In this paper we consider the discrete time/resource trade-off problem in project networks. Given a project network consisting of nodes (activities) and arcs (technological precedence relations), in which the duration of the activities is a discrete, nonincreasing function of the amount of a single renewable resource committed to it, the discrete time/resource trade-off problem minimizes the project makespan subject to precedence constraints and a single renewable resource constraint. The ISO 14000 certification standard is a relatively new development. Based on the highly successful 1S0 9000 certification standard in quality, 1S0 14000 is oriented towards environmental performance. Since its release, the IS0 14000 standard has generated a great deal of discussion. Its rate of acceptance has not mirrored the rate previously observed for the 1S0 9000 standards. Since the concept of Environmentally Responsible Manufacturing (ERM) is relatively new, it is not surprising to note the lack of theory-based, empirically-validated constructs and measures. Such constructs and measures are critical to the development and growth of rigorous research in this area. This paper develops and assesses such constructs and measures. Drawn from an exhaustive review of both the quality and ERM-related fields, this study uses the constructs and measures drawn from the Total Quality Management area to develop ERM-related constructs and measures. This paper reports the results of a field study based project focusing on the new product design process within 11 American manufacturing fins. The findings reported indicate that the users exhibit strong differences. The users can be categorized into one of five major groups: innovators, early adopters, early majority, late majority and laggards. These groups strongly parallel the model of new product acceptance initially developed in the computer industry, as presented by Moore (1991). We present an optimal solution procedure for the resource-constrained project scheduling problem (RCPSP) with generalized precedence relations (RCPSP-GPR) with the objective of minimizing the project makespan. The RCPSPGPR extends the RCPSP to arbitrary minimal and maximal time lags between the starting and completion times of activities. The proposed procedure is suited for solving a general class of project scheduling problems and allows for arbitrary precedence constraints, activity ready times and deadlines, multiple renewable resource constraints with time-varying resource requirements and availabilities, several types of permissible and mandatory activity overlaps and multiple projects. This thesis examines the use of decision support system (DSS) technology within the U.S. Air Force's contracting source selection process. DSS technology has been shown to be an effective aid to complex decision processes such as source selection decisions and the possible effects of utilizing this technology are the focus of this study. Conclusions drawn from this thesis may guide the contracting community to readdress the possibility of implementing DSS technology within the source selection process. Most venture capitalists provide services to their portfolio companies beyond capital investment. Although these services form an important part of the bargain between the venture capitalists and the entrepreneur, they are rarely specified or even capable of specification in venture capital contracts. We describe a new exact procedure for the discrete time/cost trade-off problem in deterministic activity-on-the-arc networks of the CPM type, where the duration of each activity is a discrete, nonincreasing function of the amount of a single resource (money) committed to it. The objective is to construct the complete and efficient time/cost profile over the set of feasible project durations. The procedure uses a horizon-varying approach based on the iterative optimal solution of the problem of minimising the sum of the resource use over all activities subject to the activity precedence constraints and a project deadline. We review recent advances in dealing with the resource-constrained project scheduling problem using an efficient depth-first branch-and-bound procedure, elaborating on the branching scheme, bounding calculations and dominance rules, and discuss the potential of using truncated branch-and-bound. We derive conclusions from the research on optimal solution procedures for the basic problem and subsequently illustrate extensions to a rich and realistic variety of related problems involving activity preemption, the use of ready times and deadlines, variable resource requirements and availabilities, generalized precedence relations, time/cost, time/resource and resource/resource trade-offs and non-regular objective functions.

The purpose of this thesis is to develop a model to forecast civilian personnel inventory for the National Security Agency (NSA). Accurate prediction of personnel inventories will help the NSA with issues ranging from hiring, promotion, and ethnic/gender diversity to the development of cost-effective force reduction programs. The model must be capable of producing multiple-year forecasts of the NSA's civilian force structure with a minimum fidelity level that allows for break-out by years-of-service, career field, and grade. Manual consolidation of ideas generated in a Group Decision Support System meeting can be a lengthy, inaccurate, and dissatisfying process. The objective of this paper is to demonstrate how an automatic idea consolidation program can reduce the time needed by group members to aggregate comments, inaccuracies of these comment groupings, and dissatisfaction with the comment consolidation process. A case study comparing the program's results with those of two human subjects shows a time savings of 98.8%. Although the computer's comment groupings were not identical with those of the subjects, they were logically consistent.

An Examination Of Computer-Use Ethics In Hong Kong And The United States, Anthony M. Townsend, Michael E. Whitman, Anthony R. Hendrickson, Dail Fields

This study examines differences in individual ethical evaluations of computer-use scenarios between subjects in Hong Kong and the United States in an effort to better understand value differences that may be associated with differences in attitudes toward computer use expectations. Analysis indicates that although Hong Kong subjects generally take a more permissive view of ethical responsibility regarding computer use, they do not necessarily condone violations of ethical behavior. Results are discussed and implications for future research are addressed.

Using Group Decision Support Systems (GDSS) to enhance group work has been emphasized in several GDSS studies. Despite the volume of accumulated research, little attention has been paid to investigating the member training effects on group performance. Member training includes group task management techniques, such as constructive attitudes toward group task and decision-making by consensus. This empirical study evaluated the effects of using a GDSS and member training on group performance. The experiment found that groups with member training had better decision quality and GDSS groups demonstrated better decision quality.

Parallel subsystems within operational systems can improve system reliability, especially in areas of the system which are or may become weak links. The basic modes of operation of parallel systems include backup, operation under exceptional conditions, and functioning on a compare-for-equal basis to facilitate output quality. A parallel system classification scheme is presented as well as a description of a database which ties parallel subsystems to their corresponding operational systems.
