investment (ROI) for public charter schools and traditional public schools (TPS) in eight major cities in the United States. The cities are Atlanta, Boston, Denver, Houston, Indianapolis, New York City, San Antonio, and the District of Columbia. We utilize data on how much money is invested in public charter schools and TPS, what levels of student achievement are attained across the two public school sectors, and how much economic payoff our society can expect to receive as a result of the educational investments in each sector. This thesis studies the subsequent labor market outcomes of college graduates during an economic recession in Spain over the years 2000-2012. I use data on undergraduate enrollment, unemployment, national income, and educational spend from the Spanish National Institute of Statistics, the CIA World Fact Book, Spain’s Ministry of Education, and World Bank to run regression analyses and the Granger Causality Test. I find that university enrollment and unemployment rate are positively correlated. Regression results show that for every one percent increase in unemployment, enrollment increases by approximately 7,429 students.

After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.
