In the city of Medellín, Colombia, Library Parks were formed as a way of promoting inclusive urbanism. A total of ten parks were produced, one being Biblioteca España. Placed on a steep slope, Biblioteca España had structural failure that caused its collapse. WonderEdge was created as a solution for the replacement of Biblioteca España.

The world's fast pace of urbanization has exerted profound pressure on urban trees. With over 400 years of urban history, Macau has developed an exceptionally high population density and ultra-compact mode, yet it permits survival of interesting and diverse heritage trees. These outstanding living remnants connote special values in history, ecology and botany. In conjunction with commemorative importance, they have been designated as Old and Precious Trees (OPT). We demonstrate a simple and flexible technique to efficiently activate micro/nano-electromechanical systems (MEMS/NEMS) resonators at their fundamental and higher order vibration modes. The method is based on the utilization of the amplified voltage across an inductor, L, of an LC tank resonant circuit to actuate the MEMS/NEMS resonator. By matching the electrical and mechanical resonances, significant amplitude amplification is reported across the resonators terminals. We show experimentally amplitude amplification up to twelve times, which is demonstrated to efficiently excite several vibration modes of a microplate MEMS resonator and the fundamental mode of a NEMS resonator.

A heat-pump circuit may include an indoor heat exchanger, an outdoor heat exchanger, a compressor adapted to circulate a working fluid between the indoor and outdoor heat exchangers, and an expansion device disposed between the indoor and outdoor heat exchangers. A monitor for the heat-pump system may include a return-air temperature sensor, a supply-air temperature sensor, and a processor. The return-air temperature sensor may be adapted to measure a first air temperature of air upstream of the indoor heat exchanger. In China, heritage trees are actively surveyed and reported. Over 300 relevant published articles were reviewed to assess the contents, trends and geographical distributions of the investigations. The majority of the heritage trees studies in China were found in the eastern provinces and published within 2010–2014. Most studies reported surveys on all old trees. For studies focused on single species, Ginkgo (Ginkgo biloba) and Chinese Yew (Taxus chinensis) was most frequently reported. Cantilever electrostatically-actuated resonators show great promise in sensing and actuating applications. However, the electrostatic actuation suffers from high-voltage actuation requirements and high noise low-amplitude signal-outputs which limit its applications. Here, we introduce a mixed-frequency signal for a cantilever-based