The purpose of this study was to identify the specific problems currently hindering Air Force logistics support of COTS computer equipment and to recommend a support concept to overcome these problems. These objectives were accomplished with a literature review and a survey of logistics support experts. The survey asked the experts to identify problems hindering logistics support of deployable COTS computer equipment and to rank associated logistics support elements in order of importance. One hundred surveys were sent out and thirty- three were returned. Data analysis indicated that the logistics support elements that are most problematic for the logistics support …

This thesis is an in-depth study of the intransit segment of the United States Air Force reparable pipeline. Previous research has not adequately discussed the role of the intransit segment in the overall pipeline. As a result, this thesis identifies the characteristics of this particular segment by discussing the following topics: various intransit components, reparable asset flow times, intransit's role under two-level maintenance, intransit constraints, and data sources used to manage asset movements within the pipeline. The goal of this research was to develop an instrument capable of measuring empowerment, and provide recommended general strategies on how to create an empowered organization. This goal was accomplished by developing a pilot questionnaire based on seven dimensions of empowerment discussed in Major Wayne G. Stone's unpublished article Empowerment: Keeping the Promise of the Total Quality Revolution. Each dimension of empowerment was subdivided into measurement parameters, with behavioral statements developed to describe these parameters. In an effort to improve the management feedback in operational contracting squadrons, this research concentrated on the development of an alternate method to measure operational contracting performance. Specifically, the research investigated the use of Data Envelopment Analysis (DEA) to measure the productive efficiency of 45 operational contracting squadrons. Operational contracting managers were surveyed to identify critical resources to and outputs from the contracting process. Based on this survey, four inputs and five outputs were included in the DEA model. The DEA was executed for each contracting squadron under study. The purpose of this study is to determine if a commercial computerized vehicle routing program improves vehicle utilization for an Air Force base transportation organization. First, the researchers investigate current routing procedures of Air Force base transportation organizations. Second, researchers identify a commercial computerized vehicle routing program that enables the authors to conduct a comparison of vehicle utilization rates between an Air Force base transportation organization and commercial computerized vehicle routing programs. The study reveals that implementing a computerized vehicle routing program in place of a manual routing procedure does not improve vehicle utilization. However, the study reveals some limitations …

Theories of goal setting and empowerment seem to align with some of the responsibilities assumed by matrix project managers. The research problem was to determine whether will-functioning government matrix organizations owe their effectiveness to a project-oriented matrix organization structure, or to good goal setting and empowerment practices by managers. This study compares spacelift vehicle users' and providers' perceptions of critical spacelift vehicle characteristics and capabilities. The researchers conducted a mail survey of military, commercial, and civil spacelift vehicle users and providers to determine a criticality rating for each of the 22 characteristics and capabilities identified through a literature review. Primary results of the study indicate: (1) the three most critical characteristics and capabilities are reliability, launch cost, and resilience; (2) the three least critical characteristics and capabilities are man-rateable, reusability, and gross lift-off weight; (3) only launch cost has a significantly different mean 'criticality rating among spacelift vehicle users …

This thesis produced a model of the Army airdrop segment of the Pope AFB deployment system. The original intent was to model the entire system and simulate the simultaneous deployment of the 23rd Wing and 82nd Airborne Division; however, time constraints and incomplete data forced a reduction in scope. The study provides an excellent foundation for further research into the use of simulation to develop a generalized deployment sizing model. This study analyzes the career progression rates of civilian graduates from the School of Logistics and Acquisition Management of the Air Force Institute of Technology (AFIT). The sample includes all civilian AFIT graduates who are currently working for the Air Force Materiel Command (AFMC). Actual promotion rates of the AFIT graduates are compared to promotion rates for two comparison groups: AFMC civilians with a master's degree from a civilian institution; and AFMC civilians with a bachelor's degree but no graduate degree. This study analyzed survey responses of 290 Navy pilots and Naval flight officers (NFOs) regarding their perceptions of technology's ability to replace the NFO in typical combat missions carrier-based aircraft are tasked to perform. The study is a follow-on to a similar USAF effort conducted with pilots. The objective of this study is to provide operator input to the critical crew complement issue. The SBSS is currently run in a mainframe environment; however, the current hardware contract will be reviewed in 1997. Although this system has proven successful in many manufacturing settings, it has potential limitations due to the sequential heuristic process by which it schedules constraints. This thesis examined to what extent theoretical threshold models are used to establish cost and schedule variance thresholds on Department of Defense (DoD) major program contracts and identified how these thresholds are actually established. First, numerous theoretical methods for establishing variance threshold including the accounting approach, the statistical process control approach, and the Dyckman and Kaplan models were investigated and assessed. Interviews were then conducted with a sample of DoD and civilian defense contractor personnel who had first-hand knowledge of the establishment of cost and schedule variance thresholds. Much effort has been expended trying to understand the reasons why employees voluntarily quit their jobs. In 1990 Barry Gerhart, of Cornell University, proposed a turnover model which included tenure, unemployment rates and cognitive ability as factors which influence the turnover decision. The purpose of this thesis was to validate Gerhart's model using turnover data from a sample set of 329 enlisted Air Force members up for reenlistment in 1984. This study tested the generalizability of Bass's theory of transformational leadership to employees of a company in the Dominican Republic. A Spanish translation of Bass's Multifactor Leadership Questionnaire (MLQ) was used to assess the leadership styles. The factor structure for Dominican workers was not identical to the structure observed in United States samples. Nevertheless, the pattern of results followed rather closely the pattern observed in United States samples. Consistent with research conducted in the U.S., subordinates who had transformational leaders reported more satisfaction and effectiveness and greater effort and organizational innovativeness than subordinates who had transactional or laissez faire leaders. …

Materialism has been called the most significant macro development in modern consumer behavior. Despite its importance, research about the construct is rather new. Two scales have been developed to measure materialism, one proposed by Belk, the other by Richins and Dawson.

The purpose of this dissertation is threefold. First, it extends the materialism research program by investigating the relationship between materialism and one's self concept. Hypotheses which drive the research posit that people who are more materialistic have lower self-esteem, are less likely to be self-actualized, are extrinsically rather than intrinsically motivated, and are likely to be high self-monitors. Three hundred and forty members of the administration and finance departments in a loc~l university participated in a study designed to examine the relationships between leadership style (transformational, transactional, laissez-faire) and job satisfaction, rated leader effectiveness, effort, group cohesiveness, performance, group effectiveness, organizational involvement, role clarity, role conflict, intent to turnover, and absenteeism. Correlation and regression analyses indicated that transformational leadership often is associated with improved levels of important work outcomes. In addition, regardless of leadership style, followers high in charisma are more satisfied when their leader demonstrates a lower level of charisma. The purpose of the study was to examine how a shift in elements of organizational culture impacted attitudes toward job satisfaction in a medium-sized, consumer-owned electric utility over a period of 13 years. The unit of analysis was a municipal utility distributing electrical energy to approximately 27,000 customers. Data collection included the Science Research Associate Employee Inventory, a review of the organization's documents, and a subjective Job Satisfaction Questionnaire. The research question for this study asked if the Job Specifications Inventory (JSI) had acceptable internal reliability and an ability to differentiate among occupational groups. The JSI was designed to have subject matter experts rate the importance of skill, content, context, relationship and work focus requirements of jobs or occupations. The JSI used a taxonomy of 268 behavioral elements derived from the content analyses of satisfying achievements reported by a large, diverse clientele. A clinical-type behavioral consistency method was used to extract performance dimensions from clients' achievements to build the taxonomy.
