This final report presents the results of an independent, performance-focused review of the effectiveness of Farm Service Agency (FSA) Direct Farm Loan Programs (FLPs) as requested by the Office of Management and Budget (OMB) in the 2005 Passback for FSA. The study focuses on FSA’s direct Farm Ownership (FO), Farm Operating (OL), and Emergency (EM) loan programs.

Recruitment and retention of student employees are important considerations for any recreational sports department, large or small, because student employees impact both the quantity and quality of programs and services. This article proposes a strategy for establishing partnerships with academic departments to aid in the recruitment and retention of student employees. These partnerships benefit students, the recreational sports department, academic departments, and university student retention efforts. Following a description of this strategy is an example of a partnership that has been successfully established at one Midwestern university.

Just how important is irrigated agriculture to the Nebraska economy? This question was first addressed nearly forty years ago in a study conducted by Drs. Theodore W. Roesler and F. Charles Lamphear, University of Nebraska Department of Economics. This initial study was updated in 1972 and, again, in 1991. The latest update study for 2003 was recently completed by Dr. Charles Lamphear, emeritus professor, University of Nebraska-Lincoln (UN-L). While some of the factors threatening the future of the marron fishery can be managed via traditional fisheries controls, many fall outside of the Department of Fisheries’ jurisdiction and require a ‘whole of Government’ approach to management. To help ensure a quality future for the recreational marron fishery, the Recreational Freshwater Fisheries Stakeholder Sub-committee (RFFSS) has now developed a set of draft management proposals designed to form the basis of a five-year management plan for the fishery.

The purpose of this study was to compare three different intervals for a between sets rest period during a common isokinetic knee extension strength-testing protocol of twenty older Brazilian men (66.30 ± 3.92 yrs). The volunteers underwent unilateral knee extension (Biodex System 3) testing to determine their individual isokinetic peak torque at 60, 90, and 120° ·s-1. The contraction speeds and the rest periods between sets (30, 60 and 90 s) were randomly performed in three different days with a minimum rest period of 48 hours. Over the past few decades, a wide variety of classes of combinatorial problems (e.g. the assignment problem, the knapsack problem, the vehicle routing problem, etc.) have emerged - from such areas as management science, telecommunication, AI, VLSI design and many others. Many large combinatorial problems are NP-hard problems because of the combinatorial growth of their solution search space with the problem size. Such problems are commonly solved by some version of a prominent metaheuristic (e.g. Genetic Algorithms, Tabu Search, Simulated Annealing and etc.). In late 1987, the Minister approved a development plan for the South Coast Inshore Trawl Fishery (Fisheries Management Paper No. 13) and made a number of notices regulating trawling activities in the Recherche Archipelago. Fishing Boat Licences were subsequently ‘endorsed’ by reference to those notices. The development plan was declared to be for a period ending 31 December 1989, subject to extension for a further year if necessary. Housing and Confinement of Farm Animals Collection

Three experiments examined how the presence of a neck rail at different heights and locations influenced dairy cattle behavior and stall cleanliness. Experiment 1 compared 4 levels of neck-rail height (102, 114, and 127 cm and no neck rail; presented at 160 or 180 cm from the curb) in a preference test. Cows (n = 10) showed no consistent preference based on neck-rail height, regardless of the horizontal position of the neck rail. When cows were restricted to each treatment in turn, however, time spent standing fully (with all 4 hooves) in the stall was least in the stall with …

The goal of this project was to evaluate the potential of a controller area network (CAN bus) to be used as the communication network for a distributed control system on an autonomous agricultural vehicle. The prototype system utilized microcontroller-driven nodes to act as control points along a CAN bus. Messages were transferred to the steering, transmission, and hitch control nodes via a task computer. The task computer utilized global positioning system data to generate appropriate control commands. Laboratory and field testing demonstrated that each of the control nodes could function simultaneously over the CAN bus. Results showed that the task …

Asian Soybean Rust (here after referred to as “rust”) is a potentially devastating crop disease. It now afflicts soybean production in the Eastern Hemisphere and in the Western Hemisphere south of the equator. The first case of rust in the continental United States was confirmed on November 10, 2004. While the extent of the outbreak is not known, concern over the long-range impact of rust on U.S. soybeans has grown as a result of the confirmation.

Many federal and state agricultural agencies have begun preparations for such an outbreak. Defined protocols have been developed in some states for better agency …

Fishing activity on the Cocos is essentially unmanaged at present and there has been some condern by the local community that a number of species, such as coral trout, have declined in numbers over the last decade. This draft strategy was developed by the Western Australian Department of Fisheries who now has responsibility for managing recreational fishing on behalf of the Commonwealth Department of Transport and Regional Services.