resonator that triggers its mechanical and electrical resonances simultaneously, to overcome these limitations. A single linear RLC circuit cannot completely capture the response of the resonator under double resonance excitation. Therefore, we develop a coupled mechanical and electrical mathematical linearized model at different operation frequencies and validate this model experimentally. This paper summarizes the results of traditional image processing algorithms for detection of defects in concrete using images taken by Unmanned Aerial Systems (UASs). Such algorithms are useful for improving the accuracy of crack detection during autonomous inspection of bridges and other structures, and they have yet to be compared and evaluated on a dataset of concrete images taken by UAS. The authors created a generic image processing algorithm for crack detection, which included the major steps of filter design, edge detection, image enhancement, and segmentation, designed to uniformly compare dierent edge detectors. Disclosed are exemplary embodiments of apparatus and methods for remote testing of controllers such as thermostats, to detect incorrect climate control system configuration parameters . In an exemplary embodiment, a computer wirelessly connects with a remote thermostat and sends signal (s) to the thermostat instructing the thermostat to perform climate control function (s) in predefined sequence (s). The computer receives signal (s) from the thermostat indicating whether the thermostat is performing the climate control function (s) in accordance with the sent signal (s). เนื่องด้วยเทคโนโลยีดิจิทัลมีบทบาทสำคัญต่อการเปลี่ยนแปลงของโลกในปัจจุบันและอนาคตในหลากหลายแขนง รวมถึงที่อยู่อาศัยซึ่งเป็นปัจจัยหลักในการดำรงชีวิตของมนุษย์ที่ได้รับผลกระทบเช่นกัน บทความนี้จึงมุ่งศึกษาการเปลี่ยนแปลงของการออกแบบที่อยู่อาศัยภายใต้ตัวขับเคลื่อนเทคโนโลยีดิจิทัลที่เป็นตัวขับเคลื่อนหลักในปัจจุบันและอนาคต รวบรวมเนื้อหาที่เกี่ยวข้องกับเทคโนโลยีดิจิทัลโดยใช้วิธีการถอดความ (Coding data) จากบทความทางอินเทอเน็ต งานวิจัย บทความวิชาการ โดยผู้วิจัยพิจารณาคำ วลี และประโยค ที่เกี่ยวข้องกับการพัฒนาของเทคโนโลยีดิจิทัลในยุคปัจจุบัน และอนาคต จากนั้นนำมาจัดหมวดหมู่ (Categories) เพื่อกำหนดตัวแปรเบื้องต้นสำหรับตัวขับเคลื่อนทางเทคโนโลยีดิจิทัล ประกอบด้วย 5 ปัจจัยคือ 1) Service 2) Control 3) Visualize 4) Personalize 5) Communicate และจำแนกประเภทของกิจกรรมสำหรับการอยู่อาศัยออกเป็น 4 ประเภท ได้แก่ 1) กิจกรรมทางชีวภาพ 2) กิจกรรมทางการผลิต 3) กิจกรรมทางการปฏิสัมพันธ์ 4) กิจกรรมทางนันทนาการ วิเคราะห์การเปลี่ยนแปลงผ่าน 3 องค์ประกอบของกิจกรรมได้แก่ 1) กริยาขั้นตอน 2) เครื่องมือ 3) พื้นที่ เพื่อศึกษาช่องว่างและนำเสนอแนวทางการออกแบบที่อยู่อาศัยก่อนและหลังการบูรณาการภายใต้แนวคิดของตัวขับเคลื่อนเทคโนโลยีดิจิทัล ศึกษาโดยใช้กรณีศึกษากลุ่มกิจกรรมที่เกิดขึ้นในอาคารชุดพักอาศัยหนึ่งยูนิต ทั้งหมด 17 กิจกรรม ทำการจำแนกองค์ประกอบของกิจกรรมตามกริยาขั้นตอน