Sales taxes have been a much-depended on source of revenue for local governments since the early part of the 1900’s. Southern Nevada local governments rely relatively heavily on sales and use taxes for a source of income. In 1998, the United States Congress passed an Act that imposed a moratorium on Internet sales tax collection until October 2001. With the explosive growth in Internet sales, the issue of the failed collection of an Internet sales tax has come to the forefront of local government finance discussions.

A primary challenge of the AFIT Mission Resource Value Assessment Tool is to approximate a given preference curve with integer valued mission ready resources. This thesis evaluated four candidate methods of accomplishing this approximation. The thesis evaluated the implementation of the integer estimation approximation from a purely mathematical perspective. The models were measured against six quality and error measurement standards: convergence on an endpoint, convergence on any interior integer points, characterization of the overall error between the sequence of integer coordinates and the real valued linear function and characterization of the error in each individual dimension of the problem space. …

An Investigation Of The Association Between Auditor Switching And Negative Information, Michael Morris Grayson

This study investigates the premise that certain types of negative information are associated with auditor switches. A data set of 305 auditor switches from 1976 to 1994, extracted from the Compustat data base (limited subscription), was analyzed using tests of proportions and nonparametric sign tests. The data set consists of negative information extracted from the switching companies' income statements (i.e., net losses or extraordinary items) or calculated from the items extracted (i.e., net income adjusted to reverse the effect of extraordinary items).

The purpose of this study is twofold. The first objective is to conduct an empirical inquiry into the diversification benefits of exchange-traded funds. The second objective is to examine whether exchange-traded funds exhibit superior performance compared to their rival closed-end country fund and traditional index mutual fund. I document that American investors manifest their preference for WEBS as a substitute for closed-end country funds. While I find that WEBS satisfy their objective of following their home indexes better than their rival closed-end country fund, the two-factor model I employ indicates that, despite some diversification benefits, WEBS also maintain certain risk …

Fundamental Approach To Exchange Rate Modeling: Toward An Augmented Theory Of Purchasing Power Parity, Jianzhou Zhu

In this dissertation, I test the homogeneity and symmetry conditions of PPP by applying the Johansen multivariate cointegration methodology to quarterly data for six countries. I perform the tests in the framework of both a traditional version and an augmented version of PPP. The results of tests on the traditional version of PPP reveal that in all cases the theoretical PPP-vector [1, 1, −1] is not contained in the cointegrating space. This finding is consistent with that of existing literature and indicates the empirical failure of the homogeneity and symmetry conditions of PPP. However, when the traditional PPP is augmented …

The purpose of the present study was to test the invariance of a structural equation model of equal opportunity fairness (EOF) in the U.S. military across ethnic and gender groups. Military Equal Opportunity Climate Survey (MEOCS) data drawn from four distinct sociocultural groups in the military were tested on a model that fit the MEOCS data drawn from a sample of White men. A series of multi-group analyses was conducted on the established structural model using LISREL 8 (Joreskog & Sorbom, 1996) to determine whether data from sociocultural groups other than White males would fit a White male model. The Portsmouth Invitational Tournament is a four-day all-star basketball tournament featuring college seniors from across the United States. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. The Air Force currently spends approximately $ 10 million dollars annually on fuel support for the U-2 aircraft. The U-2 has used a jet fuel known as JPTS since the aircraft's development in the 1950's. JPTS is a specialty fuel used only by the U-2 and is produced by two oil refineries in the United States. As such, it has limited worldwide availability and costs over three times the per-gallon price of the Air Force's primary jet fuel, JP-8. In the past, the Department of Defense (DoD) has relied upon commercial software estimating tools. However, these tools are somewhat unreliable when it comes to estimating military systems, particularly Command and Control Systems. The purpose of this study was to develop a parametric model using linear regression to estimate software development costs for DoD Command and Control systems. Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost. This research investigated the influence of exercise activities, situational factors, and personality on the Air Force submaximal cycle ergometry test (SCET). Data were collected via a questionnaire administered to 209 active duty students and faculty assigned to the Air Force Institute of Technology during their required annual SCET. Stepwise multiple regression and ANOVA were used to find the proportion of variance explained by the significant predictors of SCET results for various subsets of the sampled population. For the group as a whole, self-reported test anxiety explained 24% of the variance in SCET results, while reported aerobic caloric expenditure during exercise …

A survey was completed by 362 active duty Air Force members in December 2000 regarding their perceptions of schedule predictability, work-family conflict, job satisfaction, organizational commitment, and intent to stay with the Air Force. Theory suggests that a program designed to create schedule predictability, the Expeditionary Aerospace Force (EAF), would moderate the relationship between predictability and intent to stay. Using Structural Equation Modeling (SEM), plausible evidence was found to support the idea that schedule predictability plays a role in intentions to stay via work-family conflict, job satisfaction, and organizational commitment.
