A struggle exists to engage in culturally relevant pedagogy (CRP) that authentically represents the voices and interests of all across the K–20 spectrum, from higher education institutions, to teacher preparation programs, and into U.S. classrooms. This article responds to Hayes and Juárez's piece “There Is No Culturally Responsive Teaching Spoken Here” by extending the conversation with the suggestion that one of the major problems in speaking CRP has to do with a disconnect between articulated commitments and actual practices. The examination of the relationship between race and education continues today as diversity across the country increases, while achievement scores remain stagnant or decreases. Among K-12 public education students in the United States, 7% are identified as gifted with ¾ categorized as Caucasian. Gifted students of color are a minority within an already minority community. English Language Learner Disproportionality In Special Education: Implications For The Scholar-Practitioner, Diana Linn, Lynn Hemmer

Journal of Educational Research and Practice

This study examined the representational patterns of English language learners (ELLs) receiving special education services in school districts in a southeastern Texas region over a 7-year period. Results indicated that although relative risk ratios have decreased over time, the region as a whole continued to show overrepresentation of ELLs in special education. Additionally, the percentage of districts demonstrating overrepresentation decreased by almost half over the 7 years. Drawing from developmental and cultural adaptation perspectives and using a longitudinal design, this study examined: (a) mean-level changes in Mexican-origin adolescents’ cultural orientations and adjustment from early to late adolescence; and (b) bidirectional associations between cultural orientations and adjustment using a cross-lag panel model. Participants included 246 Mexicanorigin, predominantly immigrant families that participated in home interviews and a series of nightly phone calls when target adolescents were 12 years and 18 years of age. Girls exhibited more pronounced declines in traditional gender role attitudes than did boys, and all youth declined in familism values, time spent with family, and involvement …

English language learners (ELLs) are the fastest growing segment of the U.S. school population, which means schools are hiring significant numbers of new ESL (English as a Second Language) teachers. This burgeoning pool of ESL teachers must be supervised by administrative staff, and the stakes are considerably higher now that teacher-evaluation policies frequently require teachers to make the grade or lose their jobs. The study examined the placement of faculty on the Continuum of Multicultural Sensitivity at two rural higher education institutions located in the Appalachian region, which includes the states of Maine, New York, Pennsylvania, West Virginia, North Carolina, and Georgia. This placement determined whether there were any significant differences among faculty members based on age, race, gender, income level, educational level, length of time at the institution, length of time in higher education and tenure. Mexican Immigrant Families Crossing The Education Border: A Phenomenological Study, Sandra Ixa Plata-Potter, Maria Rosario De Guzman

This phenomenological study examines Mexican immigrant parents’ experiences of helping their children navigate and succeed in school and their perceptions regarding differences between the U.S. and Mexican educational systems. Findings highlight parents’ challenges in helping their children succeed in a new and unfamiliar school system and the often serious implications for the success of their children. Challenges identified include language barriers, difficulties in understanding and dealing with unfamiliar rules, requirements and expectations for children, and feelings of ineptness in unfamiliar territory. Findings also highlight the importance of cultural resources in response to challenges. Educational and programming implications are discussed.

This exploratory study investigated teachers' cultural competency and their students' engagement within international high schools located in Hong Kong. Cultural competency is defined as a combination of knowledge about cultural groups as well as attitudes towards and skills for dealing with cultural diversity (Betancourt, 2003). The literature indicates that cultural competency will continue to play an increasingly important role in the professional work place as culturally diverse people become more interdependent. This mixed methods study investigates how the design of the curricular system of one Colorado school district contributes the racial test score and racial college preparedness gaps in mathematics. The researcher examined this issue through a mixed methods design using Critical Race Theory (CRT) as the overarching theoretical framework supported by Yosso's (2002) Critical Race Curriculum. A growing interest in Two-Way Bilingual Immersion (TWBI) programs has led to increased attention to bilingualism, biliteracy, and biculturalism. This article describes the writing development in Spanish and English for 49 kindergarten students in a 50/50 Two-Way Bilingual Immersion program. Over the course of an academic year, the authors collected writing samples to analyze evidence of cross-linguistic resource sharing using a grounded theoretical approach to compare and contrast writing samples to determine patterns of cross-linguistic resource sharing in English and Spanish. Objective—This randomized trial of a family-focused preventive intervention for Mexican American (MA) adolescents evaluated intervention effects on adolescent substance use, internalizing and externalizing symptoms, and school discipline and grade records in 8th grade, one year after completion of the intervention. The study also examined hypothesized mediators and moderators of intervention effects. Method—Stratified by language of program delivery (English vs. Spanish), the trial included a sample of 516 MA adolescents (50.8% female; M =12.3 years, SD=.54) and at least one caregiver that were randomized to receive a low dosage control group workshop or the 9-week group intervention that included …

This thesis aims to investigate the issues surrounding California's Proposition 227, an important language policy passed in June of 1998 which drastically limited bilingual education. This proposition requires that all public school systems be in English only. Using a method known as Critical Discourse Analysis, this study exposes the underlying bias embedded in the discourse of newspaper articles from: the Los Angeles Times, the Orange County Register, and the Sacramento Bee. In this article the authors describe efforts taken by a small southern California school district to develop and implement an innovative, research-based English Language Development program to address a growing concern over long-term English Learners (LTELs) in their district. With support from the Weingart Foundation this afterschool program served 3rd and 7th grade LTELs between 2008–2011 to accelerate language and literacy acquisition and prevent prolonged EL status. Program evaluation results indicated that the intervention was associated with improved English language proficiency as measured by the California English Language Development Test. This study uses data from the child and adult components of the 2001 Canadian Aboriginal Peoples Survey to examine what factors are related to speaking an Aboriginal language and how speaking an Aboriginal language is related to school outcomes. Even after controlling for child and family factors (age, sex, health status, household income, number of people living in the household, and living in an urban or rural area), speaking an Aboriginal language was associated with positive school outcomes for young children aged 6 to 14 years old if they learned the language in school, but a lower likelihood of having …

The purpose of the current investigation was to examine the relationships among a range of specific barriers and facilitators of parent involvement and a variety of types of school involvement within a diverse group of immigrant parents of English Learners (ELs) in four elementary school districts. In-home types of educational involvement such as monitoring homework and asking children about their school day were the most commonly reported behaviors, and utilizing community resources was found to be the least common type of parental involvement. This study examined the question of how the qualities that arise from the practice of traditionally East Asian disciplines such as Zen and related martial arts might be effectively applied to dyadic interactions. Long-form interviews of about 40 minutes each were conducted with academics who have studied these topics and with expert practitioners who have extensive direct experience. Most subjects had significant cross-cultural experience, having studied and/or practiced in both the U.S. and in Japan. This reflection explores the collision of anthropology and civic engagement, a combination that has come to define my senior research. My fieldwork at educational NGOs in Northern Richmond and Northern Ghana caused me to question the local relevancy of NGO management strategies. How can white, middle class teachers appropriately improve educational outcomes for low-income black students in Richmond? Is compulsory education appropriate training for Ghanaian farmers? Academic theories criticize “development” for furthering power against the oppressed, while the qualitative work of NGOs is quantified to fit the needs of grant writers.
