Succession Planning In The Federal Government, Christine Noel Roberts
Succession Planning In The Federal Government, Christine Noel Roberts
Doctoral Dissertations and Projects
Succession planning is a term that refers to the systematic and methodological efforts an organization uses to plan for organizational stability and proficiency. Organizations must provide employees the training, experiences, and knowledge required to assume positions of increased responsibility when those jobs are vacated. Agencies should strive to create a diversified pool of qualified candidates to avoid a talent gap, workforce shortages, or a loss of agency knowledge. Over the past fifteen years, the Federal Government has continued to highlight the need to take a proactive approach to succession planning by first identifying the skill sets needed for critical positions …

Evidence-Based Managerial Decision-Making With Machine Learning: The Case Of Bayesian Inference In Aviation Incidents, Aaron Glassman, Burak Cankaya, Kazim Topuz, Dursun Delen
Publications
Understanding the factors behind aviation incidents is essential, not only because of the lethality of the accidents but also the incidents’ direct and indirect economic impact. Even minor incidents trigger significant economic damage and create disruptions to aviation operations. It is crucial to investigate these incidents to understand the underlying reasons and hence, reduce the risk associated with physical and financial safety in a precarious industry like aviation. The findings may provide decision-makers with a causally accurate means of investigating the topic while untangling the difficulties concerning the statistical associations and causal effects. This research aims to identify the significant …

Organizational Preparedness Required For System Implementation, Kaitlyn Marie Mccollum
Doctoral Dissertations and Projects
Enterprise resource planning (ERP) systems are currently in high demand as organizations seek to streamline, synchronize, and synthesis operational information, efforts, and resources to make decisions swifter and operate more efficiently and effectively. As the results and benefits of system output are realized within the market, organizations seek to implement ERP systems but are not successful because their organizations are not prepared prior to implementing the system. As a result, organizations search for a roadmap or collection of best practices as a guide for organizational preparation prior to system adoption and implementation. But these materials are lacking within the industry. …

Sustainable Activity-Based Costing In A Small Flexible Manufacturing Environment, John Edward Schlaack
Doctoral Dissertations and Projects
This qualitative study was written to expand the understanding of the potential sustainable use of activity-based costing in a small flexible manufacturing environment. The research was designed as a multiple-site case study, targeting two diverse small manufacturers in this market segment. Information was gathered to develop an understanding of how these firms cost their products, captured base manufacturing data, and the impact their leadership had on the management of costing processes. The information was gathered from documents received and observations on the shop floor at each participant site. In addition, participants from different functions either directly impacting or indirectly influencing …

Yeutter Institute International Trade Policy Review
There is no doubt that the United States is losing out on market access. But one of the original goals of the Trans-Pacific Partnership (TPP) was for a rules-based trading regime in the Pacific, namely rules not written by China. Thanks to Australia and Japan that seems to be happening even with the U.S. no longer at the helm.
The Comprehensive and Progressive Trans-Pacific Partnership or the awkwardly nicknamed CPTPP is a Pacific trading bloc that consists of 11 countries, spanning the Pacific Rim, and includes Malaysia and Chile. The member countries represent 13% of world GDP. Once the UK …

Emotional Responses To Covid-19 Stressors Increase Information Avoidance About An Important Unrelated Health Threat, Christopher Gustafson, Kate Brooks, Syed Imran Ali Meerza, Amalia Yiannaka
Department of Agricultural Economics: Faculty Publications
The COVID-19 pandemic, like other crises, has had direct and indirect impacts on individuals, many of which have been negative. While a large body of research has examined the impacts of COVID-19 on people’s lives, there is little evidence about how COVID-19 affects decision-making broadly. Emotional responses to COVID-19-related stressors, such as illness and income loss, provide a pathway for these stressors to affect decision-making. In this study, we examine linkages between exposure to COVID-19-related stressors—focusing on temporally specific local case counts and loss of income due to the pandemic—and decisions to access information about antimicrobial resistance (AMR), another critically …

Authentic Credible Leadership: An Examination Of Jesus’S Leadership In The Farewell Discourses, Joshua D. Henson, Samuel Hemby
Selected Faculty Publications
This is a study of authentic credibility as demonstrated through John’s description of Jesus’ words and actions in the Farewell Discourses (John 13-17). Identifying the need for further research on the relationship between authentic leadership and credibility (Williams et al., 2018) and building from Kouzes and Posner’s (2011) six disciplines of leader credibility—discover yourself, appreciate constituents, affirm shared values, develop capacity, serve a purpose, and sustain hope—and Hemby’s (2007) on leader credibility, we espouse that moral foundations of authentic leadership promote leader credibility while not dimensioning the need for competence. After a thorough literature review on authentic leadership, the study …

(May 22, 2023) – As the saying goes, the grass is greener when goats are around. Kingsport, however, is more colorful thanks to a herd of goats frolicking around town.
New to Kingsport this year is a herd of uniquely painted goats that have taken the community by storm. The group is made up of 10 life-size fiberglass goats, each given a distinct design by a local artist. The sculptures made their debut at The Greatest of All Time (G.O.A.T.) Festival: A Celebration of the Arts, a three-day festival at the Kingsport Farmers Market earlier this year.

