Disruption, Recovery, And Divergence: How Prepandemic Achievement Levels Shaped Learning Loss, Recovery, And Spending Efficiency In Tennessee Public High Schools, Wilson Boyd

The COVID-19 pandemic caused significant and uneven learning loss in Tennessee public high schools. The statewide ACT composite average fell from 20.2 in 2019 to 19.1 in 2021. By 2024-2025, it recovered only to 19.3. During the same period, Tennessee received approximately $3.86 billion in additional federal funds and $1.15 billion in new state funding. This ex post facto quantitative study examined whether prepandemic achievement levels predicted learning loss severity and recovery patterns of a census of 322 Tennessee public high schools from 2018-2019 through 2024-2025.

Chronic absenteeism is linked to poor academic performance and lower social-emotional skills, both of which can have long-term effects on students and their communities. The California Department of Education uses average daily attendance (ADA) to determine most of the funding that public schools receive. When a student is absent, their school loses a portion of potential funding for that day. This study explores chronic absenteeism’s impact on the funding of Humboldt County’s elementary schools with a sequential exploratory research strategy and critical systems lens. With over 63% of its students living in poverty, the state of Arkansas has a challenge when it comes to equitable funding and opportunities for its students. One funding mechanism that has been in place in Arkansas for over 20 years now is a categorical funding allocation known as Enhanced Student Achievement Funds (ESA). School districts receive these funds based on their percentage of students in poverty. Throughout this thesis I confront inequity in its pervasive and far-reaching form of American K-12 school finance. By analyzing the inequitable school funding practices of funding formulas and debt repayment structures, I explore how past and present-day school funding practices have evolved through the values and modes of racial capitalism and more recently, neoliberalism. Through Critical Action Research, I challenge the hegemonic hold racial capitalism and neoliberalism have on school funding by critiquing the educational practices and relations it helps produce. The effective use of financial resources is critical for all educational institutions, especially those K-12 schools that rely on public funding for their main operating revenue. As public entities and state governments increasingly struggle to find the revenue necessary to operate prisons, fund Medicaid/Medicare, improve an aging infrastructure, support social welfare programs, and recover from the Great Recession, educational institutions are finding themselves directly competing with other public agencies for scarce resources. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. Are existing programs effective in reducing the impact of disadvantage on educational outcomes? What alternative funding approaches should be considered? Arkansans may have thought that the decades-long fight over school funding was settled in 2002, when the state Supreme Court handed down the Lake View ruling which directed the state to “adequately and equitably” fund the education system. Since the Supreme Court’s decision, state legislators have made some strides in addressing the mandates outlined by the Court, such as increasing the state funding levels for districts and approving a plan to fund improvements to school facilities across the state.

For the past half century, Arkansas has spent less per pupil than most other states. However, spurred in part by the State Supreme Court’s 2002 ruling that the state’s school system is “inequitable and inadequate,” the state is now strengthening its commitment to fund better educational opportunities for all students. During 2003, experts have estimated that the state will require nearly $850 million in additional funding to deliver an “adequate education” to all students in the state—a 48% increase in the state’s spending for public schools.
