During the 2000s a common view in government circles was that governments were over-investing in primary industry research and innovation. In agreement with this view, the Western Australian (WA) government lessened its support for primary industry research and innovation over the last decade. The impacts of this reduced support are seen clearly in the Department of Primary Industries and Regional Development (DPIRD). In 2008–09 its agricultural staff count was 1518, yet by the end of 2017–18 this will be under 800, with remaining staff working mostly in regulation, biosecurity and corporate services rather than research. Land capability review for the Swan Valley.

The land capability review of the Swan Valley examined and updated previous soil and capability studies done in the area, which are still considered highly relevant for the planning requirements of the Swan Valley. As a result we have updated information on the potential for irrigated agriculture in the Swan Valley which will guide decision-making in the future.

This review uses a modified version of a new approach to presenting information for land use planning, developed by DAFWA in the Mid West region.

Now, six years since the first stock assessment, and with the completion of a comprehensive boat-based survey of recreational fishing, ongoing annual monitoring of commercial and charter catches and a third stock assessment completed in 2013, the effectiveness of current management measures is able to be assessed.

This paper also provides an overview of the determination in regard to the sectoral allocations of the demersal scalefish resource in the WCB.

Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.

The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.

The purpose of this report has been to investigate potential reallocation mechanisms for the transfer and/or adjustment of catch shares between sectors and the requirements to allow for their implementation, with particular reference to their application in the Western and South Australian rock lobster fisheries. As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

In recent times, the Department of Fisheries has received representations from both sectors about the ongoing interaction of the fisheries and their respective management settings. As a result, a decision was made to comprehensively review the fisheries, taking into account matters of fishery sustainability and gear interactions, together with industry economics and market considerations.

The review has also addressed research requirements to ensure an appropriate scientific basis for decision-making into the future.

This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. This approach represents international ‘best practice’ for fisheries management and is consistent with the Commonwealth Government’s Fisheries Harvest Strategy Policy1 .
