Promoting Immigrant Parents’ Engagement In Early Intervention Through Culturally And Linguistically Responsive Service Delivery, Wendy B. Wieber, Lucia Quinonez Sumner
Promoting Immigrant Parents’ Engagement In Early Intervention Through Culturally And Linguistically Responsive Service Delivery, Wendy B. Wieber, Lucia Quinonez Sumner
Journal of Early Hearing Detection and Intervention
This article focuses on the use of culture-based play, songs, and games in the early education of newcomers to the United States. Current studies examine culturally inclusive practices in PreK-12 schools in America, Canada, and Australia and suggest that parents participate more enthusiastically when their cultural orientation is honored. Although there is scant research regarding in-home early intervention for infants and toddlers who are deaf or hard of hearing for recent immigrants to the United States, the same principle may hold true for this group of immigrants. The type of parent involvement that an early interventionist in the U.S. hopes …

Dual Language Program Meets Integrated Collaborative Teaching, Bethany Hatheway, Deborah Shea, Monica Winslow
Dual Language Program Meets Integrated Collaborative Teaching, Bethany Hatheway, Deborah Shea, Monica Winslow
Journal of Multilingual Education Research
This article proposes combining dual language programs with integrated collaborative teaching classrooms since both English language learners and special education students use many of the same teaching strategies and because there is a growing culturally and linguistically diverse population and shortage of bilingual special educators. Literature from peer reviewed journals and early childhood education publications support the idea with data from successful dual language programs. In addition, interviews conducted with teachers and principals in current dual language programs (DLP) and integrated collaborative teaching (ICT) classrooms give practical ideas and strategies for running such programs. We also explore how such a …
Disentangling Language Differences From Disability: A Case Study Of District-Preservice Collaboration, Julie Esparza Brown, Phyllis Campbell Ault
Disentangling Language Differences From Disability: A Case Study Of District-Preservice Collaboration, Julie Esparza Brown, Phyllis Campbell Ault
Journal of Multilingual Education Research
Identifying which K-12 English Learners (ELs) should receive special education services has historically been challenging and fraught with error. Educators are commonly puzzled as to whether an EL student’s academic difficulties are the result of insufficient academic English language, inappropriate instruction, or an intrinsic learning disability. This article examines the influence of a university–district partnership designed to prepare bilingual/bicultural special educators with specific skills and knowledge in disentangling language difference from disability. A unique aspect of the program was that these “BiSped” educators were mostly bilingual, bicultural paraprofessionals in their schools. This feature of the program recognized the unique position …
Understanding Parental Engagement In Hispanic Mothers Of Children With Autism Spectrum Disorder: Application Of A Process-Model Of Cultural Competence, Elizabeth Ijalba
Understanding Parental Engagement In Hispanic Mothers Of Children With Autism Spectrum Disorder: Application Of A Process-Model Of Cultural Competence, Elizabeth Ijalba
Journal of Multilingual Education Research
In this study the LEARN process-model of cultural competence was applied with three Hispanic immigrant mothers of children with autism spectrum disorder (ASD). Two main arguments were investigated. 1) The influence of cultural beliefs on mothers’ engagement in their children’s education at home. 2) The inclusion of mothers’ cultural beliefs about disability in education plans for their children. This study was contextualized through a review of the literature on cultural competence and traditional cultural beliefs on understanding disability in many Hispanic immigrant families. Results showed that mothers’ parental beliefs about disability influenced how they engaged in their children’s education. Their …
Survey Of Educator Attitude Regarding Inclusive Education Within A Southern Arizona School District, Bradford Harkins, Todd Fletcher
Survey Of Educator Attitude Regarding Inclusive Education Within A Southern Arizona School District, Bradford Harkins, Todd Fletcher
Journal of Multilingual Education Research
Inclusive Education for students with special educational needs is a global phenomenon, a major event of momentous proportions affecting directly and indirectly a significant percentage of the world’s population. In response to international and national mandates requiring its implementation, educators everywhere are engaged in the daily task of providing educational services within inclusive general education classroom settings. It is expected that inclusion in the United States will become more prevalent in classrooms across the nation over the next ten years due to progressively more stringent federal and state mandates. In order for inclusion to result in adequate yearly progress for …
Trends And Issues In Bilingual Special Education Teacher Preparation: A Literature Review, Peishi Wang, Sara B. Woolf
Trends And Issues In Bilingual Special Education Teacher Preparation: A Literature Review, Peishi Wang, Sara B. Woolf
Journal of Multilingual Education Research
Teachers represent the largest school impact on student learning, yet the national professional teacher workforce has been described as inadequately prepared to meet the academic, linguistic, social, and other educational needs of the majority of the nation’s public school student population. Moreover, youngsters from diverse linguistic, cultural, and ability backgrounds continue to be overrepresented in specialized school settings. These interrelated phenomena are influenced by multiple complex sociocultural and other factors (i.e., historical, economic, political). Among these are reported steady growth in the population and enrollment of students from non-English speaking, diverse cultural backgrounds in the nation’s public schools, perennial low …
Reframing Venerable Standpoints About Language And Learning Differences: The Need For Research On The Literate Lives Of Latina/O Language Minority Students, Taucia González, Alfredo J. Artiles
Reframing Venerable Standpoints About Language And Learning Differences: The Need For Research On The Literate Lives Of Latina/O Language Minority Students, Taucia González, Alfredo J. Artiles
Journal of Multilingual Education Research
Despite the empirical attention that has been devoted to Latinas/os, language minority (LM) students, and students with learning disabilities (LD) as three separate subgroups, limited attention has been given to Latina/o students that fall into both LM and LD student categories. The literacy experiences of students living at the intersection of ethnic, language, and ability differences have been under-examined. This article calls for new insights into the literate lives of Latina/o LMs with LD, and posits that reframing cognitive models of literacy, sociocultural approaches, and resource pedagogies can offer a more comprehensive view of literacy and population complexity.

