Madison, Wisconsin As A Climate Haven: Infrastructure, Environmental Justice, And Community Voice, Sophia N. Heffner

Scripps Senior Theses

As climate change accelerates internal migration within the United States, the concept of “climate havens” has emerged as a way to identify communities that may become receiving zones for displaced populations. Madison, Wisconsin has increasingly been positioned within academic, policy, and media discourse as a potential climate haven due to its geographic advantages, strong public infrastructure, and proactive climate policy environment. This paper evaluates Madison’s readiness for this role through an equity-centered, participatory planning lens. Drawing on planning documents, climate data, municipal policies, and interdisciplinary scholarship, it argues that Madison’s long-term success as a sustainable and inclusive climate haven depends …

Extreme heat is deadly and it is disproportionately experienced by lower-income, minority, and marginalized community members. Heat practitioners are faced with the dual challenges of taking action to mitigate the level of heat experienced by local residents while preparing communities to manage unavoidable levels of elevated warming. In response to a lack of in-depth information about heat practitioner needs, this work aims to advance our understanding of how efforts to improve climate services may contribute to more effective extreme heat planning and decision-making in the United States. Through a two-round, mixed-methods approach that employed group interviews and a survey, we …

Rain, Rain, Go Away: Geoengineering And The Illusion Of Control, Hannibal Newsom Jun 2025

Rain, Rain, Go Away: Geoengineering And The Illusion Of Control, Hannibal Newsom

School of Architecture - All Scholarship

“Geoengineering” is increasingly seen as the best, perhaps even last, hope in the fight against global warming. Calls for such practices as Solar Radiation Management are becoming urgent as the effects of the climate crisis make themselves visible. This essay uses California’s Salton Sea, a geo-engineered palimpsest of once natural terrain turned toxic and inhospitable through human intervention, as a case study against the illusion of control. Through the critical lens of Magical Realism and the visual language of the architecture studio, this essay calls into question the desire to exert human control over natural systems, illustrating that the unintended …

Adaptation For Whom? Understanding The Impacts Of Dyke Policies On Small-Scale Farmers In Ca Mau Province Of Vietnam, Nguyen Minh Quang, Nguyen Van Minh, Nguyen Vo Chau Ngan, Martha B. Lerski

Publications and Research

Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. It identifies areas in need of attention and adds empirical data related to this group of farmers. …

Rising Coastal Groundwater As A Result Of Sea-Level Rise Will Influence Contaminated Coastal Sites And Underground Infrastructure, K. Hill, D. Hirschfeld, C. Lindquist, F. Cook, S. Warner Sep 2023

Rising Coastal Groundwater As A Result Of Sea-Level Rise Will Influence Contaminated Coastal Sites And Underground Infrastructure, K. Hill, D. Hirschfeld, C. Lindquist, F. Cook, S. Warner

Landscape Architecture and Environmental Planning Faculty Publications

Sea-level rise (SLR) will cause coastal groundwater to rise in many coastal urban environments. Inundation of contaminated soils by groundwater rise (GWR) will alter the physical, biological, and geochemical conditions that influence the fate and transport of existing contaminants. These transformed products can be more toxic and/or more mobile under future conditions driven by SLR and GWR. We reviewed the vulnerability of contaminated sites to GWR in a US national database and in a case comparison with the San Francisco Bay region to estimate the risk of rising groundwater to human and ecosystem health. The results show that 326 sites …

Urbanization and climate change are endangering the sustainability of public spaces through increased land artificialization, ecological fragmentation, reduced resource availability, and limited accessibility to natural and seminatural areas. Properly managing Green Infrastructure (GI) can contribute to mitigating these challenges by delivering multiple provisioning, regulating, supporting and cultural Ecosystem Services (ES). This would facilitate the implementation of strategically planned GI networks in cities for urban regeneration purposes. In this context, this study developed a systematic review on the ES provided by GI using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. The analysis of 199 eligible articles indicated …

An Empirical Investigation Into Current And Future Overheating Frequency In Nzeb And Passivhaus Dwellings In Ireland, Evan Finegan Jun 2022

