If you’re a leader in a community that has met with disaster and must be rebuilt, this guide is for you. It’s intended to show how communities—big or small—can incorporate green principles and technologies like energy efficiency and renewable energy into their rebuilding plans. The information in this guide is based on the real-life experiences of two U.S. Department of Energy (DOE) teams. One team worked with city leaders in New Orleans, Louisiana, after hurricanes Katrina and Rita in 2005, and the other assisted community leaders in Greensburg, Kansas, after a devastating tornado in 2007. Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Mansfield Ct: Planning A New Village Center, Maggie Jones, Richard Barringer

Planning

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

With rapid urban population increases, the activities and perceived needs of concentrated groups of people result in the swallowing of some of the most fertile lands in this country.