The Role Of The Press In Framing The Bilingual Education Debate: Ten Years After Sheltered Immersion In Massachusetts, Fern L. Johnson, Marlene G. Fine
The Role Of The Press In Framing The Bilingual Education Debate: Ten Years After Sheltered Immersion In Massachusetts, Fern L. Johnson, Marlene G. Fine
New England Journal of Public Policy
In 2002 Massachusetts voters passed a voter initiative that changed the way children who are not fluent in English are taught. The initiative overturned the state’s requirement for “transitional bilingual education,” through which children are gradually transitioned, usually over a three-year period, from instruction in their native language to instruction entirely in English. Transitional bilingual education was replaced with “sheltered English immersion,” which places children with little or no English-language fluency in classes where almost all instruction is in English, with the expectation that they will move to regular English-only classrooms after one year.
We used frame analysis to examine …

Culturally And Linguistically Responsive Instruction In An Rti Framework: Supporting Emergent Bilinguals In The Secondary Classroom, Lisa Auslander
Dissertations, Theses, and Capstone Projects
This dissertation investigates the impact of teacher team collaboration and planning around culturally and linguistically responsive instruction for emergent bilingual students in a secondary school setting supported by a targeted intervention system. To provide a context for the importance of this study, the dissertation begins by 1) including observations of both academic teacher team and guidance collaboration to understand the strategies used to plan instruction and guidance interventions for students drawing on existing research around professional learning communities and guidance structures; and 2) use of an existing observation protocol and frameworks to identify key practices and characteristics of culturally and …

Bilingual French Initiatives In Public Schools: A New York Story: New Opportunities, Diversity And Shared History And Values, Claire Jm Arnod Horikawa
Dissertations, Theses, and Capstone Projects
The French bilingual programs in New York City public schools show the liveliness and diversity of the Francophonie. The French dual language programs in particular also reunite very different interests. There are the expected interests of communities wanting to keep a home language strong. Francophone parents wanting their children to use the language as an asset for a head start in the education race. English speaking parents, attracted by the language and its culture and wanting to give a head start to their monolingual children, as the world of business, and of science is multilingual. Schools and school principals are …

Academic And Community Identities: A Study Of Kurdish And Somali Refugee High School Students, Franco Zengaro, Mohamed Ali, Sally Zengaro
Journal of Research Initiatives
This research examined the experiences of 11 high school students and their academic and social experiences in the U.S. using identity and agency in figured worlds. We collected data through interviews and field notes and analyzed them using constant comparative analysis. The findings revealed two main themes: the importance of continuity in promoting and maintaining a positive academic environment and the importance of support in creating positive identities. In addition, there was a strong awareness between being accepted, recognized, and encouraged at school and feeling accepted as a Muslim student. In the end, the participants experienced two different realities which …
Professional Development Data: A Review Of Action Research And Data Analysis And Its Implications For Special Education, Jennifer Lee Suppo
Professional Development Data: A Review Of Action Research And Data Analysis And Its Implications For Special Education, Jennifer Lee Suppo
Journal of Research Initiatives
In today’s world of accountability and budgeting constraints, schools are examining how they get the most “bang for their buck” in the area of professional development experiences. Professional development has traditionally been used to keep teachers and administrators abreast of current teaching strategies. In using the traditional model of professional development, typically the school or district would have a speaker, who was knowledgeable on a random topic of education, come in and conduct a one-day seminar. More often than not, there was little accountability to this traditional model; little if any data was taken to see if the knowledge obtained …