เครื่องมือ และพื้นที่ จากนั้นวิเคราะห์การเปลี่ยนแปลง เมื่อนำตัวขับเคลื่อนทางเทคโนโลยีเข้าไปแทนหรือเสริมในองค์ประกอบเดิม ทำให้เกิดการเปลี่ยนแปลงรูปแบบใหม่ ผลการศึกษาพบว่า ตัวขับเคลื่อนเทคโนโลยีดิจิทัลส่งผลให้เกิดลักษณะการเปลี่ยนของที่อยู่อาศัยในเชิงขั้นตอนและกายภาพ 3 ลักษณะได้แก่ 1. ลักษณะลดลง 2. ลักษณะเพิ่มขึ้น 3. ลักษณะไม่เปลี่ยนแปลง การทำงานของตัวขับเคลื่อนทางเทคโนโลยีเชิงขั้นตอนแบ่งเป็น 2 ลักษณะ 1. ทำงานส่งผลโดยตรงต่อกิจกรรม ประกอบด้วยตัวขับเคลื่อนเทคโนโลยีดิจิทัล 3 ปัจจัยคือ Control Visualize และService 2. ทำงานส่งผลทางอ้อมต่อกิจกรรม ประกอบด้วยตัวขับเคลื่อนเทคโนโลยีดิจิทัล Personalize และCommunicate ทางด้านกายภาพการออกแบบที่อยู่อาศัยมีแนวโน้มการใช้งานพื้นที่เพิ่มขึ้นทางด้านผนัง (แนวตั้ง) และเพดาน (แนวนอน) การใช้งานพื้นที่ลดลงทางด้านพื้น (แนวนอน) ประมาน 40 เปอร์เซ็นต์ ผลการศึกษาเป็นส่วนหนึ่งเพื่อสนับสนุนการสร้างแนวทางการพัฒนาการการออกแบบที่อยู่อาศัยภายใต้ตัวขับเคลื่อนเทคโนโลยีดิจิทัลในอนาคต

ชุมชนริมน้ำประแสเป็นย่านประวัติศาสตร์ อันเป็นพื้นที่ที่ชุมชนชาวไทยเชื้อสายจีน มาตั้งรกรากอยู่ในกลุ่มเรือนแถวไม้ริมแม่น้ำนานกว่าหนึ่งร้อยปี อาชีพหลักของคนในท้องถิ่นคือการจำหน่ายสินค้าอุปโภคและบริโภค และทำการประมงพื้นบ้าน ในปัจจุบัน ถึงแม้ว่าผู้อยู่อาศัยในชุมชนจะตระหนักถึงคุณค่าทางวัฒนธรรม และต้องการที่จะรักษาคุณค่าเหล่านั้น แต่พวกเขาไม่สามารถต้านทานการเปลี่ยนแปลงอย่างรวดเร็วที่เกิดขึ้นจากการพัฒนาเมืองที่ขยายตัวอย่างต่อเนื่องในพื้นที่ การเปลี่ยนแปลงของภูมิทัศน์เมืองประวัติศาสตร์ ระบบการขนส่ง ตลอดจนวิถีชีวิตที่สัมพันธ์กับแม่น้ำ ได้ส่งผลให้อัตลักษณ์ของชุมชนค่อยๆ สูญหายไป จากผลการสำรวจพื้นที่ภาคสนาม การสัมภาษณ์ชาวบ้าน และกระบวนการประเมินคุณค่า สามารถสรุปได้ว่า เป้าหมายในการอนุรักษ์เรือนแถวเก่าริมน้ำประแส คือการรักษาลักษณะสำคัญของพื้นที่ ซึ่งหมายถึงกิจกรรมทางเศรษฐกิจแบบดั้งเดิม บนฐานของการใช้ชีวิตแบบเรียบง่ายและสงบสุข ดังนั้นการอนุรักษ์ หรือกล่าวอีกนัยหนึ่ง คือการจัดการกับการเปลี่ยนแปลง ควรครอบคลุมแนวทางปฏิบัติที่จะนำไปสู่ความสมดุล ในการรองรับคุณภาพชีวิตที่ดี ในขณะที่ส่งเสริมการปรับการใช้สอยตามความต้องการในปัจจุบัน คุณค่าสำคัญที่ควรรักษาไว้ ประกอบด้วย 1) คุณค่าจากภูมิทัศน์เมืองประวัติศาสตร์ ที่รวมถึง องค์ประกอบของเมือง และการตั้งถิ่นฐานบริเวณปากแม่น้ำ ที่มีความเหมาะสมอย่างยิ่งกับภูมิประเทศ ภูมิอากาศ และพืชพรรณ เครือข่ายของถนนสายหลักและตรอก ในการเข้าถึงที่อยู่อาศัย พื้นที่การเกษตร และพื้นที่สาธารณะริมน้ำ การเชื่อมต่อที่ดีระหว่างกิจกรรมภายในอาคารและทางเดินสาธารณะ และทัศนียภาพอันงดงามของเรือนแถวแบบดั้งเดิม ที่เชื่อมโยงกับสภาพแวดล้อมทางธรรมชาติอย่างเหมาะสม 2) คุณค่าที่ขึ้นอยู่กับองค์ประกอบสถาปัตยกรรม รูปแบบสถาปัตยกรรมและโครงสร้างตามช่วงเวลาก่อสร้าง 4 ช่วง (40-100 ปี) แสดงให้เห็นถึงองค์ประกอบที่มีลักษณะเฉพาะ และแสดงฝีมือช่างในท้องถิ่นแต่ละยุคสมัย และ 3) คุณค่าตามการใช้งานของเรือนแถว อันประกอบด้วยการอยู่อาศัยและการทำงานในร้านค้า และการใช้งานแบบใหม่ที่ส่วนใหญ่อยู่ในรูปของกิจกรรมการท่องเที่ยว

