The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This collection predominately consists of a Civil War diary by James Potts. Legibility of the copy of the diary is limited given that it is a xeroxed black and white copy.

The cover of the diary says, “Romance of the War by James N. Potts [illegible] Commissary [illegible] Book Commencing Dec. 12th, 1861 Hunter’sville, Va, Pocahontas Co., Virginia”. The first thirty-one pages consist of a ledger tracking provisions for 1861-1862. In order, the contents after are as follows: recipes, ciphers or “enigmas”, journal entries from 1861 to 1867, an 1869 letter to the editor of the “Herald” from Williamsville, VA, …

From 1869 to 1878 approximately fifty American military officers were invited to Egypt by Khedive Ismail for the purpose of modernizing the Egyptian army. During that time the American officers led by General Charles P. Stone designed a staff system for the Egyptian army and they established a series of technical schools not only for the staff officers but for the rank and file as well. In addition to the reorganization, the American officers led exploratory expeditions into central Africa, they refortified the Egyptian coastline and they built roads and lighthouses. This thesis will examine the significance of the defense system that was a result of the Libyan wars against the Romans, Byzantines, and the Vandals. For economic and strategic reasons these nations were involved in long and bitter wars which lasted over six centuries. The policy of the long distance military expeditions, which was the main instrument of the Romans in subduing the natives in the early Empire, had failed to achieve its goals. The subject of this paper is a Union "Board of Strategy" convened by the Secretary of the Navy, Gideon Welles, in June of IS61 to examine all matters pertaining to the naval blockade of the Confederacy. The idea for the board originated with Alexander Dallas Bache, Superintendent of the Coast Survey; in addition to him, the board consisted of Major John Gross Bernard of the Army and Captain Samuel Francis Du Pont and Commander Charles Henry Davis of the Navy.

The board during its three months existence developed a comprehensive plan for the conduct of the blockade of the Confederacy …