Using The Culturally Proficient Continuum To Evaluate The Cultural Relevance Of Gifted And Talented Programs, Lisa Thompson, Lisa D. Hobson, Patricia A. Smith, Tyrone Tanner
Journal of Research Initiatives
This study examined the gifted and talented (GT) curriculum of a suburban school district in a southwestern state through the lens of Lindsey, Robbins, and Terrell’s (2009) Culturally Proficient Continuum (CPC) model. The study sought to determine if the district’s GT curriculum and program activities supported cultural proficiency, utilized any of the six CPC levels within the curricular and program practices, and examine how using the CPC model to evaluate other GT programs could be used. The primary evaluation sources used for collecting data for this study were: (a) document reviews, (b) inspection of school district external communication and (c) …

Realizing The Dream: African American Males’ Narratives That Encouraged The Pursuit Of Doctoral Education, Ted N. Ingram
Journal of Research Initiatives
This article used personal narratives to discover factors affecting the decision of African American males to consider doctoral education. This study was based on qualitative interviews with 18 African American male doctoral students enrolled at predominantly white institutions as they reflected on their reasons for pursuing an advanced degree. The following were found to influence their decision: (a) need for faculty encouragement, (b) motivation to pursue a doctorate, and (c) their personal motivations. Recommendations are offered for increasing the numbers of African American male doctoral students.

A Phenomenological Study Of Cultural Responsiveness In Special Education, Kimberly M. Jones-Goods, Marquis Carter Grant
Journal of Research Initiatives
The purpose of this phenomenological study was to explore the factors affecting elementary teacher’s ability to understand the academic needs of their racially, culturally, and ethnically diverse special education students and the ways in which their values and beliefs influenced their use of culturally responsive practices in the special education classroom. This study revealed five major reasons for the disproportionate number of Black students in special education as perceived by three White teachers in North Carolina: (a) the inadequate coursework in teacher education programs regarding teaching strategies to effectively teach racially, culturally, and ethnically diverse (RCED) students, (b) the cultural …

A Latent Class Analysis Of School Climate Among Middle And High School Students In California Public Schools, Kris T. De Pedro, Tamika D. Gilreath, Ruth Berkowitz
Education Faculty Articles and Research
Research has shown that a positive school climate plays a protective role in the social, emotional, and academic development of adolescent youth. Researchers have utilized variable centered measures to assess school climate, which is limited in capturing heterogeneous patterns of school climate. In addition, few studies have systematically explored the role of race and gender in perceived school climate. This study utilizes a latent class approach to assess whether there are discrete classes of school climate in a diverse statewide sample of middle and high school youth. Drawing from the 2009–2011 California Healthy Kids Survey, this study identified four latent …

The Journey From Welcoming To Belonging: Stories Of A New Principal In A Latino Community, Corena Marasco
Journal of Catholic Education
From Catholic education’s inception in the United States, Catholic schools were established for the immigrant population and the leadership was successful at building enrollment with the high European immigrant populations. At this point in United States history, Catholic education is in need of innovative change, especially in regard to attracting the Latino community, the largest Catholic group, to Catholic schools. In this study, I detailed my own journey as a new, first time, first year, Catholic school principal in a 100% Latino environment, where I was welcomed by a Latino community, eventually leading me to a deep sense of belonging. …
Brotherhood, Social Justice, And Persistent Deficit Ideologies: Latino Students’ Experiences In An All-Male Catholic High School, Ursula S. Aldana
Brotherhood, Social Justice, And Persistent Deficit Ideologies: Latino Students’ Experiences In An All-Male Catholic High School, Ursula S. Aldana
Journal of Catholic Education
Declining Catholic school enrollment rates coupled with increasing numbers of Latino Catholics (in the US) have prompted Catholic leaders to interrogate how they can best engage and meet the needs of the Latino community (Ospino, 2014; Notre Dame Task Force, 2009). Much of this work focuses on how Catholic schools can attract Latino students and their families, but does not situate the Latino Catholic school student experience within the historical, economic and sociopolitical context. This paper interrogates the history and experiences of Latino students at Divinity High School (pseudonym), an all male Catholic high school that has historically served a …
Catholic Education For Mexican Americans In Los Angeles: A Brief Historical Overview, Eduardo F. Lopez
Catholic Education For Mexican Americans In Los Angeles: A Brief Historical Overview, Eduardo F. Lopez
Journal of Catholic Education
This article explores the historical development of Catholic schools for Mexican Americans in Los Angeles, California. A brief overview of events that span from the 1700’s to the 1940’s is provided. Particular attention is placed on examining the administration of Cardinal James Francis Aloysius McIntyre from 1948-1969. While his predecessor, Archbishop John Joseph Cantwell, was responsible for laying the foundation of Catholic education in Los Angeles and introducing several innovations, it was under the direction of Cardinal McIntyre that Catholic schooling experienced its most significant growth and evolution. A critical examination of this history reveals a complex and contradictory relationship …