An Empirical Investigation Into Current And Future Overheating Frequency In Nzeb And Passivhaus Dwellings In Ireland, Evan Finegan

Theses

The European Performance of Buildings Directive (EPBD) 2011, ensures that all new Irish dwellings designed after 01st November 2019 are nearly zero energy (nZEB) dwellings. The Passive House (PH) standard has been the most commonly applied energy standard across the globe in recent decades, while overheating is identified as a growing issue in nZEB and PH dwellings. The EPBD requires all dwellings to be designed to reduce energy consumption, while considering general indoor climate conditions to avoid the negative effects of overheating. Overheating frequency simulations are not mandatory for dwellings under Irish legislation. Anticipated climate change trends will result in …

Using Remote Sensing Technologies In Relocating Lubrak Village And Visualizing Flood Damages, Ronan Wallace

Independent Study Project (ISP) Collection

As weather patterns change across the world, there are communities impacted by climate change that are left unnoticed. In the Himalayan mountain range, communities have suffered, experiencing an increase in flash flooding and droughts. For Lubrak Village in Lower Mustang, the community faces the threats of flash flooding. Over the last ten years, the amount of flash flooding has increased, occurring more than once each monsoon season. After every flood, concrete-like sediment is left behind, hardening across the riverbed and increasing its elevation. As the riverbed elevation increases, this sediment encroaches on Lu-brak Village’s agricultural fields and ancient mud buildings, …

The accumulation of water runoff during rain storms is a major problem in New York City’s combination water systems, forcing water treatment plants to release untreated excess water. To avoid overfilling of the sewer system by this grey water, pocket parks and gardens will be used to absorb the excess rainfall. We will be harnessing nature’s resources with current technologies such as: solar panels combined with rain catching canopies, to beautify the environment, educate the public about sustainability, stimulate growth to local businesses through increased foot traffic and bringing social awareness on environmental issues.

The canopies are designed to collect …

Rethinking Urban Green Infrastructure As A Means To Promote Avian Conservation, Allen Lau Aug 2017

Rethinking Urban Green Infrastructure As A Means To Promote Avian Conservation, Allen Lau

Master's Projects and Capstones

There is an under-recognized potential for cities to use urban green infrastructure to contribute to avian biodiversity conservation. At the global scale, climate change and growing urbanization are primary global drivers leading to decline and homogenization in world bird populations. Birds are fundamental and intricate species in ecosystems, and even in urban areas, act as indicator and regulator species contributing to healthy ecosystem function. While many cities have recognized the economic and social benefits associated with green spaces, such as the vast benefits ecosystem services provide to the urban dweller, the use of green spaces to concurrently contribute to avian …

Absorbency In Tidal Resiliency | The Thickened Pier, Shauna Strubinger May 2016

Absorbency In Tidal Resiliency | The Thickened Pier, Shauna Strubinger

Architecture Senior Theses

The inevitable truth of climate change has placed coastal cities at great risk. Past natural disasters in the United States such as Hurricane Sandy and Katrina, displaced many people because these communities’ only protection was their failed infrastructure.1 Although hard and soft infrastructure strategies have addressed the rising sea level, architecture at the building scale creates static surfaces and divisions that are slow to adapt to flooding and leave little to no room for the ambiguity of tidal flooding and storm surge. Though numerous areas are at risk of sea level rise across the globe, the Chesapeake Bay area is …

Moor Movement: Automated Docking On Drought-Stricken Reservoirs, Daniel Beck Mar 2015

Moor Movement: Automated Docking On Drought-Stricken Reservoirs, Daniel Beck

Landscape Architecture

Moor Movement establishes a mechanized docking system for unpredictable shoreline fluctuations on inland lakes and reservoirs. Due to climate change and warmer global temperatures, the threat of ocean level rise has initiated massive proposals to address the interface between ocean and man-made infrastructure. While this is a monumental problem, ocean level rise is not the only immediate threat. The recently declared emergency drought conditions in California are finally bringing attention to inland lakes and reservoirs. While ocean levels might rise 2-7 feet in 100 years, a lake could drop 100 feet in 5 years. What happens to access roads, marinas, …
