This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.

In a series of books and articles, Robert Putnam outlined his famous "bowling alone" theses of declining civic participation, which he attributed in considerable part to television and other alternative leisure time pursuits. Putnam also acknowledged the possibility of other possible factors. This presentation identifies two such possibilities that coincide with the decline Putnam noted, - national security and suburbanization - as well as more recent and more ambiguous, technology-related factors contributing to declines in civic participation.

The recent accounting scandals have highlighted the critical role that investor confidence in the accuracy and lack of distortion of accounting data plays in the health of capital markets and, indeed, the whole economy. The legal and moral culpability of top-level company managers (as well as auditors) is an issue that will be addressed by the nation in the coming months. The balanced scorecard has been referred to as the management innovation of the century, and extensive articles have been written using case studies of organizations that use this performance measurement system. This article addresses the key issues of design and implementation with a step-by-step guide to how to design a balanced scorecard and lessons to avoid implementation problems in government and nonprofit settings.

Basic administrative procedures are similar in rural and urban areas. Even so, rural human service administrators are often not prepared for the many roles they must assume in small and underfunded rural agencies. The roles may include personnel director, budget officer, accountant, fundraiser, supervisor, building and maintenance supervisor, volunteer coordinator, group developer, community organizer, public educator, policy analyst, and director of public relations and marketing.

As increasing numbers of organizations adopt the balanced scorecard (BSC) to align strategy with operations and measure progress toward meeting strategic goals, the importance of successful communication of the scorecard throughout the organization has become apparent. Successful implementation and effective use of the BSC occurs when organizational stakeholders recognize its role, use, and benefits. In the March/April 2003 issue of Cost Management, we detailed how Bridgeport Hospital, a member of Yale New Haven Health System (YNHHS), adopted the BSC and used the scorecard to align capital investment decisions with strategy.1 In this article, we will profile how the hospital designed …

In an era where intercollegiate athletics departments are increasingly reliant on and successful in obtaining charitable donations, three fundamental questions surrounding charitable contributions to educational institutions were empirically examined. Who gives to educational institutions in support of academic and athletics programs? Does the improved performance of athletic teams influence both types of giving to educational institutions? Does increased giving to athletics have a negative impact on charitable giving to educational programs at the same institution? This 2004 edition of Foundations in Wisconsin marks the 23^rd release of the print directory and the 4^th year of the online version. The directory is designed as a research tool for grantseekers interested in locating information on private, corporate, and community foundations registered in Wisconsin. Each entry in this new edition has been updated or reviewed to provide the most current information available. Most of the data was extracted from IRS 990-PF tax returns filed by the foundations. However, additional information was obtained from surveys, annual reports, and foundation Web sites.

The purpose of this article is to bolster the government auditor's ability to detect procurement fraud through the use of information technology (IT) tools in performing more sophisticated data analytics and effective audit testing. The article primarily focuses on fraud detection. The government auditor should customize the application of general fraud detection principles to specific facts and circumstances and use sound professional judgment. Procurement fraud detection tests may help identify fraudulent activity and also inefficiencies, waste and abuse.

Toyota again topped the annual J. D. Power and Associates quality study released in late May of 2002. Toyota scored the highest mark ever with l 07 defects per l 00 vehicles, while Honda came in second with 113 defects. The study was based on responses of approximately 65,000 new car owners queried during their first 90-days of ownership.

These results do not surprise us, as we have been fortunate to make numerous sojourns to the Toyota plant in Georgetown, Kentucky, and observe the manufacturing processes. These trips were normally facilitated by a former Japanese student of ours, Minako Yanke, …

The research on organizational framing and the metaphor of institutional “thinking” highlight the ways that social problems organizations shape the ameliorative services they deliver. Social problems work then perpetuates representations of problems that may not match the conditions clients face. This study extends social problems literature to argue that organizations sometimes “think” differently about the problems they intend to solve than do persons involved with these problems in everyday life. Using ethnographic research and interviews, this article contrasts the way in which animal sheltering, as an institution, frames the problem of unwanted animals with how the public interprets that problem. …