Understanding what makes governance 'good' or 'bad' has been impeded by construct ambiguity. Contemporary governance research has struggled to define 'governance' and related constructs such as 'ownership', 'agency', and 'management' in a way that clearly separates and distinguishes them. Often, the line between governance and management is so blurred that it is impossible to say what is good or bad 'governance' versus 'management'. Here we provide a systematic classification of key governance concepts in terms of their distinct economic functions. 'Governance', for instance, is the economic function of behavioural constraint. This allows us to state what 'good' governance is and …

(May 21, 2023) – The story is probably familiar to those who’ve taken an American or world history course. After the fall of Rome, a dark age descended on Europe until the Italian Renaissance reignited European minds. Those same Italians passed their inspiration to English protestants, who in turn brought ideas to the original 13 colonies in what would become the United States.
East Tennessee State University’s Dr. Brian Maxson plans to complicate that narrative in his upcoming book, “The United States Finds the Italian Renaissance.”
He’s receiving impressive support to accomplish the project.

Online and distance learning classes have been touted for the last several years as an innovation in higher education that should help improve the entrepreneurial growth mindset of students. However, the reported negative online learning experience of many college students worldwide during the COVID-19 epidemic has shown that many opportunities remain to improve the sustainable development and growth of online visual instruction practices. In this study, we outline and investigate a set of hypotheses related to the perceived usefulness and perceived ease of use (from TAM) of online video instruction in higher education courses during the pandemic. We employ grounded …

What is Diversity?
Diversity refers to the degree of differences in the composition of the workforce in terms of such constructs as race, ethnicity, gender, gender identity and expression, sexual orientation, religion, disability, age, national origin, language, or other social identities. Though there are certainly other types of employee differences worth assessing (e.g., acquired diversity characteristics, such as education, skills, personality, preferences, attitudes), the focus here is on inherent social identities, especially those that are related to differences in representation, power, and privilege. Note that diversity is a characteristic of a group, not an individual.

When the Tax Cuts and Jobs Act (TCJA) was passed in 2018, a lot of time and focus was placed on all the things that were changing quickly and the things that were 5-6 years out became back burner problems. Amazingly enough, we are now at the stage of the bill where things are starting to phase out. These changes will start to impact tax returns starting in 2023 and will continue increasing taxable income through 2025. The first change is the phase out of the Bonus depreciation. Considerations For Scaling A Social Enterprise: Key Factors And Elements, Clodagh O'Reilly, Lucia Walsh, Ziene Mottiar
Articles
The number of social enterprises has grown exponentially in recent times. International research regarding how social enterprises scale is starting to emerge and is becoming an area of increased focus. Due to their hybridity, social enterprises experience unique scaling challenges, and research has started to examine these experiences. This theoretical paper reviews existing literature on social enterprise scaling and, based on this, proposes a conceptual model for understanding the interdependent factors and elements social enterprises must navigate when scaling. The proposed conceptual model will provide a base for further empirical research. When validated, it will also provide a practical tool …

The Great Sell-Side Sell-Off: Evidence Of Declining Financial Analyst Coverage, Barry Hettler, Justyna Skomra, Arno Forst
School of Accountancy Faculty Publications
Purpose
Motivated by significant global developments affecting the sell-side industry, in particular a shift toward passive investments and growing regulation, this study examines whether financial analyst coverage declined over the past decade and if any loss of analyst coverage is associated with a change in forecast accuracy.
Design/methodology/approach
After investigating, and confirming, a general decline in analyst following, the authors calculate the loss of analyst coverage relative to the firm-specific maximum between 2009 and 2013. In multivariate analyses, the authors then examine whether this loss of coverage differs across geographic region, firm size and capital market development, and whether it …

On-farm experimentation (OFE) is increasing worldwide. Appropriate OFE procedures may differ depending on the characteristics and circumstances surrounding farms, such as climate, field conditions, farm size, degree of agricultural digitalization, and a farmer’s socioeconomic background. This study aims to guide the future development of OFE in Japanese grain farming by examining the experimental setup, data analysis, and farmers’ activities within their socioeconomic and institutional communication and learning networks. The results of this typical OFE case study, which estimates a field’s economicallyoptimal fertilizer variable-rate application map for winter wheat production, are reported. The outcomes of the case study, which are intended …
