Prior to the passing of the County Unit Law by the West Virginia Legislature in 1933., a number of school districts were transporting children to public schools in the interest of both economy and better school opportunities for the children. By 1933 it was apparent to all that the only way to meet the demands for economy through consolidation of schools was by means of pupil transportation. The school year 1934-35 was the first year when all counties in West Virginia reported the transportation of pupils at public expense. Stability and progress are among the most important factors for study in an economic analysis of the aircraft manufacturing industry. Stability of an industry of such critical importance reduces the extreme dislocations associated with a free enterprise economy during business cycle fluctuations. Stability contributed to the maintenance of a high level of gross national product, employment, and income at local, regional and national levels of the economy. This study seeks to determine the habits, cost, and type of insurance carried by various business firms in Pittsburg; their recommendations to the industry and to individuals who may enter or teach the subject of insurance. The business firms included in this study were limited only to locally-owned small business firms, excluding chain or large service organizations. Fifty business firms have been selected as a sufficient number to supply the information forming the basis for the study, including fourteen different types of business. Savings aggregating millions of dollars annually have been made possible.by fundamental improvements of a Government-wide nature and the modernization and streamlining of accounting methods and systems of individual departments and agencies. The impetus for instituting these changes in fiscal procedures was provided in the recommendations of the Hoover Commission as submitted to Congress February 15, 1949.

The pilot installation, or "guinea. pig", was the Military Sea Transportation Service, a military agency within the Navy Department to which the author had been assigned as Assistant to the Comptroller after recall to active duty in November 1950. This material is presented in …
