While social media has emerged as a powerful tool for disaster communication, its effectiveness in rural flood risk management remains underexplored. This study evaluates the role of social media in disseminating flood-related information and engaging communities during and after 2019 Nebraska floods. This study incorporates SWOT (strengths, weaknesses, opportunities and threats) analysis method to examine how the seven core communication functions were utilized for flood risk management at the state, regional, and local levels. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. Wetlands provide essential ecological, social, and economic benefits for our society. In the United States, states and tribes play crucial roles in wetland protection, restoration, and management. However, no research has systematically measured state-level wetland planning efforts towards national conservation goals. This study is the first to comprehensively evaluate how state-level Wetland Program Plans (WPPs) align with national missions, particularly the "no-net-loss" of wetlands goal. Our research assesses the EPA-approved state-level WPPs from 42 out of 50 states in the United States during the period from 2015 to 2024. With the intensifying threat of wildfires across California, evident in the destruction of over 16,000 structures during the 2025 Los Angeles fires, there is an urgent need to reconsider how residential structures are conceived in fire-prone zones. While existing building codes and guidelines have made notable progress in addressing wildfire risk, their predominant focus on “home hardening” often overlooks the potential of site planning, spatial configuration, and architectural design as agents of wildfire resilience.

Flooding remains one of the most pressing natural hazards in the United States, with increasing frequency and intensity driven by climate change. This thesis explores the adaptation planning strategies employed to mitigate flood risks in Bellevue, Nebraska, a city significantly impacted by the 2019 floods in eastern Nebraska. Using a mixed-methods approach, the study combines quantitative analysis of flood vulnerability with a critical review of local planning policies using documents, zoning ordinances and institutional frameworks. This thesis critiques contemporary architecture and building practices for their fundamentally unsustainable and place-less assemblies that rely on extracting finite resources that generate significant emissions while simultaneously neglecting to consider the needs and existence of humans and non-human species with in the built environment. Through experimental material research that diverts “wood” waste streams and integrates land and multispecies care, this work demonstrates how maintenance-based approaches to construction can transform built assemblies into ecological systems. I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs). This dissertation focuses on applying research to design in the setting of higher education. Specifically, it explores the informal spaces outside the classroom at a predominantly Black college in an urban setting. The existing structural challenges facing college students are many, including issues related to financial resources, mental health/wellness, family responsibilities, psychosocial identity formation, and structural racism. Abstract: This abstract discusses the challenges and issues related to the implementation of Environmental Public Policies (EPP) for Protected Natural Areas (PNA) in Mexico from 1970 to 2018. EPPs aim to achieve sustainable development by balancing economic, environmental, and social dimensions while reconciling conservation and the use of natural resources with restrictions on their use and economic compensation to communities.
