The skills related to the use of information and communication technologies (ICT) were examined in this study within the context of eight communities with a high degree of vulnerability and diversity. The objectives of the study were: a) to conduct a diagnosis of thirteen competencies related to the use of ICT in eight Mayan-speaking communities in the state of Yucatan, Mexico, and b) to examine such variables as gender, marital status, and the education level of their parents. in relation to the degree of ICT among these youth.

Cybersecurity is a national concern for the United States, yet the cybersecurity workforce is currently understaffed. Military capability planning can be used as a framework to evaluate and establish cybersecurity workforce development models, such as the National Initiative for Cybersecurity Education (NICE) Framework. These models can be used in a way that provides the nation a methodology to enhance human resource capabilities and fill the cybersecurity workforce deficit. Unauthorized Data Access (UDA) by an internal employee is a major threat to an organization. Regardless of whether the individuals engaged in UDA with malicious intent or not, real-time identification of UDA events and anomalous behaviors is extremely difficult. Using inductive consensus-building, we examined prior research to develop an initial process model. (1) Problem Definition: Inspired by new developments in dynamic spectrum access, we study the dynamic pricing of wireless Internet access when demand and capacity (bandwidth) are stochastic.
