This study was set to investigate how WhatsApp Messenger supported learner-centred teaching and learning. Specifically, the study evaluated the level of exchange of scholarly information resources among students through WhatsApp Messenger, determined how WhatsApp supports learner-centred learning and assessed challenges influencing students when using WhatsApp Messenger in teaching and learning. The study involved undergraduate students and instructors at the Department of Records and Information Studies. It employed random sampling techniques in selecting students and purposive techniques in selecting instructors to be included in the study. This platform assists instructors with selecting current, quality, affordable material, and supports learning analytics by providing engagement data in Canvas. The University of Nebraska Provost office has funded an initial series of grants to support open educational resources (OER) initiatives at the Lincoln, Kearney, and Omaha campuses for several years. The emergence of information technology has brought a drastic change in the role of university libraries. University Libraries play key role in supporting e-learning implying that Library and information science personnel can significantly assist in the integration of information resources in the process of electronic learning. The study explored the several dimensions of eLearning used by Indian Higher Institutions and presented insight into current eLearning pedagogy, infrastructures, services, and perceptions during the Covid-19 Pandemic. The study's findings reveal that Indian Academic institutions are unwilling to shift to the online mode for teaching, learning thoroughly. This study views the Asian research performance in e-learning during 1996-2018 from the number of documents, citable documents, citations, and self-citations along with the citations per document and Hirsch index. It also measures the correlation between the six research indicators and the four country indicators commonly associated with research performance of some countries, i.e. the Gross Domestic Product per capita, Research and Development expenditure along with the numbers of university and internationally indexed journals. A team of four people administers the UNL institutional repository (https://digitalcommons.unl.edu), which is one of the largest (109,000-plus full text items) and most-accessed (over 62,000,000 downloads) in the United States. The team also administers a robust library publishing program with over 80 scholarly monographs and 12 peer-reviewed journals. A recent focus of the program has been open educational resources, partnering with scholars to identify or create free online learning objects.
