Of the eight major programs mentioned in Thailand's Eighth National Education Development Plan (1997-2001), one is aimed at developing human capability in the areas of science and technology. This is to address the fact that the teaching of technology in Thailand is lagging behind the technological changes of the last decade. Part of this reform effort is the development of conceptual based learning activities in science and technology for 12 to 15-year old students. The purpose of this literature review is to examine what research and theory has informed us about using information and communication technologies (ICT), specifically the Internet, to support K-12 instruction. In the fall of 2000, 77% of K-12 classrooms in the United States has at least one computer with Internet access (Cattagni & Farris, 2001). This number has surely risen especially as programs such a E-rate, funded by the federal government, provided billions of dollars to schools for the purpose of establishing Internet connections (see www.fcc.gov/learnet).

As science educators, we must view the changing nature of society brought on by technology and the global nature of society as an impetus to reexamine the nature of science instruction. We have been bestowed with the responsibility to educate students on a variety of topics that less than two decades ago did not exist. Many of these social issues are controversial in nature and are directly linked to the local, regional, national, and global communities in which we exist. IN CYBERSPACE instructors are more exposed, vulnerable, and less able to retain a veil of superior knowledge and expertise that has given scholars a sense of identity. We can, however, deepen our understanding, authentically practice the disciplines that we love, and enter new relationships to the learners who entrust themselves to our care. This I learned from faculty I consulted at the University of Vermont. And this is how technology can influence--and further--the aims of education.

In an earlier commentary (Kong, 1999), I raised the issue of distance from the 'centre' as a barrier to a researcher's participation in the academic circuit, despite the advent of technology and the possibilities it brings of decreasing relative distance. In this commentary, I wish to focus on what technology may and may not do for teaching and learning, and thus to balance some of the overstated claims about the imminent replacement of classrooms and lecture halls with virtual campuses.

Most people associate precision farming or site-specific management with the global positioning system (GPS). It is used to locate the antenna of aGPS receiver on Earth. GPS provides the opportunity to record a set of geographic coordinates that specify a particular field location. Therefore, field data collected using GPS technology is georeferenced. Processing of these data is complicated, and software packages designed for precision farming applications have built-in capabilities to interpret the GPS receiver output. The instructional technology community is in the midst of a philosophical shift from a behaviorist to a constructivist framework, a move that may begin to address the growing rift between formal school learning and real-life learning. One theory of learning that has the capacity to promote authentic learning is that of situated learning. Computer technology has developed within the last decades with many advancements which require intellectual property protections. This thesis addresses the need for the legal protection of software by the vast body of copyright laws. This thesis examines the history, nature, textual and practical compositions of copyright laws and their adaptability to computer technology. The thesis further analyses the scope of copyright protection with emphasis on the Computer Software Copyright Act of 1980 (CSCA), the regime of international conventions for the protection of software as well as other statutory protections for the owners and users of the software. The survey was initiated by Western Washington University Extended Programs with the goal of exploring the kinds of inservice training needed by science teachers in the Olympic ESD. It is our privilege to share with you the First Decade Report of the Illinois Mathematics and Science Academy, an educational laboratory engaged in serious inquiry about critical issues of teaching and learning.
Ten years ago, IMSA opened its doors with 210 students, 12 faculty members, 21 courses, no residence halls, no computers, no external programs, many unanswered questions and an uncertain future. During our early years, we faced many challenges; these strengthened our resolve and deepened our commitment to transform teaching and learning in mathematics, science and technology.

First, this essay details the technical elements required to set up a computer for Web-surfing, then it discusses the rationale for a Web-browser component in Culture and Civilization courses. The first part of this study (the technical portion) is geared specifically toward teachers with little or no familiarity with the Internet and the World-Wide Web. In the second part of the article, the applied-pedagogy aspects of Web-browsing are provided for all colleagues in the profession, proficient or not in cyberspace surfing. McMillan Magnet Center is located in urban Omaha, Nebraska, and specializes in math, computers, and communications. Once a junior high school, it was converted to a magnet center for seventh and eighth graders in the 1983-84 school year as part of Omaha's voluntary desegregation plan. Now 'the ethnic makeup of the student population is about 50% black and 50% white, with a few other minorities. This document seeks to archive McMillan's success in its mission to become a technology magnet school, including nationally recognized achievements in ~ethnology integration and Internet connectivity. This paper reports on the use of a multimedia journal to enhance a subject in technology education. The subject was delivered to preservice teachers studying to be primary school teachers. The multimedia journal was used to assist in the delivery of the subject and to record the progress made by students. It is argued that multimedia used in this manner complements and extends upon the teaching program and becomes an integral part of the learning process.

These case studies were commissioned by the Virginia Department of Education during the development of the State Master Plan for Technology. The case studies complement an exhaustive review of the literature also conducted during the development of the Master Plan for Technology. The information found in these case studies makes it possible to approach technology decisions at the school level with a healthy blend of informed instinct and analytical deliberation.

Advocates for improving science literacy have focused much attention on the negative impressions about science and scientists held by many Americans. The image of scientists as 'nerdy' bespectacled men in laboratories has been related by some researchers to people's lack of interest in pursuing science. This thesis analyzes one component of a program aimed at changing that stereotype. The Science-By-Mail (tm) program at the Museum of Science in Boston was designed to give students a more inclusive image of scientists. The Research reported in this paper focuses primarily on the shot term question, "Do learning technologies effect student learning?" It utilizes a meta analytic technique to review comparative studies of differing technologies under different conditions.
A study had to meet the following criteria to be included in this analysis: It 1) took place in a classroom; 2) had a control and treatment group structure; 3) was free of major methodological flaws, and 4) provided either an effect size or the data to calculate one. The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment.
