The State of the Fisheries document is designed as an essential supplement to the Annual Report to Parliament and provides a more detailed level of information to support the agency's non-financial performance measures.

By summarising management changes, compliance activities and research data such as landings, effort, catch rates, stock assessment and breeding stock levels, this document provides a valuable reference point for Western Australian fisheries of major importance to the commercial, recreational and aquaculture sectors. Experimental or commercial abalone aquaculture is being pursued in many countries with major investments in The United States, Taiwan, China and Korea as well as in Australia. The combined total abalone aquaculture production from China and Taiwan was reported to be in the order of 2,000 tonnes and continues to rise. As cultured ‘cocktail’ abalone are below the legal harvest size of wild abalone, there will be limited competition between aquaculture and the wild fisheries.

The Farm Service Agency (FSA) guaranteed loan programs are an important source of credit to production agriculture. The two major guaranteed loan programs are the operating loan (OL) program and the farm ownership (FO) loan program. Guaranteed loans insure payment to the lender of up to 95% of the losses in the event of borrower default. FSA has historically been involved in lending to farm operators via direct loans, but emphasis has changed over the last two decades to making guaranteed loans the primary source of FSA associated lending to production agriculture. The main text of this document concentrates on the costs of the proposed strategies, and the on-farm financial benefits from forecast production changes - in particular the production differences between the 'do nothing' and 'with strategy' scenarios.

Members of the catchment group indicated however that their main focus was on preserving their capital base. Hence some discussion of the values of land lost to salt and premiums/discounts for 'landcared' vs 'unlandcared' land appears later in the report.
