Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. In MTS models, traffic demand that is entered into the network is specified by one or several Origin-Destination (O-D) matrices. A major challenge in the application of MTS for large urban networks is the specification of the O-D matrices. This dissertation proposes a methodology that may be used to transform a O-D matrix from a transportation planning model (which is based on Traffic Analysis Zone, or TAZ, and is readily available) into a O-D matrix for a MTS model (which is traffic …

Public health is an increasingly important issue addressed from both environmental and public health sectors for the future development of urban environments. From a planning perspective, one possible solution is to increase walkability throughout the cities. Many assessment methods are being developed and administered to evaluate the quality of existing urban environments to promote walkable cities/communities. The results from using these methods provide policymakers and stakeholders with valuable information regarding the existing physical conditions of the environment. Cost-Benefit Analysis Of Greening An Older Modest-Sized Home, Delilah Zoe Leval

This professional project estimates the upfront costs and utility savings expected from greening an approximately 1,100 square foot home built in the 1950s in the San Francisco Bay Area. Two sets of upgrades (alternative and original) were compared for costs and benefits. The alternative set (which included ceiling insulation and omitted upgrading to dual-pane windows) clearly out performed the original set. The alternative set would be expected to reduce resident utility bills by 28% annually, and to prevent approximately 2,700 lbs of carbon dioxide emissions annually. The water efficiency upgrades were the best performing group of upgrades, as they had …

The U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) commissioned this survey to collect and analyze experiential data from U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information helps DOE and NREL determine areas of CNG transit bus success and priority areas for which further technical or other assistance might be required to enable success.

This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources pertaining to the settlement of the …

The National Environmental Policy Act of 1960 (NEPA) initiated the study and practice of environmental impact analysis. Upon passage, NEPA transformed the process in which the federal government plans, seeks input on, and documents major projects of environmental significance. While NEPA has surely affected project-level incremental actions, its rational comprehensive mandate as expressed in Title II of the statute has remained largely unfulfilled. Neglect of Title II has occurred as a result of broad language in NEPA that is difficult for federal judges to interpret and administrators to implement. The access provided by streets and highways to adjacent lands are managed by controlling the spacings between the access points including signals, driveways, and media openings on mid-block segments, and setting the limit on the corner clearances around intersections. There have been studies on evaluating the impact of access management techniques on safety and mobility in urban areas. Samples of mid-block segments and intersections can be collected from selected arterials. Minneapolis’ Midtown Greenway is a 5.5 mile bicycle and pedestrian corridor that replaced a grade-separated railroad line in 2000 and expanded to its current length in 2007. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. After initially defining the concept with reference to traditional understandings using the social and spatial history of Hollywood, I develop three ideal-typical categories of glamour (glitz as glamour, status as glamour, and grit as glamour) as heuristics for looking at the many diverse ‘glamours’ to be found in Los Angeles today: from the film industry to finance, the allure of haute cuisine to the chrome of Latino car culture, the manufactured spectacle of absurdist architecture to …

The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

This investigation examined predictors of residential satisfaction among newly arrived residents (NAR) and long-term residents (LTR) of a rural community following a rapid influx of immigrants into the community. The physical environment, social/cultural aspects of life, and resources and public services were hypothesized to affect perceptions of residential satisfaction. Both LTR and NAR were pleased with environmental attributes, sociocultural attributes, and public services. An inverse relationship was revealed between stress and residential satisfaction. The primary sources of stress for LTR related to economics and social status issues, whereas the primary sources of stress among NAR involved issues concerning family and …