จากกฎกระทรวงฉบับที่ 41 (พ.ศ.2537) เคยมีการปรับปรุงข้อกำหนดให้ช่องจอดรถยนต์เล็กลง จากขนาดกว้าง 2.50 x ยาว 6.00 เมตร เป็น 2.40 x 5.00 เมตร ต่อมามีนโยบายส่งเสริมการลงทุนของสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) ที่ส่งผลให้เกิดการใช้รถยนต์ขนาดเล็กเพิ่มขึ้น โดยการศึกษาเบื้องต้นพบว่าช่องจอดรถยนต์ขนาดเล็กมีขนาดลดลงเป็น 2.30 x 4.20 เมตร ดังนั้นถ้าขนาดช่องจอดรถยนต์มีขนาดเล็กลง และมีหลายขนาดเพื่อรองรับรถยนต์ที่มีความหลากหลายในปัจจุบันได้ จะส่งผลให้เกิดความคุ้มค่าในการใช้พื้นที่ช่องจอดรถยนต์ และประหยัดค่าก่อสร้างมากขึ้น การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาผลที่จะได้รับจากการปรับใช้ช่องจอดรถยนต์ขนาดเล็กร่วมกับรถยนต์ขนาดทั่วไป จากการสร้างความสัมพันธ์ระหว่างช่องจอดรถยนต์ ทางวิ่ง โครงสร้าง ทางลาด และเปรียบเทียบอัตราส่วนของพื้นที่ระหว่างช่องจอดรถยนต์ขนาดทั่วไปและขนาดเล็กที่แตกต่างกัน เพื่อนำมาศึกษาความคุ้มค่าในการลงทุนการก่อสร้าง ตลอดจนการสัมภาษณ์ผู้เกี่ยวข้อง เพื่อทำการสรุปแนวทางการปรับใช้ขนาดช่องจอดรถยนต์ขนาดเล็ก สำหรับอาคารจอดรถยนต์ จำนวน 200 คัน จากการวิเคราะห์ข้อมูลพบว่า เมื่อมีการปรับใช้และเพิ่มอัตราส่วนของจำนวนช่องจอดรถยนต์ขนาดเล็กเข้าไปแทนที่ช่องจอดรถยนต์ขนาดทั่วไป สามารถลดขนาดพื้นที่ของอาคารเริ่มต้นได้ 1% และลดลงไปได้มากที่สุดถึง 3-4% โดยพื้นที่มีขนาดเฉลี่ยเท่ากับ 27-31 ตร.ม./คัน หรือลดลงต่อ 1 ชั้น เท่ากับ 2 ตร.ม./คัน นอกจากนี้การลงทุนการก่อสร้างยังลดลงในอัตราส่วนที่เท่ากันตามไปด้วย ผลการศึกษาชี้ให้เห็นว่ามีผู้เห็นด้วยต่อการตัดสินใจในการปรับใช้ขนาดช่องจอดรถยนต์ที่เล็กลงและสามารถนำไปปรับใช้ได้จริง นอกจากประหยัดค่าก่อสร้างมากขึ้นแล้ว พื้นที่เหลือสามารถนำไปใช้ประโยชน์เป็นพื้นที่ขายและพื้นที่เช่าได้ในอาคารชุดระดับปานกลาง-ต่ำ ห้างสรรพสินค้า และสำนักงานในเมือง โดยอัตราส่วนของช่องจอดรถยนต์ที่ต่างกันขึ้นอยู่กับประเภทและที่ตั้งของอาคาร ซึ่งแนวความคิดนี้สามารถนำไปปรับใช้เป็นมาตรการส่งเสริมการพัฒนาการเพิ่มอัตราส่วนพื้นที่อาคารรวมต่อพื้นที่ดิน หรือ FAR Bonus ได้ และข้อเสนอแนะงานวิจัยนี้ นอกจากการลดพื้นที่ช่องจอดรถยนต์แล้ว ขนาดของทางวิ่งและทางลาด ควรมีขนาดที่สัมพันธ์กับพื้นที่ของช่องจอดรถยนต์ที่เล็กลงตามไปด้วย เพื่อให้เกิดการใช้พื้นที่อย่างมีประสิทธิภาพมากยิ่งขึ้น

ในพื้นที่เมืองเก่านครหลวงเวียงจันทน์ มีต้นไม้ใหญ่เก่าแก่ ที่ปลูกมาตั้งแต่สมัยของฝรั่งเศสปกครอง ปัจจุบันมีปัญหาตายและหักโค่น เป็นอันตรายต่อผู้คนและทรัพย์สินโดยรอบ จึงควรมีการตรวจสอบและวางแผนดูแลรักษา โดยการประเมินระดับความเสี่ยงในการหักโค่นของต้นไม้ใหญ่ แต่จากการศึกษาเบื้องต้นพบว่ายังไม่มีข้อมูลเพียงพอ การศึกษาครั้งนี้ จึงทำการสำรวจสภาพต้นไม้ใหญ่ฯ และจัดทำฐานข้อมูลพื้นฐาน ให้หน่วยงานที่รับผิดชอบ ใช้ประเมินความเสี่ยงและวางแผนจัดการดูแลรักษาต่อไป จากการสำรวจพบว่า ต้นไม้ใหญ่ที่มีคุณค่าทางประวัติศาสตร์ ในพื้นที่เมืองเก่านครหลวงเวียงจันทน์ มีจำนวน 331 ต้น ประกอบด้วยมะฮอกกานี 265 ต้น จามจุรี 36 ต้น และสัก 30 ต้น อยู่บนถนนฟ้างุ่ม ขุนบูลม คูเวียง สามแสนไท เสดถาทิลาด สักกะลิน มะโหสด และจันทะกุมมาน มีขนาดเส้นผ่านศูนย์กลางลำต้น 40-176 ซม. มีความสูง 4.5 - 27 ม. และมีขนาดเส้นผ่านศูนย์กลางทรงพุ่ม 0-28 ม. ในเรื่องสภาพต้นไม้ ปัญหารากที่พบมากสุดคือ รากงัดผิวดิน แตกฉีก ขดรัดรอบต้น เปลือกแหว่งหาย ถูกตัดฟัน/เสียดสี และคอรากจมดิน