Developing Policy For Part-Time School Administration Faculty, Theodore J. Kowalski

Educational Leadership Faculty Publications

This inquiry is an analysis of the trend toward infusing practitioners into the preparation of school administrators. Motives for increasing the number of part-time employees in higher education are identified and specific problems associated with the deployment of these instructors are discussed. The argument is made that the merits of this trend depend on the extent to which department policy addresses adjunct faculty employment, deployment and development in relation to a reform vision and strategy. Essential policy considerations related to involving practitioners are recommended.

Clearly, no issue is currently more crucial to the future of the position of school district superintendent than the battle being fought over professional preparation and state licensing. The intent of licensing professionals is to protect society and not the licensee. Consequently, a decision to deregulate a profession should not be made solely in political arenas in which self- and group interests are more likely to outweigh societal interests. The Arkansas Statewide Education Facilities Assessment is the culmination of 18 months of work commissioned by the Arkansas General Assembly to assess the adequacy and equity of public school buildings across the state. In the ongoing effort to address the mandates of the Lake View III decision, made by the Arkansas Supreme Court in November 2002, the legislature’s Joint Committee on Educational Facilities commissioned a task force to conduct a comprehensive survey of facilities, equipment, and technology. Fordham Foundation. It was created around the premise that America's schools face a crisis in leadership. For America to have the great schools it needs, it contended, schools and their school systems must have great leaders.

This paper illustrates the implementation of a community project developed based on a partnership between the community and the local university in Bungo and Tebo Regencies. The project aims to develop the local micro, small, and medium enterprises (MSMEs) as a strategic step to increase the regional economy, taking the form of a so- called Community–University Partnership Program in Bungo and Tebo Regencies. Over the past decades, there has seen a significant and consistent worldwide reform agenda for higher education financing policy. This paper is to analyze factors that keep driving these reform; to identify the reasons why governments and higher education keep searching for funding alternatives; to show the relationship among funding sources and paths; to discuss funding mechanisms and models adopted by some Asian and Western countries; and to discuss the effects of funding policy on student access, institute autonomy, competition, stability of institutes, quality and performance of education, responsiveness to market demands and fiscal burden.

The effects of technology on the instructional mission of this nation's colleges and universities have been both positive and negative. Most integration programs transfer students between schools within districts. In this paper, we study the impact of Metco, a long-running desegregation program that sends mostly black students out of the Boston public school district to attend schools in more affluent suburban districts. We focus on the impact of Metco on the students in one of the largest Metco-receiving districts. In the 2000 school year, Metco increased the proportion black in this district from about 7.5 percent to almost 12.5 percent. Because Metco students have substantially lower test scores than local students, this inflow generates a significant decline in scores, with …

This study identified whether compensation packages were a factor in first-year teacher’s decisions to accept a teaching position in the states of Colorado and Louisiana. This study involved (a) identifying the components of a school district’s compensation package that were factors in the job acceptance decisions as indicated by respondents and (b) indicating other factors besides compensation that played a major role in job acceptance decisions.

The study surveyed a sample of 12 school districts in Colorado and Louisiana during the 2000-2001 academic school year. It included first-year teachers in the 12 approved school districts that had no previous teaching …

Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. The Promise And Pitfalls Of Using Imprecise School Accountability Measures, Thomas J. Kane, Douglas O. Staiger

In recent years, most states have constructed elaborate accountability systems using school-level test scores. However, because the median elementary school contains only 69 children per grade level, such measures are quite imprecise. We evaluate the implications for school accountability systems. For instance, rewards or sanctions for schools with scores at either extreme primarily affect small schools and provide weak incentives to large ones. Nevertheless, we conclude that accountability systems may be worthwhile. Even in states with aggressive financial incentives, the marginal reward to schools for raising student performance is a small fraction of the potential labor market value for students.
