Since the U.S. Supreme Court's controversial and historic 1988 Hazelwood School District v. Kuhlmeier decision, the debate over whether high school newspapers should have First Amendment protection and rights has been waged from one end of the country to the other. Many principals hailed the decision as giving school administrators the responsibility they should have by putting "the high school press in its proper relationship with principals" (Dickson, "How Advisers View" 2). This dissertation explores the critical role played by the Norfolk Virginian-Pilot newspaper's editor, Lenoir Chambers, in moderating public opinion during Norfolk, Virginia's, 1958/1959 public-school closing.

In 1958 the nation's attention was focused on Norfolk. In an attempt to stymy judicially mandated integration, Virginia's Governor J. Lindsay Almond, Jr., supported by the powerful political organization of United States senator Harry Flood Byrd, Sr., ordered the city to close its public schools.

Norfolk was a major urban area. Over ten thousand students were displaced by the state action; and four months after the closing, three thousand students were still receiving no education. …

Parcells (1985; Parcells & Hadwiger, 1984) data from a census survey of every commercial radio station manager in five states (Illinois, Wisconsin, Indiana, Missouri, and Iowa) to ascertain entry-level skills, long-term success characteristics, and advice for success in radio careers indicated that a reorientation of broadcast education was in order. Essentially, it challenged higher educators to respond by revising curriculum, instruction, textbooks, advisement, and overall subject matter to reflect the "new reality" of the communication industry. Identification and selection of a speech-language caseload in the school setting can be a challenging task. The initial stages of caseload selection are usually in the form of a screening procedure. Although speech-language information is gathered at that time, information about its relationship to each student's academic status is usually not obtained. Such information would be useful in a setting that requires the provision of special education services to be justified from a basis of academic need.

This project discusses use of The Point, a recorded story of songs and narrations, as a TESOL tool. A brief summary of the story line is provided followed by why the author feels it has valuable TESOL application. Actual case studies, in which The Point was used, plus suggestions towards classroom applications are presented.

The following materials are included: letters to students which introduce The Point; a transcription of the recording; a comic book; a do-it-yourself dictionary; a cassette recording of The Point and an animated film suggestion.

The project encourages creative thinking and creative teaching.

Problem. There are virtually no model designs available for television complexes to meet the needs of private colleges and universities. These institutions must meet educational specifications for new or remodeled complexes within strict limits in space and money. The purpose of this study was to develop a model complex and administration of a cost efficient design.

This paper describes eleven speaking projects which have been developed around the beliefs that a conversation class is successful when:

- the focus is on the students talking, not the teacher talking

- the atmosphere is non-threatening

- the material is personally relevant

- the students use each other as sources of correction

Each project is comprised of two separate speaking activities. The first uses teacher-prepared material. The second consists of four steps in which students: (1) in groups, create material modeled after the teacher-prepared material, (2) have it checked by the teacher, (3) use it with the whole class.

Communication with the public is an essential facet of any school-community relations program. This study examines both external and internal communication methods. Before a school district can have a purposeful school-community relations program, the internal communication of the school personnel needs to be working effectively.

The survey used for this field experience was developed by the writer to determine the effectiveness of the Casey School District's school-community relations program. This telephone survey consists of eleven questions concerning an awareness of school news. One hundred people were randomly called and asked to respond to the survey.

This study was conducted to develop and examine a procedure for testing and analyzing the speech intelligibility of preschool children through the use of a phonetically balanced pictured word list, confusion matrices, and computer analysis. Four subjects and 15 listeners were used to obtain data on perception of sound production. The results indicate that use of this procedure differentiates varying speech intelligibilities and allows for effective analysis of sound production parameters as they pertain to speech intelligibility.