ปัญหาลำต้นที่พบมากสุดคือ ลำต้นถูกเจาะทำลาย เปลือกแหว่งหาย ปูดบวม แตกฉีก เอียง และผุ และปัญหากิ่งที่พบมากสุดคือ กิ่งตาย แตกกิ่งกระโดง ผุ แตกฉีก หักห้อยคาต้น และขึ้นเบียดกัน ปัญหาอื่น ประกอบด้วย ปัญหาใบคือ ใบเหี่ยว และใบเหลือง ปัญหาศัตรูพืช คือ กาฝาก และแมลง และปัญหาทรงพุ่มคือ ทรงพุ่มเบี้ยว และถูกบั่นยอด นอกจากนี้ ในการสำรวจลักษณะโดยรวมของต้นไม้ พบว่าส่วนใหญ่มีสัดส่วนความสูงทรงพุ่มมากกว่า 70% มีความแน่นพุ่มใบในระดับปกติ เช่นเดียวกับปริมาณกิ่งในทรงพุ่ม ที่ส่วนใหญ่มีปริมาณอยู่ในระดับปกติ ในเรื่องสภาพพื้นที่ ส่วนใหญ่มีปัญหาสภาพดินอัดแน่น วัสดุดาดแข็งปูทับและร่องละบายน้ำใต้ดิน อันเป็นสิ่งกีดขวางการขยายตัวของระบบรากต้นไม้ ส่วนการใช้พื้นที่ พบว่ามีผู้คน สิ่งก่อสร้าง และยานพาหนะ ที่เสี่ยงจะได้รับความเสียหายจากการหักโค่นของต้นไม้ รวมทั้งระบบวิศวกรรม อาคาร และอื่น …

The ancient village of Thagara is located circa ten kilometres north of Dawei, Tanintharyi Region of Lower Myanmar. While Thagara's archaeology and the domestic religious architecture such as the pagodas and monasteries have been well documented, this article is the first to classify the main elements of the domestic dwellings. Five key components of the vernacular architecture are identified: the style of the house facade, the building materials, the hearth, the rice barn and the shrine. This paper examines the relationship between mono-economic growth and urban sensitivity. The selected case study is the Pak Phanang Municipality of Nakhon Si Thammarat Province, which has a mono-economy of bird's-nest businesses as its main economic base. The research methodology was divided into three parts. Part 1 includes the study of changing urban morphology caused by the growth of the mono-economy and the evaluation of urban decline from decentralization according to the theory of spatial centrality. It specifically provides insight into the certification process that was pursued by the City of Atlantic Beach, Florida between 2018 and 2019. LEED for Cities is a certification for local governments that requires planners to examine a wide array of different performance metrics. These metrics focus on topics related to energy, water, waste, transportation and human experience. ในปีพ.ศ.2557 คณะรักษาความสงบแห่งชาติ มีประกาศแต่งตั้งคณะกรรมการผู้ชำนาญการพิจารณารายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม ด้านอาคาร การจัดสรรที่ดิน และบริการชุมชน กรุงเทพมหานคร แทนคณะกรรมการฯ สำนักงานนโยบายและแผนทรัพยากรธรรมชาติและสิ่งแวดล้อม จึงมีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงานพิจารณารายงานฯ ของคณะกรรมการฯ กรุงเทพมหานคร โดยอาศัยข้อมูลหลักจากรายงานการประชุมของคณะกรรมการฯ และเอกสารงานวิจัยอื่น ๆ ที่เกี่ยวข้อง มีระยะเวลาศึกษาตั้งแต่มีคำสั่งแต่งตั้งคณะกรรมการฯ กรุงเทพมหานคร เมื่อวันที่ 26 ตุลาคม พ.ศ.2559 จนถึงก่อนวันบังคับใช้ พระราชบัญญัติส่งเสริมและรักษาสิ่งแวดล้อมแห่งชาติ (ฉบับที่2) พ.ศ.2561 วันที่ 18 กรกฎาคม พ.