In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. An area contiguous to the Interstate 35W project was located from Stevens Avenue South on the West, to Nicollet …

Gentrification has been a major factor reshaping North American cities for at least four decades, as well as a vital concern of sociological research. In recent years, there appears to be an increasing awareness of the process among contemporary gentrifiers themselves. This self-conscoiusness is significant on two levels: (1) it is unanticipated by or at least unaccounted for in much of the canonical literature on gentrification, having only recently gained acknowledgement (most notably work by Brown-Saracino that explores aspects of a particular type of self-aware gentrifiier); (2) it is complicating the way many gentrifiers or would-be gentrifiers frame and actively …

In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. The ways of thinking of the community leaders were formed by their unique personal backgrounds, knowledge, skills, and abilities. …

A new trend is emerging, seeking to recognize the benefits of and encourage the use of public transportation. In the past, public transit agencies have not directed much energy or focus at marketing, seeking to use limited funds elsewhere. “The common perception is that money spent on marketing would be better spent on transit systems themselves…over time, a sustained investment in marketing increases the number of people who use transit. Increased ridership leads to increased revenue, and ideally, an increase in service to match the new demand” (Arpi, 2009).

Deep Play, Urban Space, Adolescent Place: A Multi-Sited Study Of The Effects Of Settings On Adolescent Risk/Reward Behavior, Benjamin A. Shirtcliff

The extant literature on the play behavior of youth normalizes adolescent behavior in public space as transgressional, resistant, and in need of social control. The dissertation counters this trend by looking to see if physical qualities, peer effects, and neighborhood context of settings play a deeper role in youth behavior. The study documented urban context, peer effects, physical features, and play behavior across 21 urban settings in New Orleans. Unobtrusive observations employed a highly innovative technique based on YouTube videos and analyzed using hierarchical linear modeling. Coded observations of risk-taking and prosocial behavior demonstrated some stability in behavior amongst adolescents—“youth” …

The urban forest holds several important positions within the built and unbuilt environments. Those positions include economic, health, sustainability, quality of life measures, and overall protection of the environment, including air, water, and soil. The points are highlighted by Wolf (2005, 2007), McPherson (2005), and Rowntree & Nowak (1991). This research references the four socio-economic sectors; the public or government sector, for profit or market sector, philanthropic or nonprofit sector, and the household or private sector (Biggs & Helm 2007). This project addressed the economic, social, and environmental ill effects occurring in the North Bottoms in Lincoln, Nebraska. This neighborhood requires the use of innovative community engagement to counteract minimal resources, civic engagement, and social capital in order to accomplish sustainable redevelopment when traditional methods have been unsuccessful. The initial goal of the project was to involve citizens in the design process to create an effective and development strategy and design project for the neighborhood.

San Francisco's South of Market (SoMa) neighborhood and the Mission District are facing new forms of redevelopment. The deindustrialization of SoMa has posed an opportunity for a 'new model' of gentrification to create a mixed-use, mixed-income neighborhood from an area previously occupied by abandoned warehouses and vacant lots. In the Mission, awareness of the threats of gentrification and increased community participation are fighting to preserve the neighborhood and eliminate displacement. The innovative approaches to urban revitalization in these two neighborhoods demonstrate how redevelopment may occur without gentrification.

This thesis addresses the issue of the responsibility of the transport manager. The transport manager´s conditions which have to be respected during his/ her work are analyzed. The transport manager is responsible for the decisions made during the whole transportation process. Individual decisions are evaluated and a probabilistic estimate of their importance is determined. A methodology for insurance for the transport manager is proposed.

In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. This study examines “spatial interventions”: street art, guerrilla gardening, public space invasions, and other unauthorized practices of place-based, site-specific art or activism that challenge the normative uses or meanings of particular urban spaces. In recent years, a growing number of individuals have taken up these forms of site-specific direct action. Some argue that they represent new strategies of political expression, even “resistance”; others, that it is little more than vandalism or pointless juvenile acting out. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. This research focuses on the impact from public capital stock on economic growth in El Paso, Texas. A time series analysis is used to gauge the dynamic relationship between public infrastructure and the productivity of this city's economy. An Error Correction model and a Vector Error Correction model are utilized to discover short-run and long-run impacts from public capital stock on the growth of this particular economy. The Vector Autoregressive model is used to determine causality amongst the variables and to determine the structure of this economy.
