Redefining Commercial Vehicle Permitting And Credentialing Violations, Andrew Martin, Jennifer R. Walton, Valerie J. Keathley

Kentucky Transportation Center Research Report

The objective of this study was to analyze enforcement and adjudication of common commercial vehicle tax, credentialing, and safety offenses. This study examined violations of the International Fuel Tax Agreement and the Kentucky Intrastate Tax, Kentucky’s weight distance tax, Unified Carrier Registration, Kentucky size and weight laws, and federal safety regulations from 2004 to 2013. Statistical analysis showed declining conviction rates, increasing dismissal rates, and a drop in collections of court costs and fines associated with these offenses. The objective of this report is to determine the most effective method for bridge deck overlay construction and repair by assessing current practices; examining new products and technologies; and reviewing NCHRP (National Cooperative Highway Research Program) guidelines, state standard specifications, ASCE (American Society of Civil Engineers) infrastructure ratings, and original bridge core chloride penetration data. Based on the review, this report offers the following conclusions. Latex modified concrete (LMC) overlays perform well, provide a long service life, and are the most commonly used method of bridge deck rehabilitation. The Midwest Pooled Fund Program has been developing a prototype design for a non-proprietary, high-tension, cable median barrier for use in a 6H:1V median V-ditch. This system incorporates four evenly spaced cables, Midwest Weak Posts (MWPs) spaced at 8 to 16 ft (2.4 to 4.9 m) intervals, and a bolted, tabbed bracket to attach the cables to each post. Full-scale crash testing was needed to evaluate the barrier’s safety performance. The objective of this research effort was to mitigate the potential for floor pan tearing and penetration into the occupant compartment by modifying the posts utilized in a prototype cable barrier system. A series of dynamic component tests were conducted on the modified Midwest Weak Post (MWP). A bogie vehicle was equipped with a simulated floor pan designed to replicate the height, thickness, and strength of the floor pan of a Kia Rio. Two methods of post modification were investigated, including edge protection on the top of the MWP as well as weakening of the MWP at the ground line. …

As part of evacuation planning, development of effective tactical and operational strategies are essential to safely and efficiently mobilize the public away from the threat. Evacuations are classified by the time between notification and the anticipated arrival of the threat which can be categorized as short, or no-notice emergencies. Emergencies involve the computation of the time required to evacuate the area of risk, which is the time to clear a radius of up to about 10-miles around the nuclear power plant, known as the emergency planning zone (EPZ). Development of origin-destination demand matrices is crucial for transit planning. The development process is facilitated by transit automated data, making it possible to mine boarding and alighting patterns on an individual basis. This research proposes a novel stochastic trip chaining method which uses Automatic Fare Collection (AFC) and General Transit Feed Specifications (GTFS) data to infer an origin-destination (O-D) matrix.

The revision effort included harmonizing Section 200, 600, and 900 language relative to the design and use of geosynthetics. Section 918 broadly pertains to geosynthetics, which includes geotextiles, geogrids, geocells, geomembranes, and geocomposites. State transportation agencies (STAs) have increasingly turned to practical design and performance based practical design (PBPD) to inform project development and implementation — and to reduce project costs while optimizing systemwide benefits. PBPD is a design-up philosophy that encourages agencies to formulate projects to meet the purpose and need rather than adhering to ostensibly immutable design standards. This paper reviews practical design and PBPD concepts and initiatives and their application in a variety of contexts. It also summarizes best practices STAs can use to develop a PBPD program. Despite significant cutbacks to the funding allocated to state departments of transportation (DOTs), demand for accessible and reliable transportation has increased even as existing transportation infrastructure has continued to age. Falling gasoline tax revenues resulting from increasing fuel efficiency and technological advancements have prevented state DOTs, including the Kentucky Transportation Cabinet (KYTC), from funding and financing much-needed transportation projects. Meanwhile, the Federal Highway Trust Fund, which provides funding to states and is tied to the federal gas tax, routinely receives cash infusions from the Federal General Fund to remain solvent—the federal gas tax has not been increased since 1993. Congestion and travel delay on urban roadways can influence operating costs and service attractiveness. This research uses high resolution bus data to examine sources of delay on urban arterials. A set of tools was created to help visualize trends in bus behavior and movement; this allowed larger traffic trends to be visualized along urban corridors and urban streets. By using buses as probes and examining aggregated bus behavior, contoured speed plots can be used to understand the behavior of roadways outside the zone of influence of bus stops. Hydraulic characteristics of soils can be estimated from piezocone penetration test (called PCPT

hereinafter) by performing dissipation test or on-the-fly using advanced analytical techniques. This

research report presents a method for fast estimation of hydraulic conductivity of overconsolidated soils

based on the piezocone penetration test. The method relies on an existing relationship developed for the

determination of hydraulic conductivity of normally consolidated soils on-the-fly. The present research

revises this relationship so that it can be applied for overconsolidated soils by incorporating a proper

Light Detection and Ranging (Lidar) technology is a useful tool that can assist transportation agencies during the design, construction, and maintenance phases of transportation projects. To demonstrate the utility of Lidar, this report discusses how Lidar data can be used while performing quality control and quality assurance (QC/QA) of pavement grades along road segments where safety concerns have been identified (e.g., increased crash rates due to water ponding on the roadway). Researchers modeled surface runoff using Lidar data for several roadways that had experienced significant crash increases during wet-weather events. This project is designed to assist cultural resource specialists involved in Nebraska Department of Transportation (NDOT) and the Federal Highway Administration (FHWA) project planning and development. The goal was to develop Geographic Information System (GIS) data layers that spatially delineate different landform-sediment assemblages (LSAs) and depict the associated geologic potential for buried cultural deposits in select watersheds in Nebraska. The Nebraska Buried Sites GIS resource will allow planners and cultural resource specialists to determine whether future project areas are likely to be free of deeply buried sites or whether subsurface exploration is necessary.