ศ.2561 จากการศึกษา พบว่า มีการประชุมของคณะกรรมการฯ กรุงเทพมหานคร รวมทั้งหมด 86 ครั้ง มีโครงการเข้ารับพิจารณาฯ 266 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งแรก 22 โครงการ โครงการที่ผ่านการพิจารณาเห็นชอบในครั้งที่สอง 145 โครงการ ทั้งนี้ยังมีโครงการยังไม่สิ้นสุดกระบวนการฯ อีก 52 โครงการ จบกระบวนการฯ 17 โครงการ และถอนคืนรายงานฯ 30 โครงการ ในจำนวนโครงการที่ผ่านการพิจารณารายงานฯ 167 โครงการ พบว่า ใช้ระยะเวลาเร็วสุด 56 วัน และช้าสุด 350 วัน หรือโดยเฉลี่ย 140.96 วัน แบ่งตามประเภทโครงการ ได้แก่ อาคารตามกฎหมายว่าด้วยการควบคุมอาคาร 13 โครงการ โรงแรม 13 โครงการ โรงพยาบาล 3 โครงการ และโครงการอาคารอยู่อาศัยรวม 138 โครงการ เมื่อนำผลการดำเนินงานของคณะกรรมการฯ กรุงเทพมหานครไปเปรียบเทียบกับผลการพิจารณาของคณะกรรมการฯ สำนักงานนโยบายและแผนฯ เฉพาะโครงการอาคารอยู่อาศัยรวม ที่มีผู้ศึกษาไว้แล้ว พบว่าระยะเวลาการพิจารณาฯ โดยเฉลี่ยลดลง จาก 177.6 วัน และ 148.8 วัน เหลือเพียง 143.8 วัน รวมทั้งจำนวนครั้งในการแก้ไขเพิ่มเติมรายงานฯ …

Circumstances exist that call for the aeromedical evacuation high-level containment transport (AE-HLCT) of patients with highly hazardous communicable diseases. A small number of organizations maintain AE-HLCT capabilities, and little is publicly available regarding the practices. The time is ripe for the development of standards and consensus guidelines involving AE-HLCT.

A monitoring system for an HVAC system of a building includes a monitoring server located remotely from the building. The monitoring server receives, from a device installed at the building, (i) time-domain current data based on a measured aggregate current supplied to a plurality of components of the HVAC system, and (ii) data based on frequency-domain current data of the measured aggregate current. The Disadvantaged Business Enterprise (DBE) Program was established to provide opportunities for businesses owned and controlled by socially and economically disadvantaged individuals, such as minority-owned and women-owned businesses, to participate in federally funded transportation-related projects. Such DBE participation has increasingly been achieved over the years with the appropriate guidance for traditional project delivery: design-bid-build. Well-developed in the context of climate change, the concept of adaptive capacity has so far not been applied extensively to the study of World Heritage management. This paper applies the analytic framework of adaptive capacity to better understand how institutional attributes enable or hinder systemic adaptation in managing World Heritage sites as boundaries of practice expand due to changing concepts of heritage and emerging management challenges. Drawing upon case studies from Southeast Asia, the study proposes a refined framework with the following dimensions of adaptive capacity: cognitive frames, learning capacity, resources, formal governance measures, organizational relationships, and agency.
